The study is done to establish updated outdoor temperature and humidity conditions for heating and cooling load reflecting the recent weather data as current conditions which proposed by Ministry of Land, Infrastructure and Transport(MOLIT) are not made of recent weather data. Through the open portal site of Korea Meteorological Administration, weather data of 34 years (1982∼2015) were acquired. The outdoor weather conditions were calculated using ASHRAE Bin method suggested after 1997, since ASHRAE is the first which designed the concept of outdoor temperature and humidity conditions for cooling and heating load. With the 34 years-obtained weather data, the outdoor temperature and humidity conditions for heating and cooling were calculated and compared with the current MOLIT standards. The maximum cooling temperature difference was 0.8℃, and the average difference was 0.3℃, for that reason, MOLIT standard was lower. For heating, the maximum temperature difference was 2.1℃, and the average difference was 1.5℃, accordingly the calculated conditions with 34 years data were higher. The design temperature condition was calculated for 8 years by different data period. The design temperature condition obtained from the latest data of 2008 to 2015 was compared with the current MOLIT conditions. The maximum temperature difference for cooling was 0.97℃ and average was 0.30℃, as so the MOLIT standard was lower. The maximum difference for heating was 1.94℃ and average was 1.32℃, as so the calculated conditions with the latest data of 2008 to 2015 was higher. Depending on weather data used, it could be known that there is a change in outdoor conditions. The mean coincident wet bulb temperature and wet bulb temperature calculated from the mean coincident absolute humidity were calculated for 8 years by different data period for the design humidity condition. The maximum average 99.0% heating and 1.0% cooling design condition differences were 0.20℃ and 0.15℃, respectively, in the period of 2001∼2008. Both the mean coincident wet bulb temperature and mean coincident absolute humidity in Jeju area from the data of 2008 to 2015 showed the same values for each 99.6% and 99.0% heating design conditions. However, when the mean coincident absolute humidity is converted to humidity conditions, the wet bulb temperature or the relative humidity showed the value of 99.6% and 99.0% differently. So, this study suggested to calculate the mean coincident absolute humidity first before appointing the wet bulb temperature and relative humidity. In this study, the outdoor temperature and humidity conditions for the heating and cooling design including the recent weather data were calculated and updated. The ASHRAE Bin method for the entire 1 year period was used to calculate the outdoor temperature and humidity design conditions, and the dry-bulb temperature design conditions were calculated of the 34 years-obtained data from 1982 to 2015 by the dry bulb temperature Bin interval 0.5℃. The humidity design conditions were calculated from the mean coincident absolute humidity which is a parameter for design temperature conditions and calculated by using Bin interval 1.0℃. The mean coincident absolute humidity were calculated and converted into the wet bulb temperature and relative humidity. The outdoor temperature and humidity design conditions were presented as shown in the table below.
