Today, as the wave of the fourth industrial revolution comes to the fore, manufacturing companies have difficulty in manufacturing and producing products because of the long-term recession, rising labor costs and material costs. In addition, as the demand level of customers has become more diversified compared to the past, the life cycle of products is getting shorter and faster, and the production environment is changing drastically. To cope with this, the Korean government established the 4th Industrial Revolution Committee, which is directly under the presidency of the government and the Ministry of Commerce, Industry and Energy, and announced plans for spreading and expanding more than 2,200 smart factories from 2017. The government is investing KRW 90.5 billion and the private sector investing KRW 20 billion, totaling KRW 110.8 billion to realize intelligent innovation of the manufacturing industry such as the development of advanced manufacturing robots and 3D printing based manufacturing service platform. However, in spite of the efforts of the government, small and medium sized manufacturing companies are not able to utilize information technology(IT) and information management ability unlike large companies. Especially, due to lack of ability to collect basic production information, it is difficult to establish production history and management of defective products and efficient production scheduling. In addition, considering the fact that many contractors who install and operate JIT (just-in-time) system have priority to observe deadlines, the productivity and productivity of machinery have been decreased. In addition, due to the inefficient aspects such as the fact that factory operation is dependent on manual work and paper documents, the productivity gap with large enterprises is continuously expanding. In this situation, it is necessary to introduce an efficient production scheduling system in order to secure competitiveness by improving the productivity of small and medium sized manufacturing enterprises. However, the commercial scheduling system has a disadvantage that it takes time and expense to construct and install the system excessively, and it is difficult to maintain and repair the system due to the internal manpower of the enterprise. In addition, it is very difficult to utilize it in small and medium sized manufacturing companies because it must be constructed on the premise of interface with systemized information system. Therefore, it is urgently required to develop a smart scheduling system for SMEs in order to enhance productivity and market competitiveness of SMEs in Korea. That is, this means a scheduling system capable of minimizing changes of existing business processes, minimizing the construction cost and time, facilitating the operation, and quickly deriving the results. In this paper, we have constructed a production scheduling system for SMEs, which is different from the existing commercial solution system, for SMEs that have no production data collection and management system and lack basic production management system and professional skills. The smart production scheduling system for SMEs proposed in this paper has the following differences, unlike the existing commercialized scheduling system. In this paper, we have established a production scheduling system for SMEs and other commercial solution systems for SMEs with little or no production data collection and management system. The smart production scheduling system for SMEs has proposed the following differences, unlike the existing commercialized scheduling system. First, there is little cost and time-consuming to introduce and build a system. Second, there are fewer changes with existing systems, and the system is light and easy to apply. Third, it implements only core functions that meet the harsh conditions and characteristics of SMEs. Fourth, the system can be operated by the company's own manpower. The main contents of smart production scheduling system for SMEs proposed in this paper are as follows. First, we utilized a standard information management system that takes into consideration the poor information infrastructure of SMEs. In other words, the production data that is essentially required for the operation of the scheduling system is classified and formatted as master data, input data and output data, and time and motion studies are performed to collect the production data of the collected fields on the basis of an Excel-based standardized format To enable fast input/output through master data storage. Second, we have developed a task prioritization algorithm that can simultaneously consider the experiential knowledge of the field production manager and various constraints. In other words, unlike previous studies, the production data of the standard information store is used as a basis of the experiential knowledge of the field production manager in addition to the trust level of customers, the unit cost per order product, the tardiness penalty cost, the inventory management cost, and set the work priority in the rapidly changing production environment by using the proven TOPSIS(technique for order performance by similarity to ideal solution) and PROMETHEE(preference ranking organization method for enrichment evaluation). Third, we developed a simulation based production scheduling system that can compare and analyze the application results of various scheduling algorithms such as SPT, LPT, and FIFO based on the derived task priority. In other words, it enables rapid decision support for urgent situations, verification and analysis of various scenario models, and linked to the comprehensive scheduling results, such as manufacturing lead time and delivery delay time, for comprehensive productivity analysis. Fourth, to verify the system, we collect and modularize the production data of the actual case company, set the work priority reflecting the experiential knowledge of the field production manager, and apply the various scheduling algorithms such as SPT, LPT, productivity analysis was performed. Using the proposed system, the delivery delay time of about 176.54 (min) is reduced compared to the FIFO, SPT, and LPT rules, which is expected to be a great help in solving the problem of inventory quantity management. Therefore, the scheduling system proposed in this paper can be used as a useful tool for establishing the support policy of the government or establishing production schedules of other small and medium-sized enterprises. As a limitation of this paper, we have not developed a standardized production data management template for various industries, and there is a limitation on the scope of research by carrying out case studies on single case companies. In the future, it will be necessary to study the development of standardized data templates for various types of industries, as well as research on the development of scheduling algorithms that are specific to each industry, based on the data collected by industry. In addition, it is necessary to study the user interface extension that can confirm schedule establishment result in web or mobile environment.
