The energy consumption rate of the whole world is continuously increasing, Korea also has the same circumstance, too. In this situation, the increase of fossil fuel is becoming a social problem regarding global warming , gas generation, and fine dust issue. There is also an urgent need for developing new and renewable energy. Recently, the market for Solid Refuse Fuel(SRF) has been expanding as a means of recycling waste resources and eco-friendly energy. However, spreading of low-grade fuel made of raw materials using construction and industrial waste have been increasing as social concerns in terms of environmental and health impact. In this study, the characteristics of the quality grade systems of SRF in various countries were compared in terms of Lower Heating Value, Chlorine(Cl) content, Mercury(Hg) content, Cadmium (Cd) and Arsenic(As) content. The specifications in Korea could be analyzed following the method of analyzing Solid Refuse Fuel quality in the "Law Concerning the Promotion of Resource Conservation and Recycling". Besides, the results were compared with the EN 15359: 2011 quality class standard applied in developed countries. The Lower Heating Value of Solid Refuse Fuel pellet and fluff products showed higher calorific value than that of EN quality one and higher than coal (bituminous coal and anthracite). The Lower Heating Value is mostly influenced by moisture. In the case of Biomass Solid Refuse Fuel products, the quality of the Solid Refuse Fuel Low Heating Value may be secured if the work environment is improved by keeping raw material from moisture. Chlorine and mercury contents were managed well within Korea's domestic quality standards. If the selection and separation of raw materials are strengthened for lower generation of hydrogen chloride (HCl) and hazardous compounds like dioxins/furans from the chloride component, the domestic Solid Refuse Fuel quality guideline may be at range of 0.2 ~ 1.0 % and Biomass Solid Refuse Fuel quality guideline may be at range of 0.1 ~ 0.2 %. Moreover And mercury content guideline can be improved by lowering to 0.1~0.4 ㎎/㎏ of Solid Refuse Fuel and Biomass Solid Refuse Fuel products. Quality criteria are set at 5 ㎎/㎏ for cadmium in Solid Refuse Fuel products and arsenic in Biomass Solid Refuse Fuel products. However, many other heavy metals are not specified in quality standards. The contents of Cu, Pb, Co, Mn and Ni are considered relatively high and may cause other environmental impacts and human health problems. Lead(Pb) content have shown some unexpectedly high levels compared with its guideline(150 ㎎/㎏). Although other heavy metals show high levels of contents they are given standards. If Solid Refuse Fuel guideline improved by underlying its environmental impacts, it can help solve negative perceptions and health issue concerns which are arising utilization for heating and power generation purpose Solid Refuse Fuel.
