Abstract
The purpose of this study is to confirm the process and management of whistleblowing emerging as the hottest issue worldwide in all fields, including politics, economics, culture, arts, education, sports, national defense, and so on. Whistleblowing has a stronger influence on finding and rectifying wrongdoing in an organization than some internal control system. Though whistleblowers are the key to the success of an anti-corruption system, whistleblowers suffer greatly from organizational retaliation and social ostracism. Nevertheless, whistleblowing is increasing day by day. This study aims to find the process of and principles behind whistleblowing, and to provide efficient whistleblowing management methods from the view of a business organization. First, I started by asking “Who blew the whistle?” It addresses the whistleblower’s personal characteristics and can reveal clues from the basic assumptions about human nature. As the mutually exclusive natures of selfishness and altruism coexist in the human mind, I started this study with the belief that whistleblowing, which is a human behavior, also has a dual nature. I selected Machiavellianism represinting selfishness, and social responsibility coming from altruism as the personal characteristic variables that lead to whistleblowing. Second, the question, “Why do people blow the whistle?” addresses the motivation for whistleblowing. Whistleblowing as an antisocial behavior is driven by a motive for revenge held by selfish individuals. In contrast, whistleblowing as a prosocial behavior is motivated by the pursuit of the public interest, a motive held by altruistic individuals. I selected negative reciprocity as the variables for revenge motive and moral courage as the variables for the pursuit of the public interest. Third, “What is an effective way to manage whistleblowing from the perspective of the business organization?” For whistleblowing, there is the positive view that it can assure the soundness of the company by preventing a future catastrophe caused by wrongdoing in an organization, and eliminating the cause early on. On the contrary, there is the negative view that it sometimes has a devastating impact on the company’s outlook. Therefore, a whistleblowing management method is an important concern in corporate management. Since approaching whistleblowing management from the perspective of business ethics is a current mission of firms in an era of ethical management, I set the CEO’s ethical leadership as a moderating variable. The participants consisted of appraisers and appraisal corporations distributed in South Korea. To reduce the possibility of common method variance, I collected data twice at 3-week intervals, and data on 90 organizations and 320 appraisers for the analysis. I verified the reliability and validity of the measurement tool, and the validity of CEO’s ethical leadership as a variable at the organizational level. The empirical analysis showed positive relationships between Machiavellianism and negative reciprocity, social responsibility and moral courage, negative reciprocity and moral courage, and whistleblowing intention. The mediating roles of negative reciprocity in the relationship between Machiavellianism and whistleblowing intention, and of moral courage in the relationship between social responsibility and whistleblowing intention all were positive, indirect-only mediation type. Finally, the positive relationship between Machiavellianism and negative reciprocity appeared weaker in organizations with high levels of ethical leadership and the positive relationship between social responsibility and moral courage appeared stronger in organizations with high levels of ethical leadership than in organizations with low levels of ethical leadership. These results supported all eight hypotheses. The study offers four theoretical significance and implications. First, it is the first practical study to show antisocial behavior as a cause of whistleblowing. I proved a number of previous theoretical suggestions for the first time that whistleblowing does not necessarily come only from goodwill toward the public interest, but also from malicious and selfish intent. Second, the study illustrates the importance of an individual’s social responsibility as a member of the organization. The business literature neglects discussions of individual social responsibility (ISR) compared to corporate social responsibility (CSR). Organizations can achieve real CSR when their members have a sense of ISR and are committed to corporate goals and values, and when CSR and ISR are aligned in appropriate balance. The findings imply that an organization’s members should appreciate CSR and have a sense of ISR at the same time. Third, the study proves the importance of the formation of the whistleblowing motive as a factor in whistleblowing. Organizational Members with the personal characteristic of Machiavellianism blow the whistle by forming a motive for revenge (negative reciprocity) toward the organization or someone within the organization. However, members with the personal characteristic of social responsibility blow the whistle by having an indomitable will (moral courage) to fulfill their social responsibility, even if they will be at a disadvantage. This study is the first to reveal the negative reciprocity in the motive for revenge and the moral courage in the motive for the pursuit of the public interest are antecedents for whistleblowing. In particular, it is meaningful that the results of an empirical study question the long-held historical belief that “whistleblowing is an act of courage” for the first time. Fourth, the study organized and evaluated a hypothetical scenario to supplement the shortcomings of existing surveys on whistleblowing intention, in that they are too abstract and evaluate whistleblowing “behavior” as an “intention”. Beginning with this study, I hope that the follow-up study of whistleblowing based on more realistic and sophisticated scenarios will continue. The significance and implications of this empirical research are as follows. First, the results highlight the moderating roles of CEO’s ethical leadership as a part of managing whistleblowing in line with this era of ethical management. By interacting with selfish or altruistic personal characteristics, CEO’s ethical leadership reduces the revenge motive for whistleblowing. Meanwhile, the results of the analysis of the moderating role of CEO’s ethical leadership to activate the pursuit of the public interest as a motive can provide corporate leaders with an implication of ethical levels to manage whistleblowing. Second, based on the study result that as CEO’s ethical leadership activates moral courage, whistleblowing by means of the motive for the pursuit of public interest will increase, this study proposes a practical action plan to develop an effective whistleblowing system within organizations and establish a business ethics system so CEO’s ethical leadership can be communicated to the members of the organization smoothly. This will promote the positive effects of whistleblowing and prevent the adverse effects on the business. Third, it empirically reveals the relationship between whistleblowing and professional appraiser organizations, members (appraisers) who carry out tasks that emphasize sociability and transparency. The limitations of the research and suggestions for follow-up studies, are as follows. First, as this study considers whistleblowing “intention” as a “behavior” due to the specificity of the whistleblowing subject, a follow-up study should correspond more to the phenomenon by evaluating whistleblowing behavior. Second, since all measurement questions are collected self-reported data, a future study needs supplementing in combination with a qualitative research method such as in-depth interviews with whistleblowers. Third, because a professional appraiser organization, a specific job group, was the subject of the research, a follow-up study should investigate other types of industries to ensure the generalizability of the study results. Lastly, since this study dealt only with external whistleblowing, there is a need to compare and analyze the influence of both internal and external whistleblowing in a follow-up study.

전 세계적으로, 그리고 정치, 경제, 문화, 예술, 교육, 스포츠 및 국방 등 모든 분야에서 가장 뜨거운 이슈로 등장한 내부고발을 주제로 그 발생과정과 관리방안을 연구하였다. 내부고발은 조직의 어떠한 내적 통제 제도보다도 조직의 부정을 찾아 시정하는데 강력한 힘을 발휘한다. 내부고발자는 부패 방지 시스템의 성공 열쇠를 쥐고 있음에도, 내부고발 후 가해지는 조직의 보복과 사회의 외면으로 큰 고통에 시달리기도 한다. 이러한 관점에서, 날로 증가하고 있는 내부고발의 발생과정과 발생원리를 알아보고, 기업 조직의 입장에서 내부고발의 효율적 관리방안을 제공하는 것이 본 연구의 목적이다. 구체적으로 첫째, “누가 내부고발을 하는가?” 이 물음은 내부고발자의 개인적 특성에 관한 문제로, 인간의 본성에 대한 기본 가정에서 단서를 찾았다. 인간의 마음속에 이기심과 이타심이라는 배타적 본성이 공존하듯이, 인간의 행동인 내부고발 역시 두 가지 본성에서 비롯될 것이라는 믿음에서 논의가 전개된다. 이기심을 대표하는 마키아벨리즘과 이타심을 원천으로 하는 사회적 책임감을 내부고발의 원인이 되는 개인적 특성 변수로 선정하였다. 둘째, “왜 내부고발을 하는가?” 이는 내부고발 동기에 관한 물음으로, 이기적 개인이 품는 복수 동기에 의해 반사회적 행동으로서의 내부고발이, 이타적 개인이 가지는 공익 추구 동기에 의해 친사회적 행동으로서의 내부고발이 발생한다고 보았다. 복수 동기는 부정적 호혜성을, 공익 추구 동기로는 도덕적 용기를 각각의 변수로 선정하였다. 셋째, “기업 조직의 관점에서 효율적인 내부고발 관리방안은 무엇인가?” 내부고발에 대해 조직의 부정행위로 인하여 장래 야기될 수 있는 대재앙을 막고 초기에 그 원인을 제거함으로써 기업의 건전성을 담보할 수 있다는 긍정적 시각이 있다. 반면, 기업의 존폐를 좌우할 만큼 파괴적 영향을 초래한다는 부정적 시각도 공존하기 때문에, 내부고발 관리방안은 기업 경영의 중요한 관심사다. 기업윤리의 시각에서 내부고발 관리 방안에 접근하는 것은, 윤리 경영의 시대를 살고 있는 기업에게 부여된 시대적 사명이기에, CEO 윤리적 리더십을 조절변수로 설정하였다. 전국에 소재하고 있는 감정평가사와 감정평가법인을 대상으로, 3주의 시차를 두고 두 차례에 걸쳐 설문 조사를 진행하였고, 90개 조직, 320명의 자료를 분석에 활용하였다. 측정도구의 신뢰성과 타당성을 검증하고, CEO 윤리적 리더십에 대한 조직수준 변수로서의 타당성 여부를 확인하였다. 실증분석 결과, 마키아벨리즘과 부정적 호혜성, 사회적 책임감과 도덕적 용기, 부정적 호혜성 및 도덕적 용기와 내부고발 의도 간에는 정(+)의 영향관계가 있는 것으로 나타났다. 마키아벨리즘과 내부고발 의도 간의 관계에서 부정적 호혜성의 매개역할, 그리고 사회적 책임감과 내부고발 의도 간의 관계에서 도덕적 용기의 매개역할은 모두 정(+)의 간접매개 유형이었다. 마지막으로 마키아벨리즘과 부정적 호혜성 간의 정(+)의 관계는 CEO 윤리적 리더십 수준이 낮은 조직보다 높은 조직에서 더 약하게 나타났으며, 사회적 책임감과 도덕적 용기 간의 정(+)의 관계는 CEO 윤리적 리더십 수준이 낮은 조직보다 높은 조직에서 더 강하게 나타났다. 이로써 설정한 8개의 모든 가설이 지지 받았다. 연구결과가 제공하는 이론적 시사점은 다음과 같이 네 가지로 정리해 볼 수 있다. 첫째, 반사회적 행동으로서의 내부고발 발생과 원인을 거의 최초로 실증한 연구이다. 내부고발은 반드시 사회 공익을 위한 선의에 따른 것이라고만 볼 수 없고, 악의적이고 이기적 목적에 의한 것도 있을 수 있다는 수많은 이론적 제안을 처음으로 증명하였다. 둘째, 조직구성원 개인의 사회적 책임감의 중요성을 입증하였다. 경영학에서 기업의 사회적 책임(CSR)에 대한 논의에 비하여 개인의 사회적 책임(ISR)에 대한 논의는 소홀하였다. 진정한 CSR은 조직구성원이 ISR에 대한 감각을 가지고 기업의 목표와 가치에 전념할 때, 그리고 CSR과 ISR이 적절한 균형과 조화를 이루고 있을 때 달성할 수 있을 것이다. 따라서 조직구성원은 CSR에 대한 인식뿐만 아니라, ISR에 대한 지각을 동시에 가져야한다는 시사점을 제공하였다. 셋째, 내부고발 발생요인으로서 내부고발 동기 형성의 중요성을 증명하였다. 마키아벨리즘 성향이 강한 조직구성원은 조직 또는 조직 내의 누군가를 향해 복수 동기(부정적 호혜성)를 형성함으로써 내부고발을 하게 되고, 사회적 책임감이 강한 조직구성원은 자신의 불이익을 감수하더라도 사회적 책임을 다하려는 불굴의 의지(도덕적 용기)를 가짐으로써 내부고발이 발생한다는 것이다. 경험적 연구로서는 거의 처음으로 복수 동기인 부정적 호혜성과 공익추구 동기인 도덕적 용기가 내부고발 발생의 선행요인임을 밝혔다. 특히 “내부고발은 곧 용감한 행동”이라는 오랜 역사적 관념을 경험적 연구를 통해 처음으로 입증했다는데 의미가 있다. 넷째, 내부고발 의도에 대한 기존 설문이 지나치게 추상적이라는 단점을 보완하기 위하여 가설적인 시나리오 상황을 구성하여 측정함으로써 내부고발 ‘행동’을 ‘의도’로 평가한 측정상의 단점을 극복하고자 하였다. 본 연구를 시작으로, 더욱 현실적이고 정교한 시나리오를 기반으로 하는 내부고발의 후속 연구가 계속되길 기대해 본다. 실무적 시사점은 다음과 같다. 첫째, 윤리 경영 시대에 발맞추어 내부고발의 관리 방안의 하나로 CEO 윤리적 리더십의 조절역할을 강조하였다. 이기적이거나 이타적인 개인특성과 각각 상호작용하여, 내부고발을 위한 복수 동기는 감소시키고 공익 추구 동기를 활성화하는 CEO 윤리적 리더십의 조절작용 분석결과는 기업의 리더들에게 내부고발 관리에 대한 윤리적 차원의 시사점을 제공할 수 있을 것이다. 둘째, CEO 윤리적 리더십이 도덕적 용기를 활성화하여 공익추구 동기에 의한 내부고발이 증가할 것이라는 연구결과에 따라, 내부고발의 긍정적 효과는 증진하고 기업에 미칠 수 있는 역기능을 예방하기 위해서, 조직은 실효적 내부고발 시스템을 구축하는 한편, 리더의 윤리적 리더십이 조직구성원들에게 원활하게 전달될 수 있도록 윤리경영 실천 체계를 확립해야 한다는 실무적 실천방안을 제언하였다. 셋째, 사회성과 공공성이 강조되는 업무를 수행하고 있는 감정평가사 전문가 조직 및 구성원(감정평가사)과 내부고발과의 관계를 실증적으로 밝혔다. 연구의 한계와 후속 연구를 위한 제언은 다음과 같다. 첫째, 내부고발 주제가 갖는 특수성 때문에 내부고발 ‘의도’를 ‘행동’으로 간주한 만큼, 내부고발 ‘행동’을 평가하여 현상에 더욱 부합하는 후속 연구를 기대한다. 둘째, 모든 측정 문항이 자기보고식으로 구성되었기 때문에, 향후 연구에서는 내부고발자를 대상으로 한 심층인터뷰와 같은 질적 연구방법을 병용하여 보완할 필요성을 느낀다. 셋째, 특정 직군인 감정평가사 전문가 조직을 연구 대상으로 하였기 때문에, 다른 산업의 유형에서의 후속 연구를 통해 본 연구의 일반화 가능성에 대한 평가가 이루어지길 기대한다. 끝으로, 본 연구는 외부형 내부고발만을 다루고 있기 때문에, 후속 연구에서 내부형 및 외부형 내부고발에 미치는 영향을 비교·분석하여 양자의 차이와 그 원인을 실증적으로 밝혀볼 것을 제언한다.

전 세계적으로, 그리고 정치, 경제, 문화, 예술, 교육, 스포츠 및 국방 등 모든 분야에서 가장 뜨거운 이슈로 등장한 내부고발을 주제로 그 발생과정과 관리방안을 연구하였다. 내부고발은 조직의 어떠한 내적 통제 제도보다도 조직의 부정을 찾아 시정하는데 강력한 힘을 발휘한다. 내부고발자는 부패 방지 시스템의 성공 열쇠를 쥐고 있음에도, 내부고발 후 가해지는 조직의 보복과 사회의 외면으로 큰 고통에 시달리기도 한다. 이러한 관점에서, 날로 증가하고 있는 내부고발의 발생과정과 발생원리를 알아보고, 기업 조직의 입장에서 내부고발의 효율적 관리방안을 제공하는 것이 본 연구의 목적이다. 구체적으로 첫째, “누가 내부고발을 하는가?” 이 물음은 내부고발자의 개인적 특성에 관한 문제로, 인간의 본성에 대한 기본 가정에서 단서를 찾았다. 인간의 마음속에 이기심과 이타심이라는 배타적 본성이 공존하듯이, 인간의 행동인 내부고발 역시 두 가지 본성에서 비롯될 것이라는 믿음에서 논의가 전개된다. 이기심을 대표하는 마키아벨리즘과 이타심을 원천으로 하는 사회적 책임감을 내부고발의 원인이 되는 개인적 특성 변수로 선정하였다. 둘째, “왜 내부고발을 하는가?” 이는 내부고발 동기에 관한 물음으로, 이기적 개인이 품는 복수 동기에 의해 반사회적 행동으로서의 내부고발이, 이타적 개인이 가지는 공익 추구 동기에 의해 친사회적 행동으로서의 내부고발이 발생한다고 보았다. 복수 동기는 부정적 호혜성을, 공익 추구 동기로는 도덕적 용기를 각각의 변수로 선정하였다. 셋째, “기업 조직의 관점에서 효율적인 내부고발 관리방안은 무엇인가?” 내부고발에 대해 조직의 부정행위로 인하여 장래 야기될 수 있는 대재앙을 막고 초기에 그 원인을 제거함으로써 기업의 건전성을 담보할 수 있다는 긍정적 시각이 있다. 반면, 기업의 존폐를 좌우할 만큼 파괴적 영향을 초래한다는 부정적 시각도 공존하기 때문에, 내부고발 관리방안은 기업 경영의 중요한 관심사다. 기업윤리의 시각에서 내부고발 관리 방안에 접근하는 것은, 윤리 경영의 시대를 살고 있는 기업에게 부여된 시대적 사명이기에, CEO 윤리적 리더십을 조절변수로 설정하였다. 전국에 소재하고 있는 감정평가사와 감정평가법인을 대상으로, 3주의 시차를 두고 두 차례에 걸쳐 설문 조사를 진행하였고, 90개 조직, 320명의 자료를 분석에 활용하였다. 측정도구의 신뢰성과 타당성을 검증하고, CEO 윤리적 리더십에 대한 조직수준 변수로서의 타당성 여부를 확인하였다. 실증분석 결과, 마키아벨리즘과 부정적 호혜성, 사회적 책임감과 도덕적 용기, 부정적 호혜성 및 도덕적 용기와 내부고발 의도 간에는 정(+)의 영향관계가 있는 것으로 나타났다. 마키아벨리즘과 내부고발 의도 간의 관계에서 부정적 호혜성의 매개역할, 그리고 사회적 책임감과 내부고발 의도 간의 관계에서 도덕적 용기의 매개역할은 모두 정(+)의 간접매개 유형이었다. 마지막으로 마키아벨리즘과 부정적 호혜성 간의 정(+)의 관계는 CEO 윤리적 리더십 수준이 낮은 조직보다 높은 조직에서 더 약하게 나타났으며, 사회적 책임감과 도덕적 용기 간의 정(+)의 관계는 CEO 윤리적 리더십 수준이 낮은 조직보다 높은 조직에서 더 강하게 나타났다. 이로써 설정한 8개의 모든 가설이 지지 받았다. 연구결과가 제공하는 이론적 시사점은 다음과 같이 네 가지로 정리해 볼 수 있다. 첫째, 반사회적 행동으로서의 내부고발 발생과 원인을 거의 최초로 실증한 연구이다. 내부고발은 반드시 사회 공익을 위한 선의에 따른 것이라고만 볼 수 없고, 악의적이고 이기적 목적에 의한 것도 있을 수 있다는 수많은 이론적 제안을 처음으로 증명하였다. 둘째, 조직구성원 개인의 사회적 책임감의 중요성을 입증하였다. 경영학에서 기업의 사회적 책임(CSR)에 대한 논의에 비하여 개인의 사회적 책임(ISR)에 대한 논의는 소홀하였다. 진정한 CSR은 조직구성원이 ISR에 대한 감각을 가지고 기업의 목표와 가치에 전념할 때, 그리고 CSR과 ISR이 적절한 균형과 조화를 이루고 있을 때 달성할 수 있을 것이다. 따라서 조직구성원은 CSR에 대한 인식뿐만 아니라, ISR에 대한 지각을 동시에 가져야한다는 시사점을 제공하였다. 셋째, 내부고발 발생요인으로서 내부고발 동기 형성의 중요성을 증명하였다. 마키아벨리즘 성향이 강한 조직구성원은 조직 또는 조직 내의 누군가를 향해 복수 동기(부정적 호혜성)를 형성함으로써 내부고발을 하게 되고, 사회적 책임감이 강한 조직구성원은 자신의 불이익을 감수하더라도 사회적 책임을 다하려는 불굴의 의지(도덕적 용기)를 가짐으로써 내부고발이 발생한다는 것이다. 경험적 연구로서는 거의 처음으로 복수 동기인 부정적 호혜성과 공익추구 동기인 도덕적 용기가 내부고발 발생의 선행요인임을 밝혔다. 특히 “내부고발은 곧 용감한 행동”이라는 오랜 역사적 관념을 경험적 연구를 통해 처음으로 입증했다는데 의미가 있다. 넷째, 내부고발 의도에 대한 기존 설문이 지나치게 추상적이라는 단점을 보완하기 위하여 가설적인 시나리오 상황을 구성하여 측정함으로써 내부고발 ‘행동’을 ‘의도’로 평가한 측정상의 단점을 극복하고자 하였다. 본 연구를 시작으로, 더욱 현실적이고 정교한 시나리오를 기반으로 하는 내부고발의 후속 연구가 계속되길 기대해 본다. 실무적 시사점은 다음과 같다. 첫째, 윤리 경영 시대에 발맞추어 내부고발의 관리 방안의 하나로 CEO 윤리적 리더십의 조절역할을 강조하였다. 이기적이거나 이타적인 개인특성과 각각 상호작용하여, 내부고발을 위한 복수 동기는 감소시키고 공익 추구 동기를 활성화하는 CEO 윤리적 리더십의 조절작용 분석결과는 기업의 리더들에게 내부고발 관리에 대한 윤리적 차원의 시사점을 제공할 수 있을 것이다. 둘째, CEO 윤리적 리더십이 도덕적 용기를 활성화하여 공익추구 동기에 의한 내부고발이 증가할 것이라는 연구결과에 따라, 내부고발의 긍정적 효과는 증진하고 기업에 미칠 수 있는 역기능을 예방하기 위해서, 조직은 실효적 내부고발 시스템을 구축하는 한편, 리더의 윤리적 리더십이 조직구성원들에게 원활하게 전달될 수 있도록 윤리경영 실천 체계를 확립해야 한다는 실무적 실천방안을 제언하였다. 셋째, 사회성과 공공성이 강조되는 업무를 수행하고 있는 감정평가사 전문가 조직 및 구성원(감정평가사)과 내부고발과의 관계를 실증적으로 밝혔다. 연구의 한계와 후속 연구를 위한 제언은 다음과 같다. 첫째, 내부고발 주제가 갖는 특수성 때문에 내부고발 ‘의도’를 ‘행동’으로 간주한 만큼, 내부고발 ‘행동’을 평가하여 현상에 더욱 부합하는 후속 연구를 기대한다. 둘째, 모든 측정 문항이 자기보고식으로 구성되었기 때문에, 향후 연구에서는 내부고발자를 대상으로 한 심층인터뷰와 같은 질적 연구방법을 병용하여 보완할 필요성을 느낀다. 셋째, 특정 직군인 감정평가사 전문가 조직을 연구 대상으로 하였기 때문에, 다른 산업의 유형에서의 후속 연구를 통해 본 연구의 일반화 가능성에 대한 평가가 이루어지길 기대한다. 끝으로, 본 연구는 외부형 내부고발만을 다루고 있기 때문에, 후속 연구에서 내부형 및 외부형 내부고발에 미치는 영향을 비교·분석하여 양자의 차이와 그 원인을 실증적으로 밝혀볼 것을 제언한다.
