A Blockchain allows a network of peer computers to proof, settle, and agree on a record of transactions. It prepares a form of trust between parties that may not otherwise trust each other, and does so without depends on traditional centralized services, or trusted 3rd parties. Blockchain provides trustless decentralized data management in a pellucid, auditable and immutable manner. It is necessary to monitor and examine the technology by governance system. This thesis deals with the way and methods of Blockchain governance in order to respond Blockchain revolution successfully. This thesis is organized as follows. In section Ⅰ introduction, purpose and contents of study are described. In section Ⅱ theoretical consideration, key principles and assumptions related to the blockchain based governance is presented. In section Ⅲ, case studies of major countries including EU, US, Japan, Estonia and Switzerland are investigated. In section Ⅳ, current status and problems of Korean governance for activation of blcokchain are analyzed. In section Ⅴ, directions of blockchain governance are suggested.
