4차산업혁명 및 뉴노멀(New-Normal) 행정환경 속에서 문화가 주목받 는 이유는 새로운 행정환경 속에서 등장한 낯선 유형의 사회문제들을 해 결하는데 중요한 역할을 수행할 수 있기 때문이다. 저성장 기조하에서 재 정 건전성 압박에 놓여 있는 정부는 더 이상 사회문제의 적극적 해결자로 나서기 어려워졌다. 동시에 다양한 이해관계자가 얽힌 난제(wicked problems) 의 등장은 정부 개입의 바람직성에 대해서도 의문을 제기하게 되었다. 이 에 따라 당사자 간 자발적인 협력을 기반으로 한 네트워크적 해결 방법이 활성화되고 있으며, 그 과정에서 문화예술을 활용한 사례가 많아 문화예 술과 네트워크 간 친화성이 주목을 받고 있다. 본 연구에서 집중할 부분은 문화예술공동체 분야에서의 사회적 자본 (social capital)이다. 특히나 사회적 자본이 여러 유형이 있음을 고려한다 면, 문화예술공동체의 사회적 자본이 가지는 특수성을 고민해야 하며, 그것 이 어떠한 과정을 통해 협력적 거버넌스를 이끌어내는지를 살펴볼 필요가 있다. 그러나 문화예술공동체의 사회적 자본과 협력적 거버넌스가 긴밀한 관계 를 갖는다 하더라도 이 둘의 관계를 매개하는 조직의 필요성은 간과될 수 없다. 본 연구에서는 이 조직을 ‘중간지원조직’으로 개념화하였는데 우리나 라에서는 점차 문화예술 활동에 대한 정책적 지원이 증가함에 따라 중간지 원조직 역시 증가하고 다양화되고 있다. 중간지원조직은 여러 형태의 물 리적 공간과 프로그램 운영들을 통해 문화예술공동체가 서로 연계할 수 있는 방법들을 모색하고 있다. 이 가운데 지역문화재단은 문화예술지원 전 문조직으로서 정부의 문화예술정책을 지역에 효과적으로 전달하고 다양한 이해관계자들이 소통할 수 있는 창구의 역할을 담당하고 있다. 현재 우리나 라 광역단위 전 지역에 문화재단이 설립되었고, 기초단위 지역에도 1/3정도 가 설립되어 그 수가 급격히 늘어나면서 지역 네트워크에 대한 문화재단 역 할의 중요성도 증대되고 있다. 본 연구의 핵심은 문화예술공동체의 사회적 자본과 협력적 거버넌스 관 계에서 중간지원조직의 매개효과를 실증적으로 분석하는 것이다. 이를 위해 사회적 자본–협력적 거버넌스-중간지원조직에 관한 이론적 근거들을 논의 하고 가설을 설정하여 SPSS 통계분석을 통해 이를 검정하였다. 양적 분석에서는 기본적으로 회귀분석을 활용해 사회적 자본과 협력적 거 버넌스의 관계를 추정하였고, 중간지원조직의 매개 효과와 관련해서는 Baron-Kenny(1986)의 3단계 위계적 회귀분석을 통해 검정하였다. 추가로 문 화예술공동체 대표들을 대상으로 심층 인터뷰 조사를 통해 양적 연구에서 확 인되지 못한 내용을 조사하였다. 본 연구의 주된 공간적 범위는 전라북도 지역에서 활동하는 문화예술공동체와 문화재단으로 하였다. 문화예술공동체 는 전문예술인단체와 아마추어 동아리를 포괄하였다. 문화예술공동체의 사회적 자본이 파트너십 구축에 미치는 영향을 알아 보기 위하여 다중회귀분석을 실시한 결과, 신뢰(β=.311, p<.001), 네트워 크(β=.198, p<.01), 규범(β=.192, p<.001)이 파트너십 구축에 유의미한 정(+)의 영향을 미치는 것으로 나타났으며, 참여(β=.068, p>.001)는 파 트너십 구축에 무의미한 부(-)의 영향을 미치는 것으로 나타났다. 둘째, 문화예술공동체의 사회적 자본이 공동의사결정에 미치는 영향을 알아보기 위하여 다중회귀분석을 실시한 결과, 신뢰(β=.176, p<.01), 참여(β =.147, p<.005), 네트워크(β=.138, p<.05)가 공동의사결정에 유의미한 정(+)의 영향을 미치는 것으로 나타났으며 규범(β=.030, p>.001)은 공 동의사결정에 무의미한 부(-)의 영향을 미치는 것으로 나타났다. 셋째, 문화예술공동체의 사회적 자본이 공동사업 수행에 미치는 영향을 알아보 기 위하여 다중회귀분석을 실시한 결과, 참여(β=.257, p<.001), 규범(β =.224 p<.001), 네트워크(β=.209, p<.001), 신뢰(β=.108, p<.05)가 공 동사업 수행에 유의미한 정(+)의 영향을 미치는 것으로 나타났다. 사회적 자본과 협력적 거버넌스의 구성요소 간 관계에서 중간지원조직 의 중요도의 매개효과를 분석한 결과, 중간지원조직의 중요도는 사회적 자본의 하위요인별 신뢰, 네트워크, 참여, 규범과 파트너십 구축, 공동의사 결정, 공동사업 수행 간의 관계에서 부분 매개조건을 충족하고 있는 것으 로 나타났다. 또한 사회적 자본과 협력적 거버넌스의 구성요소 간 관계에 서 중간지원조직의 만족도의 매개효과를 분석한 결과, 사회적 자본의 하 위요인별 신뢰, 네트워크, 참여, 규범과 파트너십 구축, 공동의사결정, 공 동사업 수행 간의 관계에서 부분 매개조건을 충족하고 있는 것으로 나타 났다. 분석결과를 살펴보았을 때, 문화예술공동체의 사회적 자본과 협력적 거 버넌스와의 관계에 있어 중간지원조직이 보이는 매개효과는 분명하였으 며, 문화예술공동체의 사회적 자본과 협력적 거버넌스의 위계적 회귀분석 결과 참여와 규범을 제외하고 사회적 자본의 구성요소인 신뢰와 네트워크 가 협력적 거버넌스의 모든 구성요소에 대해서 유의미한 영향 관계를 보 였다는 점에서, 협력적 거버넌스를 실현하기 위해 문화예술공동체의 신뢰 와 네트워크를 촉진하기 위한 정책적 필요성이 있음을 도출해낼 수 있었 다. 먼저 신뢰의 경우는 인터뷰 분석결과, 현재 문화예술 시장에 만연해 있는 전문예술과 생활예술 간의 갈등이 신뢰를 저해하는 요소로 보이는 바, 전문예술인과 생활예술인이 함께 대화하고, 양자의 장단점을 조화하는 방안을 마련할 수 있는 정책이 요구된다. 다른 한편으로 네트워크에 관해 서는, 문화예술공동체 입장에서 타 문화예술공동체와의 주기적인 만남을 원하고 있음에도 불구하고 개별 문화예술공동체에서 이를 추진하기에는 어려움을 느끼고 있는 것으로 나타났다. 따라서 정책적으로 문화예술공동 체의 대표자들이 교류하는 기회를 부여하는 것이 필요하다고 할 수 있다. 다만, 사회적 자본이 제도뿐만 아니라 문화적 요인에 의한 영향을 많이 받음을 고려하면, 정책적 노력뿐만 아니라 문화예술공동체 내부적 차원에 서의 노력도 병행되어야 한다는 점에 주목해야 할 것이다. 본 연구는 지역 문화예술공동체의 사회적 자본과 협력적 거버넌스관계 에서 중간지원조직인 지역문화재단의 매개효과를 정량적 연구방법을 통해 밝혀냈다는 점에서 연구의 가치와 의의가 있다고 할 수 있다. 한편으로 본 연구는 일정한 한계를 갖는다. 먼저 설문조사대상을 전라 북도 지역에 한정했다는 점에서 표본집단의 한계를 들 수 있다. 타 지역 의 문화예술공동체를 바탕으로 추가연구가 이어진다면, 표본집단의 대표 성 확보 및 연구결과의 일반화에 도움이 될 것이다. 사회적 자본과 협력 적 거버넌스는 단순히 지역적 차원에 국한된 논의가 아니라 국가적 차원 으로 확장될 수 있는바, 거시적인 틀 내에서의 추후연구가 보완되어야 할 것이다.

The importance of culture is being evermore emphasized in the Fourth Industrial Revolution and New-Normal administrative environment, for it plays a crucial role in resolving new social problems emerging from new administrative environments. Suffering from the burden of fiscal integrity under the trend of low economic growth, the government can no longer take an active role in resolving social problems. Simultaneously, the advent of wicked problems has led to suspicions on government interventions. Thus, networks based on voluntary cooperation of the actors are under spotlight, and the frequent utilization of cultural art brings the attention to the relation between cultural art and networks. This study focuses on social capital in the field of cultural art community. Given the various categories of social capital, it is necessary to scrutinize on the uniqueness of social capital in terms of cultural art communties, and under what process it derives cooperative governance. However strong the relation between social capital and cooperative governance may be, the necessity of an organization that links the two cannot be overlooked. Such organization is defined as the 'intermediary organization' in this study and these intermediary organizations are increasing in number and being diversified in South Korea as governmental support toward cultural arts increases. Intermediary organizations seeks for methods on how cultural art communties could connect to each other through various forms of physical space and program operations. Among the intermediary organizations, local cultural foundations are specialized organizations that support cultural art activities, and they account for effective delivery of cultural art policies to local areas and a means of communications among stakeholders. Nowadays, cultural foundations are established in all metropolitan cities and in approximately 1/3 of smaller cities and districts, evermore emphasizing the necessity of foundations on local networks. The main focus of this study is the empirical analysis on the mediated effect of intermediary organizations on social capital and cooperative governance. For this purpose, theoretical reasonings on social capital - cooperative governance - intermediary organization are discussed and hypotheses are tested through SPSS statistical analysis system. In terms of quantitative analysis, the relation between social capital and cooperative governance is estimated through regression model, and mediated effect of intermediary organizations is tested via 3-staged hierarchical regression analysis. Additional findings that quantitative studies failed to spot were researched through interviewing the representatives of cultural arts communities. The spatial boundary of this study is mainly limited to cultural arts communities(both experts and amateur groups included) and foundations active in Jeollabukdo, As a result of multiple regression analysis to identify the influence of social capital of cultural art communities on establishments of partnerships, trust(β=.311, p<.001), network(β=.198, p<.01), norm (β=.192, p<.001) demonstrated significant positive effect, while participation(β=.068, p>.001) showed insignificant negative effect on establishing partnerships. Second, as a result of the multiple regression analysis identifying the influence of social capital on decision making, trust(β=.176, p<.01), participation(β=.147, p<.005), network(β=.138, p<.05) showed significant positive effect, while norm(β=.030, p>.001) demonstrated insignificant negative effect on decision making. Third, the result of the multiple regression analysis to distinguish the social capital of cultural art communities on joint operations showed that participation(β=.257, p<.001), norm(β=.224 p<.001), network(β=.209, p<.001), and trust(β=.108, p<.05) demonstrated significant positive effect on joint operations. In analyzing the mediated effect of the importance of intermediary organizations in the relations of the components in social capital and cooperative governance, results showed that the importance of intermediary organizations satisfied partial mediative conditions in the relations of trust, network, participation, norm, partnership establishment, decision making, and joint operations under each sub-factor of social capital. Furthermore, as a result of analyzing the mediated effects of satisfaction level of intermediary organizations in the relations of social capital and cooperative governance components, it was shown that satisfaction level meets the partial mediative conditions in the relations of trust, network, participation, norm, partnership establishment, decision making, and joint operations under each sub-factor of social capital. From the analysis results, the mediated effect of intermediary organizations was distinctive in the relations of social capital and cooperative governance. The necessity of policies aimed to facilitate trust and networks of cultural art communities to realize cooperative governance could be deduced from the fact that the result of the hierarchical regression analysis on social capital and cooperative governance showed that trust and network demonstrates significant influential relations toward all the components of cooperative governance. In terms of trust, the interview has shown that the conflict between professional arts and amateur arts is a factor that debilitates trust. Given this analysis, measures for professional artists and amateurs to communicate and harmonize the two groups are necessary. On the other hand, regarding network, it was shown that individual cultural art communities face difficulties promoting continuous exchange activities despite the needs of such encounters. Therefore, it could be said that opportunities need to be provided for the representatives of communities to meet. Nonetheless, considering that social capital is influenced not only by institutions but also by cultural aspects, internal perspiration of art communities is required as well as policy-wise struggle. This study is significant and valuable in that it successfully managed to identify the mediated effects of local cultural foundations(a form of an intermediary organization) on the relationship between social capital and cooperative governance through quantitative methodology. However, this study is not without limitations. First, limitation on the sample could be stressed as the survey was bounded to Jeollabukdo. Additional research on cultural art communities in other areas will be of help in assuring the representability of the sample and generalization of the study. Given that discussions on social capital and cooperative governance are not limited to certain regions but has the potential to spread nation-wide, the study would need to be reinforced through additional research of wider scale.

The spatial boundary of this study is mainly limited to cultural arts communities(both experts and amateur groups included) and foundations active in Jeollabukdo, As a result of multiple regression analysis to identify the influence of social capital of cultural art communities on establishments of partnerships, trust(β=.311, p<.001), network(β=.198, p<.01), norm (β=.192, p<.001) demonstrated significant positive effect, while participation(β=.068, p>.001) showed insignificant negative effect on establishing partnerships. Second, as a result of the multiple regression analysis identifying the influence of social capital on decision making, trust(β=.176, p<.01), participation(β=.147, p<.005), network(β=.138, p<.05) showed significant positive effect, while norm(β=.030, p>.001) demonstrated insignificant negative effect on decision making. Third, the result of the multiple regression analysis to distinguish the social capital of cultural art communities on joint operations showed that participation(β=.257, p<.001), norm(β=.224 p<.001), network(β=.209, p<.001), and trust(β=.108, p<.05) demonstrated significant positive effect on joint operations. In analyzing the mediated effect of the importance of intermediary organizations in the relations of the components in social capital and cooperative governance, results showed that the importance of intermediary organizations satisfied partial mediative conditions in the relations of trust, network, participation, norm, partnership establishment, decision making, and joint operations under each sub-factor of social capital. Furthermore, as a result of analyzing the mediated effects of satisfaction level of intermediary organizations in the relations of social capital and cooperative governance components, it was shown that satisfaction level meets the partial mediative conditions in the relations of trust, network, participation, norm, partnership establishment, decision making, and joint operations under each sub-factor of social capital. From the analysis results, the mediated effect of intermediary organizations was distinctive in the relations of social capital and cooperative governance. The necessity of policies aimed to facilitate trust and networks of cultural art communities to realize cooperative governance could be deduced from the fact that the result of the hierarchical regression analysis on social capital and cooperative governance showed that trust and network demonstrates significant influential relations toward all the components of cooperative governance. In terms of trust, the interview has shown that the conflict between professional arts and amateur arts is a factor that debilitates trust. Given this analysis, measures for professional artists and amateurs to communicate and harmonize the two groups are necessary. On the other hand, regarding network, it was shown that individual cultural art communities face difficulties promoting continuous exchange activities despite the needs of such encounters. Therefore, it could be said that opportunities need to be provided for the representatives of communities to meet. Nonetheless, considering that social capital is influenced not only by institutions but also by cultural aspects, internal perspiration of art communities is required as well as policy-wise struggle. This study is significant and valuable in that it successfully managed to identify the mediated effects of local cultural foundations(a form of an intermediary organization) on the relationship between social capital and cooperative governance through quantitative methodology. However, this study is not without limitations. First, limitation on the sample could be stressed as the survey was bounded to Jeollabukdo. Additional research on cultural art communities in other areas will be of help in assuring the representability of the sample and generalization of the study. Given that discussions on social capital and cooperative governance are not limited to certain regions but has the potential to spread nation-wide, the study would need to be reinforced through additional research of wider scale.
