Because of rapid technological change, globalization, and flexible labor market, unemployment and unstable employment become unavoidable social risks. Meanwhile, decline of economic growth and population aging become threats of welfare state financing. As a result, there is growing interest in the active labor market policy (ALMP) among welfare states because it can better replace the expansion of passive cash benefits. Job training, one of the ALMPs, aims not only to help reemployment of unemployed person but also prevent them from the poverty by increasing wage and employment stability of low-skilled and low-wage workers. This study aims to explore whether job training affecting on reemployment performance of the unemployed, and to analyze the effect of job training by comparing between former low-income workers and non-low-income workers. Following these analyses, the study showed how job training in Korea play the role in supporting better labor market transition of low income workers who are known as workers with experiences of low paid job and unemployment repeatedly as well as to discuss the future direction of job training policy in Korea. To analyze the effect of job training, this study used data from Korean Labor and Income Panel Study 14-17(2011-2015). The selected subjects are participants who experienced unemployment during 2011-2015. Logit regression was conducted to analyze whether training participation increases reemployment probability, and mulitiple regression was conducted to analyze whether training participation increases reemployment income and employment duration. In addition, Two-Stage-Least-Squred (2SLS) regression using instrument variable was applied to consider the problem of selection bias which can arise from selection of job training. Next, this study also analyzed the effect of former job income level on moderating relationship between job training and reemployment performance. The results of the study are as follows. First, job training had a significant effect on increasing reemployment probablity. However, job training did not have a significant influence on variation of reemployment income and it also had negative effect on employment duration. Thus, it can be implied that existing job training is helpful for reemployment and staying in the labor market. However, it did not affect on improving the quality of employment such as income or employment stability. Second, the effect of training on reemployment performance appeared differently between low-income workers and non-low-income workers. Specifically, the effect of training on employment rate was higher in low-income workers than non-low-income workers. Training had a positive influence on income of non-low-income workers, whereas it had a negative influence on income of low-income workers. The analysis of employment duration showed that training appeared to have more negative effect on low-income workers’ duration than non-low-income workers. To conclude, among job training particiants, former low-income workers were more likely to get jobs faster than non-low-income workers. However, it was difficult for low-income workers to improve the quality of employment such as income and stability through the job training. Although job training is expected to help them escape from low income situation, existing job training in Korea does not seem to achieve enough level. The implications based on the study results are as follows. First, the quality of training seems not enough to make the productivity improvement. Since private training providers have increased after changing the training policy into an account system, evaluation and monitoring on training organization and training course should be reinforced. In addition, training outcome is currently evaluated only from short-term employment rate. Thus, qualitative aspects of employment such as wage and employment retention should be included in the evaluation in order to motivate training organizations to make efforts in increasing the long-term quality of employment of training participants. Second, training participants had shorter duration of employment, which implies that many of them get jobs that did not meet their expectations after training. Therefore, public employment services should provide information that enable the unemployed to choose a training course that has a long-term potential in the labor market. Aditionally, it is necessary to improve the employment support services that help the unemployed to find job that match to the training field and skill level after the training. Third, former low-income workers seem to be burdened with livelihoods. Thus, they were unlikely to have enough job search as well as had the lower reservation wage. Also, because low-income workers have low human capital level and feel pressures from the cost that can be made during the training, as a result, their training outcomes may become lower. Therefore, training policy targeting low income workers is needed. Considering their low human capital levels, they not only need training for skills in a specific field, but also general vocational abilities. Therefore, it is necessary to expand the support of individual training account system. Also, due to their economic situations, the training support benefits should be extended to cover other expenses such as textbooks and training allowance. Fourth, there is need to improve overall labor market policy as well as job training policy for low income workers. Public employment services that link training with employment should help low-income workers to find jobs which can sustain long-term wage increasing and stable employment, and should provide continuous support to manage their long-term careers rather than the temporary support. In addition, it is necessary to improve the awareness of training businesses in order that low education level or previous job career does not play role as obstacle against reemployment. At the same time, unemployment benefits that exclude many low-income workers should be expanded in order to enable the unemployed to have the effective job search.
