It is very important to accurately assess and predict current and future phases of a business cycle, given that the results greatly affect government policy decision-making and economic activities of businesses and individuals. As the share of the housing sector in the construction market increases, questions arise about the impact that fluctuations in the housing market can have on the construction market: how have business cycles of the two sectors fluctuated over time?; if they do indeed affect each other, what are the leading and lagging variables, what is the time lag involved, and what is the magnitude of their effects?; additionally, to what degree can we predict the future of the construction industry as well as its own prospects, by looking at the state of the current housing market? These are all important questions that need to be addressed. This study looks to analyze the circulating and causal relationship between the housing business cycle and the construction business cycle. It is expected that the implications and suggestions including the average lengths and fluctuation characteristics of the two business cycles, the current phases of the cycles, the leading and lagging variables, the time lag and related influences, and the predictability will be used in government policy decision-making or in enterprise or individual-level risk management, financial investment, or the like. Circulation analyses for each of the two business cycles were conducted by using the Hodrick-Prescott(HP) filter with time series data on variables representing the South Korean housing and construction markets and macroeconomic variables for a period from 1986 to 2017. Before undertaking analysis of the circulating and causal relationship between these two business cycles, the stationarity of the time series data and of the long-run equilibrium relationship among the variables was verified by performing unit root test and cointegration test, respectively. Then, along with Grander causality test, impulse response analysis and variance decomposition analysis using the vector autoregression(VAR) model were performed. The analytical results, and implications, are as follows: First, the average housing business cycle length was found to be around 5-6 years, with the period of expansion being approximately 1.3~1.5 times longer than that of recession. The average construction business cycle length, on the other hand, was found to be approximately 6-7 years. This timeframe is considered short, compared to commonly held belief and research results in the literature. In addition, changes in the housing business cycle in recent years show that the amplitude is ever decreasing. This finding points to the availability that a market mechanism is in operation, which helps economic players including the government obtain information and execute actions more accurately and quickly than in the past. Second, the leading and lagging relationships of variables were analyzed, in the following order: interest rate→GDP→housing price→construction order→construction investment. Housing price shocks appeared to affect construction orders until the fifth quarter, and construction investment by the eighth quarter (two years) as the second biggest positive (+) impact after interest rate. It turned out that the impact of construction orders on construction investment continued into the seventh quarter. This finding implies that the state of the future construction market can be predicted through the current cyclical phase of the housing market, and changes in future construction investment can also be predicted by examining cyclical changes in construction orders. Third, rental prices compared to selling prices; apartment prices to other types of housing including detached homes; and Seoul prices to those elsewhere in South Korea in the housing market and construction orders compared to construction investment in construction market, respectively, were found to have precedence with relatively bigger amplitudes. The results suggest that the government's policy focusing on these risk variables will be more effective. Fourth, the study reveals that interest rates have the most significant influence in the negative (-) direction in all variables except for their own variables. Supporting existing housing market circulation theories, this result suggests that it is necessary to respond very sensitively to interest-rate fluctuations in corporate and individual-level investment and management, and to the government's policy decisions for the housing and construction sectors.
