우리나라는 급격한 출산율의 저하, 기대수명 및 평균수명의 증가, 노인인구의 급격한 증가 등으로 2026년에는 초고령 사회에 진입할 것이 예상되기에 노인복지의 문제는 그 어느 때보다 중요시되고 있다. 이미 고령화 사회에 접어든 국가에서는 노인문제를 국가적인 문제로 인식하고 노인 복지 분야를 세분화 및 전문화하여 다양한 노인복지정책들을 실시하고 있으며, 이에 발맞추어 노인미용복지분야도 세분화·전문화되어 가는 실정이다. 이에 반해 우리나라는 노인미용복지에 대한 인식이 미흡하고, 미용복지가 단순히 봉사의 수준에 머물러 있으며, 미용복지의 개념이나 제도적 준비가 전혀 마련되어 있지 않다. 이에 본 논문은 노인 복지 중 미용복지사 양성 및 미용복지제도의 필요성에 대한 인식 여부를 알아보기 위하여 실증적 연구방법인 60세 이상의 여성 노인을 대상으로 설문조사를 실시하였으며, 미용복지의 개념 및 노인미용복지의 제도적 방안에 대해서는 이론적 방법을 선택하여 기존의 전문서적, 학위논문, 연구 보고서 등을 검토 분석하였고, 보건복지가족부, 통계청, 한국보건사회연구원, 국회예산정책처, 한국노인문제연구소 등의 각종 간행물과 통계 자료를 분석하였으며, 보도자료, 언론보도 및 인터넷 사이트 색인을 참조하였다. 먼저 실증적 연구방법인 설문조사를 통하여 조사해 본 결과 미용을 하는 이유에서 60∼64세의 경우 경제활동이 67.0%로 가장 많이 나타난 반면, 65∼69세, 70∼74세의 경우 자기만족이 각각 47.5%, 40.0%로 가장 많이 나타났고, 75세 이상의 경우 친목, 대인관계가 60.0%로 가장 많이 나타났다. 또한 경제활동이 가장 활발한 연령일수록 한 달 평균 미용지출비용에서 60∼64세, 65∼69세의 경우 5만원 이상이 각각 69.0%, 61.0%로 가장 많이 나타났고, 미용 지출에 대한 부담감 유무에서 60∼64세, 65∼69세, 70∼74세, 75세 이상 모두 예가 각각 95.0%, 71.2%, 82.00%, 88.0%로 가장 많이 나타났으며, 세부적으로는 한 달 적정 미용지출비용에서 60∼64세의 경우 15만원 이상이 65.0%로 가장 많이 나타난 반면, 65∼69세의 경우 5∼15만원이 50.8%로 가장 많이 나타났고, 70∼74세, 75세 이상의 경우 5만원 미만이 각각 52.0%, 70.0%로 가장 많이 나타나 그 차이가 존재하였다. 이는 경제활동에 따른 지출비용의 부담과 상관관계가 있는 결과이다. 또한 미용을 하는 목적의 전체적인 설문 분야에서는 직업 활동이 재산수입과 자녀 및 기타지원 보다 더 높게 인식하는 것으로 나타났다. 따라서 고령 인구의 노인미용복지에 대해서 노인들은 경제활동 및 사회활동 유무에 따라 다소 차이는 나지만 75세 이상까지도 미용을 하는 것으로 나타났으며, 미용지출비용과 상관없이 노인들이 미용지출에 대해서 부담감을 느끼고 있는 것으로 나타났으며, 이는 결국 연령이 들수록 노인들에 대하여 미용복지가 필수적으로 필요하나 미용지출비용에 상당한 부담감을 가지고 있는 것으로 나타났다. 이론적 연구방법으로 “미용복지”의 개념 및 노인미용복지의 제도적 방안에 대해 살펴본 결과 “미용복지”의 개념에 대하여 전문서적이나 학술논문을 통한 통일된 정확한 개념이나 용어의 정립이 되어 있지 않은 상태였기에 본 논문에서 “미용복지”의 개념 및 용어의 정립을 위하여 미용 업무의 범위를 규정한 공중위생관리법에 근거하여 “미용복지”의 개념을 정립 하였고, 그 결과 ‘미용복지’는 단순한 정적인 개념이 아니라 동적인 개념이라는 것을 알았으며, 이런 동적인 관점에서 미용복지를 정의하자면 “미용복지”란 “그 시대의 법이 정하고 있는 미용업무의 범위 내에서 미용 행위를 통하여 인간이 누릴 수 있는 내∙외적으로 윤택한 삶을 ...

With a sharp drop in fertility rates, increase in life expectancy and rapid growth of the elderly population, South Korea is anticipated to become a super-aged society by 2026. As a result, welfare for the aged is now very important. In countries that are already aging societies, elderly issues are viewed as national issues. Therefore, diverse elderly welfare policies have been implemented by segmenting and specializing elderly welfare. At the same time, cosmetology for the aged is also being specialized and segmented. In the Republic of Korea, however, only a few people are aware of cosmetology welfare for the aged, and it is perceived as a simple voluntary service. In other words, there are no conceptual or institutional preparations for cosmetology welfare. Therefore, this study performed a questionnaire survey among senior women aged 60 or older as an empirical research method to examine people’s awareness of the need for a cosmetology welfare system and cosmetology welfare workers. In terms of the concept of cosmetology welfare and institutional plan for the cosmetology welfare of senior citizens, current books, academic papers and research journals were reviewed and analyzed using theoretical methods. In addition, various periodicals and statistical data from governmental agencies and research institutes such as the Ministry of Health, Welfare and Family Affairs, the Korea National Statistical Office (KOSTAT), Korea Institute for Health and Social Affairs, the National Assembly Budget Office (NABO) and the Korean Institute of Gerontology were analyzed. In addition, press releases, news articles and Internet website indexes were referred to. First, according to a questionnaire survey, when asked why they engage in cosmetology, ‘economic activity’ was the highest with 67.0% among the ‘age 60-64’ group while ‘self-satisfaction’ was most responded with 47.5% and 40.0% in the categories ‘age 65-69’ and ‘age 70-74’, respectively. Among those aged 75 or older, ‘interpersonal relationship’ was the highest at 60.0%. Among the economically active respondents, furthermore, ‘KRW 50,000 or higher’ was the highest with 69.0% and 61.0% in categories ‘age 60-64’ and ‘age 65-69’ each in terms of average monthly expenditures for cosmetology. When asked if cosmetology expenditures put a burden on them, ‘age 60-64’ was the highest with ‘Yes (95.0%)’, followed by ‘age 75 or older (88.0%)’, ‘age 70-74 (82.00%)’ and ‘age 65-69 (71.2%)’. Specifically, in terms of optimum average monthly expenditures for cosmetology, ‘KRW 150,000 or higher’ was the highest at 65.0% in the group ‘age 60-64’ while ‘KRW 50,000-150,000’ was the highest (50.8%) in the group ‘age 65-69’. In the categories ‘age 70-74’ and ‘age 75 or older’, on the contrary, ‘Less than KRW 50,000’ was most responded at 52.0% and 70.0%, respectively. The said results show the existence of correlations with the burden of expenditures from economic activities. According to a survey on the purposes of cosmetology, ‘occupational activity’ was higher than ‘making profits’ and ‘sons/daughters and other supports’. Regarding cosmetology welfare for the aged, therefore, they tend to have their hair styled until at least age 75 or older despite some variances depending on their economic or social activities. In addition, cosmetology expenditures put a burden on most of them regardless the amount of the expenditures. In other words, as people get older, cosmetology welfare remains essential but the cohort feels very uncomfortable with the expenses for the services. In terms of theory, the concept of ‘cosmetology welfare’ and institutional plans for elderly cosmetology welfare were analyzed. In terms of the concept of ‘cosmetology welfare’, the term has not yet been clearly defined or standardized in academic papers or technical books. Therefore, this study defined the concept of ‘cosmetology welfare’ in accordance with the Public Health Control Act, which specified the scope of cosmetology work and concluded that ‘cosmetology welfare’ is not a simple static concept, but rather a dynamic one. From this dynamic standpoint, ‘cosmetology welfare’ can be defined as “helping people live an abundant life internally and externally through cosmetology activities set by the law”. This study investigated constitutional grounds, relationships with the principles of social states and related laws for the institutional plan for elderly cosmetology welfare and suggested South Korea’s institutional plans and their promotion for elderly cosmetology welfare as follows: First, it is necessary to develop laws on the qualifications for elderly cosmetology welfare workers and foster specialized, professional cosmetology welfare workers to care for the elderly population. Second, there is a need to develop cosmetology welfare-related curriculum and provide differentiated training courses for cosmetology social welfare workers through diverse social service associations such as the Korean Cosmetology Association. In addition, it is required to provide customized training programs for the aged and keep managing the licensed elderly cosmetology welfare workers on a regular basis. Third, to facilitate home-visit cosmetology services, it is necessary to add a home-visit service provision to the Welfare of Older Persons Act and Long-term Care Act and provide government support for home-visit cosmetology services using the conventional long-term care insurance system and care worker system. Furthermore, care workers or elderly cosmetology welfare workers need to provide cosmetology services to conventional senior welfare facilities, welfare facilities for the aged in community centers, welfare centers, elderly nursing homes and welfare centers for the aged. Fourth, it is important to facilitate cosmetology welfare for the elderly in connection with conventional social welfare systems (e.g., elderly welfare policy, employment insurance system, financial support & job creation program, etc.), diverse social insurance systems and public assistance. In terms of the limitation of this study, the concept of ‘cosmetology welfare’ was defined in accordance with the Public Health Control Act. However, there is a gap between the law and reality. Due to the principle of subsidiarity in the social phenomena of laws, it is unable to define dynamic cosmetology welfare as static. Therefore, there has been a continued demand for defining the concept of ‘cosmetology welfare’ with the changes in social phenomena and laws. Furthermore, it is necessary to broaden research subjects for empirical study and investigate the needed and desired services of elderly cosmetology welfare. Regarding the institutional plans for elderly cosmetology welfare, lastly, this study proposed a plan in connection with conventional elderly welfare policies and elderly-related laws. However, the biggest problem in establishing welfare laws is raising funding. Without financial resources, such welfare plans could be meaningless. Therefore, there should be further studies on funding and budget allocation for elderly welfare and elderly cosmetology welfare.

Specifically, in terms of optimum average monthly expenditures for cosmetology, ‘KRW 150,000 or higher’ was the highest at 65.0% in the group ‘age 60-64’ while ‘KRW 50,000-150,000’ was the highest (50.8%) in the group ‘age 65-69’. This study investigated constitutional grounds, relationships with the principles of social states and related laws for the institutional plan for elderly cosmetology welfare and suggested South Korea’s institutional plans and their promotion for elderly cosmetology welfare as follows: First, it is necessary to develop laws on the qualifications for elderly cosmetology welfare workers and foster specialized, professional cosmetology welfare workers to care for the elderly population. Second, there is a need to develop cosmetology welfare-related curriculum and provide differentiated training courses for cosmetology social welfare workers through diverse social service associations such as the Korean Cosmetology Association. In addition, it is required to provide customized training programs for the aged and keep managing the licensed elderly cosmetology welfare workers on a regular basis. Third, to facilitate home-visit cosmetology services, it is necessary to add a home-visit service provision to the Welfare of Older Persons Act and Long-term Care Act and provide government support for home-visit cosmetology services using the conventional long-term care insurance system and care worker system. Furthermore, care workers or elderly cosmetology welfare workers need to provide cosmetology services to conventional senior welfare facilities, welfare facilities for the aged in community centers, welfare centers, elderly nursing homes and welfare centers for the aged. Fourth, it is important to facilitate cosmetology welfare for the elderly in connection with conventional social welfare systems (e.g., elderly welfare policy, employment insurance system, financial support & job creation program, etc.), diverse social insurance systems and public assistance. In terms of the limitation of this study, the concept of ‘cosmetology welfare’ was defined in accordance with the Public Health Control Act. However, there is a gap between the law and reality. Due to the principle of subsidiarity in the social phenomena of laws, it is unable to define dynamic cosmetology welfare as static. Therefore, there has been a continued demand for defining the concept of ‘cosmetology welfare’ with the changes in social phenomena and laws. Furthermore, it is necessary to broaden research subjects for empirical study and investigate the needed and desired services of elderly cosmetology welfare. Regarding the institutional plans for elderly cosmetology welfare, lastly, this study proposed a plan in connection with conventional elderly welfare policies and elderly-related laws. However, the biggest problem in establishing welfare laws is raising funding. Without financial resources, such welfare plans could be meaningless. Therefore, there should be further studies on funding and budget allocation for elderly welfare and elderly cosmetology welfare.
