Moreover, comprehensive care services for the elderly have a complicated application procedure due to needing approval from both the National Health Insurance Service and local government organizations. Objectivity and oversight are limited because service provision, monitoring, and staff training are carried out in house. Fourth, despite the increasing need for care services due to the growing elderly population, funding for welfare services for the elderly is limited, resulting in more and more elderly people being left without adequate services. Secure funding will be an important factor in providing universal care with various types of benefits in an integrated delivery system. Policy recommendations based on the study findings are as follows: The selection criteria that determines which elderly people are able to receive welfare services should be relaxed, including easing service restrictions for the elderly living alone and for elderly couples. Secondly, service benefits should be specialized and have variety. The efforts should include customized options to meet the varied needs of the elderly, and the quality of professional services should be improved by ensuring regular training for service providers. In addition, a one-stop support center dedicated to services for the elderly should be established in Korea, and an institution for service evaluation and monitoring should be created. This will ensure the efficient management of recipients, the improvement of services, and increased professionalism by service providers. Also, the government should make plans to secure the critical funding for maintaining the welfare of the elderly. Secure funding is important as the government’s intervention is required for elder care services.
