This study was conducted on five ODA projects that were able to collect final report and post-evaluation report in the field of health care carried out support by KOICA. The comparative analysis applied healthcare resources, organization, service, management system and finances, which are components of the healthcare system infrastructure. In addition, the performance of the project was reviewed using the objective hierarchy and performance indicators presented in the PDM of the final report. Although the organizational structure for carrying out the project is composed of various stakeholders, but the scope of the project management body and the project participants varied greatly. Although the outcome objectives of each project is to improve the quality of life, many of the detail healthcare resource inputs and activities are not adequately addressed and the quality of life has not been assessed in most cases. Due to the lack of communication with the recipient countries, the risk management issues, such as the lack of information sharing, lack of prediction of possible problems and lack of countermeasures were frequent. As a result of reviewing PDM components and output/outcome performance indicators for each project, there were cases in which achievable business objectives, targets, and performance indicators were not set up or the logical linkage between the components was insufficient. To overcome these problems and pursue more effective and high-quality projects, quality preliminary feasibility studies for systematic project planning and implementation, collection of prior information on the site for the project area, sharing of information on the recipient country and business area, improvement of specificity of action plan through sufficient prior consultation, and logical structure of PDM are needed. In addition, it is necessary to evaluate the sustainability and extension of the project while making the post-evaluation after the ODA project more long-term, and it should be shared by KOICA and project management organizations.
