Among the input data for such M&S models, the most important element which has the most impact on the reliability of the model's operation results is the munition effectiveness data. Despite the fact that our military has outwardly made notable accomplishments such as the development of weapon systems like tanks, self-propelled artillery, and missiles, there has been a lack of attention to producing munition effectiveness data that suggests a standard as to what effects the developed weapons will demonstrate on the battlefield. In fact, there is hardly any example of munition effectiveness data actually being produced and there is no basis or any production capabilities in place to produce the munition effectiveness data. For such reasons, most of the munition effectiveness data utilizes JMEM data introduced by the United States and as for the rest of the data that cannot be acquired, respective branches create and utilize their own data through research. Therefore, there has always been the issue of differing analysis results depending on the branch analyzing a subject using the very same M&S model. Also, because there is the necessity to create our own munition effectiveness data for the weapon system we have developed, the demand for munition effectiveness data production capabilities is continuously on the rise. Though there is an increasing effort centered around research institutes such as ADD and KIDA to acquire munition effectiveness data production capabilities that resemble that of the US JMEM methodology, it will require a tremendous amount of time and cost. Even if such capabilities are secured, due to the amount of time and cost required in producing the munition effectiveness data, there will be limitations in meeting the demands of the requesting branches in a timely manner. Thus, this research aims to develop a reliable methodology that can meet the requirements of the requesting branches in a short span of time and at a low cost by studying the existing munition effectiveness data production methodologies such as that of JMEM. Based on the research results, it was evident that while the JMEM methodology has the highest reliability for the produced data than any other methodologies, as it comprehensively considers the live fire tests and simulation results, there are many limitations to applying this methodology to our military right away. While the surrogation method of US AMSAA and ROK KIDA is advantageous in producing usable data in a relatively short amount of time, a highly experienced professional group in the weapon system and munition effectiveness analysis area is required and an assessment on the reliability of the produced data is restricted. Therefore, this research focuses on producing a methodology that, while has its foundation on the processes and equations of the JMEM methodology which has already proven to be reliable, realistically enables data collection and calculation in a short span of time and at a low cost. As a result, I have developed a method that calculates the vulnerable area and the probability of kill of the weapon system that one wants to calculate by applying statistical technique and simulation technique based on munition effectiveness data of similar weapon systems in JMEM. Calculation of the munition effectiveness consists of 5 stages including calculation of target's presented area, calculation of target's vulnerable area in reference to the standard weapon system, calculation of target's vulnerable area in reference to the weapon system being calculated, calculation of the hit probability of the weapon system being calculated, and calculation of the probability of kill for weapon system being calculated. The most significant aspects are the calculations of target's vulnerable area and hit probability. As calculation of the vulnerable area is the most expensive and time-consuming part in the JMEM methodology, I suggested a calculation method that utilizes statistical techniques based on similar weapon systems and target data. As for the hit probability, I suggested a calculation method that utilizes the Monte Carlo simulation based on previous fire test and evaluation data. Although this research methodology will fall short of the US JMEM methodology in its reliability, it proved its statistical significance through statistically verifying that a reliable weapon effectiveness calculation was possible in a short span of time at a relatively low cost. By utilizing this research methodology in the future, we will continue to produce data on ROK-developed weapon systems and other weapon systems that we do not have possess its effectiveness data. I expect that if we utilize this methodology in areas such as the simulation models, we will be able to contribute to our military's force reinforcement and economic management by supporting its reasonable decision-making process.
