Accordingly, a low-strength concrete, which is sufficiently resistant to the load of the vehicle and is not washed out by the pipe leaking, is considered as a backfill after the pipeline construction. In this study, low-strength concretes prepared using fresh fly ash and ponded ash as a substitute of cement and aggregate, respectively, were checked in terms of heavy metal stabilization. The content and leaching characteristics of heavy metals from the concrete were evaluated according to Korean standard methods for soil contamination. A total of 18 concrete test pieces were prepared by mixing materials such as cement, fly ash, sand, ponded ash, and air foam with different fractions. Cement and fly ash contents were 3 wt% each in the test piece Group A, while, in the other group (Group B), fly ash was not used and 6 wt% of cement was used, instead. For analysis of heavy metals, the test pieces were partially crushed and separated for 3 different size ranges (method I), and completely crushed so that all the particles pass through the 0.15 mm sieve (method II). Heavy metal concentrations of cement, fly ash, sand, and ponded ash materials were measured applying the crushing method II. Cement shows the heavy metal contents, especially in Zn, Cu, and Pb, at least several times higher than any other materials. Fly ash generally shows slightly higher As and Ni levels than cement and its Cu and Zn levels were second highest. Ponded ash shows the concentrations comparable with sand used as concrete aggregates. The heavy metals in test pieces prepared by crushing method I are higher than those by method II when the analytical results of <0.15 mm fractions are compared due to selective concentration of fine and weak materials such as cement and fly ash. This explanation is confirmed by the fact that the heavy metal levels of the samples prepared using method II are similar to the theoretical values. This also reflects that heavy metal measurements after partial crushing of concrete materials would derive overestimation of heavy metal contents. The results also show that the heavy metal concentrations in the test piece are lower when the half of the cement was replaced by fly ash (Group A). Replacement of sand with ponded ash did not indicate any substantial changes in heavy metal concentrations. Therefore, expect a dilution effect of heavy metals in cement can be expected if coal ashes were used for concrete production. Addition of air foaming agent for production of low-strength concrete did not significantly affect the concentration or leaching of heavy metals. The results of leaching test for crushed test piece using distilled water with pH adjusted to 5.8~6.3 (Korean standard method for waste harmful substances) did not indicate the heavy metal concentrations that need to be considered seriously, reflecting that heavy metals are effectively stabilized even though small amount of cement is used for concrete preparation.
