In order to survive in the middle of the international business environment under infinite competition, companies are in difficult conditions where they should create profits by applying the rapidly changing information and communication technology while responding promptly to the changing consumption environment. As the Fourth Industrial Revolution has begun in full scale globally, each country in the world is concentrating all its capabilities in order to achieve economic growth through strengthening the competitiveness of manufacturing industry. Particularly, various policies have been suggested also in South Korea to reinvigorate domestic manufacturing industry, by referring to the case of Germany where economic growth was achieved on the basis of strong manufacturing industry despite the financial crisis in 2008, and the case of the United States (US) where the unemployment rate reduction and the economic recovery were achieved through the re-shoring of the companies that had moved off-shore and the fostering of startups based on Silicon Valley with the aim of the economic reinvigoration through revival of manufacturing industry. At present, the application of major technologies of the Fourth Industrial Revolution in industry and everyday life is being accelerated along with 5G commercialization. Subsequently, under these circumstances, companies are seeking various attempts and methods with "the establishment of the new manufacturing and service paradigm that can respond to changes" as the main issue for the corporate policy to reflect various needs of customers and survive the infinite competition. Furthermore, as an alternative that can allow them to overcome these realities, a smart factory is being actively discussed and promoted. Recently, a survey on domestic small and medium-sized enterprises (SMEs) conducted by the Ministry of SMEs and Startups showed that 68% of firms were considering actively the introduction of a smart factory. Under these circumstances, the smart factory construction project promoted by the government, and a joint public and private organization, Korea Smart Factory Foundation (KOSF), are recognized by companies as an essential process to survive the rapidly changing competitive environment and create profits. Regarding such a support project for building the smart factory that requires various information technologies, led and promoted by the government departments and the KOSF, the Ministry of SMEs and Startups announced that 80% of the companies supported by this project showed the business performances such as a 30.0% increase in productivity, a 43.5% reduction in the defect rate, a 15.9% reduction in cost, a 15.5% improvement in delivery compliance and a 22% reduction in industrial accidents although they were at the basic level of application of smart factory core technology. Moreover, the productivity improvement led to a sales increase, which resulted in an increase in employment by 2.2 persons per company. Therefore, in this study, since it was necessary to assess the validity of the smart factory policy through an empirical analysis of whether such a government-led smart factory support project had achieved desired effects, hypotheses were set to examine the correlation of the application level of core technology and the business performance, and the impact of various performance-related variables on the actual business performance for the companies supported by the smart factory project, and the empirical analysis was performed. Considering that more than 80% of the companies supported by the government's smart factory projects were at the basic application level of the smart factory construction core technology, the companies at such a level were analyzed and the following results were obtained.
