To prevent construction incidents, safety managers are hired for making safety management plans based on "Occupational Safety and Health Act (KOSHA)". In addition, extensive research has been carried out to adopt various ICT technologies in order to prevent construction accidents, and large construction companies are currently devoted to implement safety management that enables efficient and immediate response by applying IoT technologies in their job sites. Previous researches only focused on application of emerging technologies in the specific domains of construction safety. However, construction industry is still unable to adopt that research in real sites due to its limited nature and purposes. Moreover, the literature discussed the applicability and accuracy of these innovative technologies. On the contrary, monitoring and controlling of each part in a wide construction sites is impossible for a small number of safety managers. Apart from wide nature of jobsites, degree of accidents prevention at different sites may be unique depending on safety management capability of the safety manager such as qualification, training and experience of them. Due to these characteristics, the management highly relies on safety managers and the visual judgment of those managers plays vital role in safety process. Hence, visual judgement of safety mangers can be replaced with image recognition technology to enhance safety in construction. Recent advancement in computer science made the development of image recognition with deep learning technologies possible. Therefore, this study proposed a new approach to analyze, classify and utilize the risk factors of practical construction sites as a preliminary study for effective application of image recognition technology in construction. The "Rules on Stand for Occupational Safety and Health" by Korea Occupational Safety and Health Agency (KOSHA) were deeply analyzed)" which consist of detailed measures for safety and health in construction site. The analysis results was obtained and classified in four types: 'Type 1 : positive relation between objects' ,'Type 2 : negative relation between objects', 'Type 3 : numerical judgment', and 'Type 4 : determination of risk zones'. Rest of the remaining clauses was classified in two more types such as 'Clauses related to managerial and administrative issues' and 'Others', which deemed to be sufficiently available with current sensor technology. Statistically, the articles related with construction industry accounted for 41.3% of the total 671 articles were classified. And these articles were classified as 'Type 1', 'Type 2', 'Type 3' and 'Type 4' that accounted for 476 clauses applicable to the image technology, making up about 57.6% of the 827 construction-related clauses. Based on these analysis results, this study proposed the effective safety management system for optimal application of image technology through safety management PDCA cycle. Furthermore, safety management process was divided into the safety planning stage (Plan) and the construction execution phase (Do-Check-Action), the automatic way to suggest where to install the CCTV cameras was proposed in safety planning stage for efficient use of the image technology during execution phase. In safety planning stage, firstly the object is extracted from the 4D-BIM that contains information such as work types, materials, equipment, and tools based on the IFC and matched with the type classification proposed from this study. The camera installation location is then represented on the BIM model in a place to focus on, anticipating a possible incident at a specific location and time through Add-In. In construction execution phase, the safety manager's site inspection follows the process of : (1) spotting risk factors during site inspection, (2) visual judgement by sight, (3) order of action to deal with it, (4) risk elimination. This process was replaced with new proposed process that (1) Input image data, (2) image processing, (3) classification of risk, (4) detection of risk factors and alarms.
