A Study on Childcare Staff and Parents' Perceptions on theInstallation of Childcare Centers - Focus on needs and problems -
This research study has the objective of examining the differences inthe perception between educators and parents in regards t child abuse inthe context of CCTVs being installed t the sites of children daycare andeducation centers, and the potential needs and problems that can beaddressed and arise from the installation of CCTVs and also regarding thesituations that can occur in children daycare and education centers.
This research study conducted a questionnaire that surveyed theperceptions of the owners and operators and the instructors that worked atchildren daycare and education centers located in the Seoul, Incheon andGyeonggi regions, and also the perceptions of parents that currently weresending their children t these child care and education facilities. A t talof 270 surveys were provided t the parents, 270 were provided t theteachers, and 100 were provided t the owners and operators of the childcare and education facilities. 182 surveys from the parents, 235 surveysfrom the instructors and 76 surveyors from the owners and operators ofthe child care and education facilities were returned and collected. Thesurvey was conducted from between February t April of 2017.
The results of the research conformed that in regards t the perceptionsof the instructors and owners and operators, and parents of childrenattending child care and education facilities t wards the related needs andissues related t the installation of CCTVs, the need for installation of- 87 -CCTVs could be categorized int the supportive and helpful aspects forchildcare, and the issues related t the installation of CCTVs could becategorized int the degradation of the quality of childcare and also aninvasion of the personal rights and privacy of instructors. For thesupportive and helpful aspects for childcare, it could be confirmed thatparents had a higher expectation than owners and operators forimprovements in monitoring and surveillance of childcare activities, and for the improved professionalism of instructors, and also for the need tinstructors t be able t control their emotions and other benefits thatcould be perceived when consulting with parents, while the results alsoconfirmed that owners and operators had statistically significantly higherexceptions than that of instructors for these improvements and needs.While parents had the perceived recognition for the need t improve thequality of childcare provided by the instructors, improvements inmonitoring and surveillance of childcare activities, utilization and referenceof the CCTV footage during consultation sessions, the control of emotionswhen disciplining children, and for observing and analyzing education andinstructional activities etc., on the other hand the perceived recognition forthe need t install CCTVs related t support for education and instructionwas lower in instructors, which conforms that there is an inadequacy inthe level of beneficial childcare benefit effects perceived by instructors inchild care and education facilities.
The issues related t the installation of CCTVs could be categorized intthe degradation of the quality of childcare and also an invasion of thepersonal rights and privacy of instructors, and the results of the researchconfirmed that the perceived recognition of the issues was also higher forthe owners and operators than that of the instructors, and also that- 88 -parents had higher levels of perceived recognition of the issues than thatof owners and operators. Both parents and owners and operators of childcare and education facilities were confirmed t have significantly lowerlevels of perceived recognition related t the issues of installation ofCCTVs with the parents showing higher levels of perceived recognition.The results of the research also confirmed that the levels of perceivedrecognition of instructors related t instruction and education support weresignificantly lower than that of parents and owners and operators of childcare and education facilities showing that they placed more weight on theimportance related t the need for safety while showing negativeperceptions for instruction and education support benefits. Regarding issuesrelated t the installation of CCTVs, instructors had high levels ofperceived recognition related t the invasion of personal rights and privacy,which was a consistent result with preceding research on issues related tthe personal rights and privacy of instructors.
For perceptions related t child abuse during instruction, while theresults confirmed that there were statistically significant differencesbetween that of instructors and parents, for instructor reaction child abuse,because it was confirmed that there were no statistically significantdifferences between the levels of perception of instructors and parents, itcan be confirmed that the reaction recognition of instructors and parentsrelated t children who need t be responded t in a disciplinary mannerwere similar. The limitations of this research according t these resultsand discussions can be summarized as follows, and the followingsuggestions are also made for followup research guidelines.
First, the survey questionnaire of this research study was provided in alimited scope t instructors, owners and operators and parents of children- 89 -attending child care and education facilities in a certain specific region, andtherefore the results of this research are limited in scope t provide ageneral suggestion for the entire nation. Therefore, in order t generalizethe opinions of the instructors, owners and operators and parents, there isa need for the regional scope of this research study t be expanded tmore regions.
Second, the survey questionnaire of this research study was limited tthe perceived needs and problems related t the required installation ofCCTVs at child care and education facilities at a one year period afterthese installations were mandated, and therefore there is a need t take adiversified approach i n follow up research that reflects details suggestionsand methods that can supplement and improve on the problems andperceived issues related t the installation of CCTVs.
Third, for the differences in perception t wards the various situationsthat can occur in child care and education facility environments, there isno provision in the differences in perceptions related t the differences inindividual education and environments where the children grew up andalso according t the nurturing methodologies of the parents. It is proposedthat a more detailed investigation and research on the difference individualeducation method and environments where the children grew up and alsoon the different nurturing methodologies of the parents be conducted toaccommodate for these differences.
Fourth, even t day, one year after the mandatory installation of CCTVsin child care and education facility environments, child abuse still occursand while parents perceive an increased need for the installation ofCCTVs, instructors and owners and operators of child care and educationfacility environments claim that this is not a fundamental solution t the- 90 -problem, and therefore the most significant issue related t the installationof CCTVs is restoring the trust between these two opposed groups. Inresponse the government has made diverse plans for operating child careand education facilities through transparent and open operation protocolsthrough the participation of parents etc. t ultimately restore the trust inthese relationships. Therefore there is a need for follow up research texamine detailed case studies on the restoration of the trust betweenparents, instructors and owners and operators of child care and educationfacilities and also the effectiveness of the methods and protocols.
