Lately, even for Korean language education, emergent discussions regarding cultural education have emphasized the situational context. However, it seems that the current Korean cultural education system fails to make learners active participants and creative interpreters; it is unsuccessful in promoting critical acceptance of the target culture, and inspiring pride for their country. Moreover, it seems that it is not the highest level of cultural education that gives rise to cultured people and creative culturati. The researcher conducted this study on cultural education for foreign students with critical minds, arguing that contents for new cultural education—focused on improving cultural performance and producing creative culturati—must be planned, rather than focusing on one-way learning and simple activities. It is not an exaggeration to say that cultural education in Korean language education lacks the efforts needed to locate the core of problems surrounding cultural communication with foreign students, and that corrective perspectives are applied to behaviors that do not fit the target culture. Therefore, this study starts with the reflective stance that Korean language education may have emphasized a one-sided perspective that foreign students must follow the values and norms of the target culture by acknowledging and comparing the similarities and differences between it and their own culture. Using this starting point as a guideline, this research aimed to design a cultural literacy education that: defines foreign students as independent cultural learners, expands the overall knowledge about the world beyond the target culture, invigorates communication between cultures, and cultivates abilities enabling the original interpretations of cultures. Thus, this research aims to increase the cultural literacy of foreign students and reestablish the concept of cultural literacy. Cultural literacy is not an innate ability. It is an ability that can be acquired in healthy learning communities, and increased through conscious training within educational environments based on situated learning. In this research, cultural literacy is based on vertical and horizontal knowledge about the past and present world, which provides the foundations for communal living. In addition, it is an ability that allows for active participation in communication, which is highly valued in a discursive community. It has been theorized that it enables one to logically express critical thinking and one’s own opinion. Therefore, in this research, cultural literacy was divided into three domains as follows: “cultural literacy as knowledge of the world, cultural literacy as sympathy and communication, and cultural literacy as independent interpretation.” After defining their sub-elements, attempts are made to arrange recruitment for cultural literacy and specify the educational plan. Cultural literacy education enables individual foreign students to achieve positive attitudes toward establishing mutuality with other members in the target culture community. It also helps to establish community spirit, and promote growth with a high sense of self, through the accomplishing of community-assigned roles. To meet such goals for cultural literacy, this research attempts to incorporate “situated learning theory” into cultural literacy education. Before incorporating the situated learning theory, surveys were conducted to grasp what perceptions and demands are required for the current cultural teaching-learning for foreign students in Korea, and the results were analyzed. According to the results, five teaching-learning principles were derived as follows: “focusing on context, self-directedness, focusing on documentation, being project-based, and orientation to cooperative peer learning.” Based on these, teaching-learning methods for cultural literacy such as ethnography, self-reporting methods, storytelling, and language and culture communication programs were designed. Cases to which they were applied—including practices in ethnographic cultural activities at college festivals, telling stories about the cultural experiences in Korea, and cultural communication programs between Korean and Chinese students—are reported in detail. The cultural literacy education developed in this study holds significant implications in that it allows foreign students to expand their knowledge about the world, enhances their communication, and reinforces their independent interpretation abilities.
