This study is in application of the DACUM to identify duties and takes of Public Kindergarten vice principals and analyze the difference in how principals, vice principals and teachers perceive the job of vice principals, and to find ways to provide better eduction and training programs to vice principals and help them to perform better on the job. To that end, the research questions this study presents are as follows:
Research question No. 1. What are the duties, tasks and job of vice principal?
Research questions No. 2. How do vice principals perceive vice principal job?
2-1. How do they perceive the duties of vice principals?
2-2. how do they perceive the tasks of vice principals?
Research question No. 3. What is the difference of their perception on the job of vice principals?
3-1. What is the difference of their perception on the duties of vice principals?
3-2. What is the difference of their perception on the tasks of vice principals?
In order to solve the research problem No.1, literature review, daily worksheet analysis and interviews were carried out and DACUM workshops and DACUM advisory committee were held. To solve research problem No. 2 and 3, SPSS Win20.0 was in use for descriptive statistics analysis on each surveyed questions. In addition, the correlation between perception on the job of vice principals was examined by difference of means test among the three different groups of principals, vice principals, and teachers.
The research results are found as follows;
First, the 4 primary duties of vice principals, the study found, are administrative management, personnel management, early childhood education, and the assisting principals. Each duty requires tasks in regard. Administrative management includes 14 tasks, personnel management 10, early childhood education 5 and assisting principals 4. There are 40 tasks in total.
Second, the research found principals and vice principals perceive administrative management is the most frequently performed duty by vice principals, while teachers perceive assisting principals is most frequently performed duty by vice principals. In the meantime, principals, vice principals and teachers agree that personnel management is the most important and most difficult duty of all.
According to the analysis, vice principals think the most frequently performed tasks of administrative management is safety management and supervision, Vice principals think safety management and supervision is the most important task of all. And vice principals think safety management and supervision is the most difficult task.
In terms of personnel management, the study found vice principals think that the most frequently performed task by vice principals is hiring and managing contract teachers. Vice principals perceive hiring and managing contract teachers is the most important task. Vice principals were found to perceive promoting management of teachers is the most important task as well. In the meantime, vice principals perceive hiring and managing contract teachers is the most difficult task.
Among the tasks of early childhood education, vice principals view their most frequent task is assisting teachers, and teachers perceive the most frequently performed task of vice principals is curriculum management and supervision, and event planning and management. And assisting teachers is the most important task of vice principals.
As for the tasks of assisting principals, supervising code of conduct is the most frequently performed task by vice principals. And they perceive arbitrating and resolving conflicts among teachers is the most important and most difficult task for vice principals to carry out.
Third, this study on how principals, vice principals, and teachers view the job of vice principals and how different they are showed that principals and vice principals think administrative management is more important duty of vice principals than teachers think and they perceive early childhood education is the more frequently performed and more important duty of vice principals than teachers think. Principals perceive assisting principals is the more frequently performed and more difficult duty of vice principals than teachers perceive. And the study found principals view safety management and supervision is the more difficult and financial management is the more important tasks for vice principals than vice principals think. In sum, principals have different views from vice principals on 6 tasks, in terms of their difficulty and importance. And the study showed that principals think teachers’s bonus payment is more frequently peformed task by vice principals than teachers think and that they perceive preparing for audits is more important and record-keeping is more difficult task of vice principals than teachers think. On 14 tasks of vice principals, principals have different views from teachers and more specifically in terms of frequency of performance on 7 tasks of them, and importance on 2, difficulty on 5. On the other hand, principals perceive vice principals perform the task of financial management more frequently than vice principals and teachers think. Preparing for audits is perceived as a more important task of vice principal by principals than by the other groups and principals view improving Kindergarten environment is a more difficulty task than vice principals and teachers do. On 4 tasks principals have different views from the other two groups including 2 tasks in terms of frequency of performance, one task in importance, and one task in difficulty. In the meantime, vice principals have different perception from teachers on 8 tasks in total. For instance, they perceive they carry out more frequently performance management than teachers think they do. And they think bonus management is more important, and hiring and managing contract teachers is more difficult than teachers perceive. The two groups were found to have different perception on 2 tasks in terms of frequency of performance, 4 in importance, and 2 in difficulty. And the study found there are 30 tasks that principals and vice principals have different perception from teachers. Safety management and supervision is perceived as more frequently performed and important task of vice principals by them than the teacher group thinks. They also think performance management is more important and financial management is more difficult than teachers perceive among the tasks that vice principals are carrying out. On as many as 30 tasks, they have different perceptions, 9 tasks in terms of frequency of performance, 20 in importance, and one task in difficulty.
