첫째, 영아반 실외놀이는 일주일에 3회, 30분 이상∼1시간 미만으로 실행하는 곳이 가장 많은 것으로 나타났고, 실외놀이를 계획하는 이유로는 ‘실외놀이의 필요성 및 교육적 가치 때문’이 가장 높았으며 그 다음으로 ‘영아들이 실외놀이를 원하기 때문에’, ‘표준보육교육과정 및 평가인증 때문에’ 순으로 나타났다. 실외놀이는 주제를 고려해 실외놀이 계획안을 구체적으로 작성하여 실행하는 곳이 가장 많았으며, 다음으로 계획안은 작성하지만 계획안과 상관없이 일상적으로 자연스럽게 실외놀이를 실행하고 있었다. 실외놀이에 대한 영아반 교사의 인식에 있어서 가장 많은 교사들이 실내놀이와 실외놀이가 같은 비중으로 중요하고, 일주일에 실외놀이 실행 횟수 및 시간은 주3회, 30분 이상∼1시간 미만으로 운영하는 것이 적절하다고 인식하고 있었다.
둘째, 실외놀이를 실행하지 못한 이유는 날씨가 가장 높게 나타났으며 다음으로 미세먼지가 높은 빈도로 나타났다. 실외놀이를 실행하기 전 미세먼지 농도를 대부분 뉴스나 스마트폰 앱을 통해 확인하였으며 미세먼지 농도가 ‘좋음, 보통’ 단계일 때 실행하는 곳이 가장 높았다. 미세먼지 정보에 대한 인식의 정도는 ‘알고 있다’가 가장 높게 나타났고, 다음으로는 ‘매우 잘 알고 있다’, ‘보통이다’, ‘잘 모른다’ 고 나타났다. 미세먼지 농도가 ‘좋음’, ‘보통’일 때 실외놀이를 해야 한다는 인식이 가장 높았으며 다음으로는 ‘좋음’일 때만 실외놀이를 해야 한다고 인식하고 있었다. 실외놀이 운영 시 교사의 역할은 ‘미세먼지 농도 확인하기’를 가장 높게 인식하고 있었으며, 다음으로는 ‘영아들을 위한 실외놀이 프로그램 계획하기’와 ‘실외놀이 안전교육’을 비슷한 비중으로 인식하고 있었다. 영아반 실외놀이 운영의 어려움으로 ‘영아의 통제 및 안전문제’와 ‘미세먼지로 인해 실외활동이 어려운 날이 많아서’가 비슷한 비중으로 가장 높았으며 다음으로는 ‘실외놀이를 매일 계획해야 하는 표준보육과정과 평가인증제도’로 나타났다. 영아반 실외놀이 운영의 개선방안에 대해서는 ‘안전한 실외놀이 시설 제공 및 다양한 활동을 할 수 있는 실외놀이 공간과 시설구비’가 가장 높게 요구되며 다음으로는 ‘실외놀이를 매일 계획해야 하는 표준보육과정과 평가인증제도의 개선’, ‘실외놀이 시 영아 안전을 위한 보조 인력 지원’으로 나타났다.
본 연구의 결론을 요약하면 다음과 같다.
첫째, 영아반 실외놀이 운영에 영아의 안전과 미세먼지가 크게 영향을 주며, 영아반 실외놀이는 주3회, 30분 이상∼1시간 미만 실행하는 것으로 나타나 표준보육과정과 평가인증 지표에서 제시하는 것에 미치지 못하고 있다. 이에 앞으로 표준보육과정과 평가인증 지표는 실외놀이 부분에 대한 개선이 요구되어진다.

The objective of this study is to provide the basic data of systematic outdoor play, by understanding the current status of outdoor play operation for infant class in fine dust environment which gets worse, and also researching teachers' perception of outdoor play.
The research questions are as follows.
First, how are the actual operation status & teachers' perception of outdoor play for infant class? Second, how are the actual operation status & teachers' perception of outdoor play for infant class in fine dust environment?
This study targeted 250 teachers in charge of infant class of daycare centers in Daejeon. As a research tool, to understand the actual operation status and teachers' perception of outdoor play for infant class, the questionnaire used for ‘The basic research & development of program for the vitalization of outdoor play of early childhood educational institutes’ by Lee Sang-Eun(2007), ‘A study on the current operation status of outdoor play at home childcare facilities’ by Jeong Eun-Joo(2009), and ‘A study on the current operation status of outdoor play at home daycare centers’ by Lee Jeong-Hwa(2015) was used after modifying/complementing it suitable for this study. Using the SPSS 12.0 Program for the collected data, the frequency analysis and chi-test for calculating the frequency and percentage were conducted.
The results of this study could be summarized as follows.
First, in case of outdoor play for infant class, the place performing it for 30minutes-1hour and three times per week was the most. Regarding the reason why planning outdoor play, 'the necessity & educational value of outdoor play' was the highest, which was followed by ‘infants' desire for outdoor play’, and ‘standard childcare curriculum & evaluation/accreditation' in order. The place where concretely writing/practicing the outdoor play plan by considering the theme was the most, and next, outdoor play was naturally and ordinarily practiced regardless of plan even when the plan was written. Regarding the teachers' perception of outdoor play for infant class, the most teachers perceived that outdoor play would be important as much as indoor play, and it would be proper to operate outdoor play for 30minutes-1hour and three times per week.
Second, regarding the reason why outdoor play was not practiced, the weather was the highest, which was followed by fine dust. Before practicing outdoor play, mostly the concentration of fine dust was checked through news or smartphone app, and the most places practiced it when the concentration of fine dust was 'good' and 'average'. Regarding the degree of perception of fine dust information, 'know it' was the highest, which was followed by 'know very much about it', 'average', and 'don't know well' in order. The perception that outdoor play should be done when the concentration of fine dust was 'good' and 'average' was the highest, which was followed by the perception that it should be done only when it was 'good'. As teachers' roles in case of operating outdoor play, ‘checking the concentration of fine dust' was perceived the highest, which was followed by ‘planning outdoor play programs for infants’ and ‘outdoor play safety education’ in the similar percentage. As difficulties to operate outdoor play for infant class, ‘control & safety issue of infants’ and ‘many days with hardship to do outdoor activities because of fine dust’ were the highest in the similar percentage, which was followed by 'standard childcare curriculum & evaluation/accreditation requiring to plan outdoor play everyday’. Regarding the improvement measures of outdoor play operation for infant class, ‘providing safe outdoor play facilities & furnishing outdoor play space/facilities for diverse activities’ was requested the highest, which was followed by ‘improvement of standard childcare curriculum & evaluation/accreditation requiring to plan outdoor play everyday’, and ‘support of assistants for safety of infants in case of outdoor play’.
The conclusions of this study could be summarized as follows.
First, the safety of infants and fine dust largely influenced the operation of outdoor play for infant class, and the outdoor play for infant class was practiced for 30minutes-1hours and three times per week, which falls behind the standard childcare curriculum & evaluation/accreditation indexes. Thus, the standard childcare curriculum & evaluation/accreditation indexes should be improved for the part of outdoor play in the future.
Second, even though the actual operation status and teachers' perception of outdoor play greatly accord with each other, still, there are teachers who perceive that indoor play or outdoor play is important. Therefore, for the qualitative improvement of outdoor play for infant class, it would be necessary to provide the teacher education about the importance of concrete and continuous outdoor play.
