Jeong and Choi 2015). 따라서 미국, 영국, 일본 등의 선진국들은 1980년대부터 중심시가지 활성화를 위한 다양한 정책 및 사업을 시행하였다. 최근 국내에서는 도시 전체의 사회·경제적 측면에 파급효과를 미치는 중심시가지 상권 활성화를 위해 ‘걷고 싶은 거리, 특화 거리, 문화의 거리 조성’과 같은 공공공간의 물리적 환경과 관련된 정책 및 사업이 활발히 이루어지고 있다(J. H. Choi and Yoon 2007). 그러나 이러한 사업이 다른 도시들과의 경쟁에서 살아남기 위한 자본투자의 수단으로 전락하면서 공공공간의 다양한 기능과 가치를 실현하지 못하고, 이용자들보다 공급자 위주로 이루어지면서 실질적인 성과를 얻지 못한다는 문제가 제기되고 있다(Lim and Ko 2009; Park et al. 2010; Schmidt and Németh 2010; Y. S. Jeong and Choi 2015). 따라서 중심시가지 상권 활성화를 위해 실시한 공공공간 개선사업의 실질적인 효과를 검증하고 상권 활성화를 위한 공공공간의 물리적 환경의 개선방안을 제시하기 위한 객관적이고 종합적인 차원의 연구가 필요하다고 판단하였다. 이에 본 연구에서는 2000년대 이후, 중심시가지 상권 쇠퇴 문제에 대응하여 가로환경 개선사업 및 도시재생 사업이 차별적으로 이루어진 서울시 서대문구 신촌동 일대의 연세로, 명물거리, 신촌역로, 이화여대 길을 연구 대상지로 선정하여 ‘중심시가지 상권 내에서 공공공간과 상권 활성화의 관계를 분석’하고 상권 활성화를 위한 개선방안을 마련하는 것을 연구의 주요 목적으로 선정하였다. 이러한 목적을 달성하기 위해, 공공공간의 물리적 측면을 기반으로 구축한 측정 데이터 분석과 이용자의 주관적 견해가 반영된 만족도 분석을 실시하였으며, 두 가지 측면의 결과를 비교 분석하여 중심시가지 상권 활성화 방안을 종합적인 관점에서 제시하였다. 본 연구의 주요 내용 및 분석 결과는 다음과 같다. 첫째, 공공공간의 물리적 환경과 상권 활성화를 측정하기 위한 요소 및 특성을 도출하였다. 이를 위해 본 연구에서는 문헌고찰과 전문가 인터뷰를 실시하였으며, 최종적으로 연구자가 중심시가지 상권이라는 연구 대상지의 특징을 고려하여 선정하였다. 그 결과 공공공간의 물리적 환경 요소는 ‘보도폭, 오픈스페이스 면적, 지하철역과의 거리, 휴게시설’ 등을 포함한 18가지가 선정되었고, 상권 활성화 요소로는 ‘매출액’과 ‘유동인구’가 선정되었다. 둘째, 공공공간의 물리적 환경 요소 18가지를 대상으로 요인분석을 실시하여 ‘공공공간의 물리적 환경 특성’을 도출하였다. 분석결과 ‘쾌적성, 개방성, 심미성, 편의성, 접근성’이 도출 되었다. 각 특성의 개념은 다음과 같다. ‘쾌적성’은 이용자들의 휴식 및 다양한 활동이 가능한 공간 및 시설, 계절감을 느낄 수 있는 자연요소와 관련된 특성으로 오픈스페이스 면적, 휴게시설, 쓰레기통, 대중교통전용도로 여부, 장식화분, 가로수가 포함된다. ‘개방성’은 매장(건축물)과 공공공간 사이에 다양한 시각적·물리적 측면에서의 개방정도와 관련된 요소로 건물 전면공간의 상업적 활용 비율, 저층부 출입구 수, 차량 출입구 여부, 저층부 업종의 복합도, 저층부 정면 투과율 지수가 해당된다. ‘심미성’은 가로경관을 향상시키는 시각적인 디자인 요소로서 안내 표지판 및 지도 여부, 조형물 여부, 가로등이 해당된다. ‘편의성’은 보행이 편안하고 가로에서 상업시설을 쉽게 접할 수 있는 편리함과 관련된 것으로 노점과 보도 폭이 포함된다. ‘접근성’은 대중교통의 접근성과 관련된 특성으로 버스정류장 여부와 지하철역과의 거리가 해당된다. 셋째, 가로환경 개선사업이 차별적으로 이루어진 가로들을 대상으로 공공공간의 물리적 환경의 차이와 상권 활성화의 차이를 분석하였다. 이를 위해 연구대상지 4개 가로의 측정 데이터를 대상으로 Kruskal-Wallis H 검정을 실시하였고, 이용자 만족도 분석 결과를 대상으로 ANOVA분석을 실시하였다. 분석 결과를 통해 4개 가로에서 시행한 가로환경 개선사업 및 도시재생 사업이 공공공간의 물리적 환경과 상권 활성화 측면에 영향을 미친 것으로 확인되었다. 따라서 중심시가지 상권 활성화를 위해 공공공간의 물리적 환경의 개선이 필요하다고 제안할 수 있다. 넷째, 가로별 공공공간의 물리적 환경 특성의 차이와 상권 이용에 대한 만족 또는 불만족하는 이유를 분석하였다. 공공공간의 물리적 환경 특성의 차이를 분석한 결과 측정 데이터의 경우 5가지 중에서 ‘쾌적성, 개방성, 접근성’에서 가로별 차이가 유의한 것으로 분석되었으며, 이용자 만족도 분석 결과에서는 모든 특성에서 가로별 차이가 유의한 것으로 분석되었다. 또한 상권 이용에 대한 이용자들의 만족 또는 불만족하는 이유도 4개 가로에서 차이가 있다는 것을 확인할 수 있었다. 이러한 결과를 통해 향후 상권 활성화를 위한 사업을 시행할 때, 대상지의 현황 및 특성에 따라 사업의 우선순위를 선정하여 차별적인 개선방안을 마련할 필요가 있다고 제안할 수 있다. 다섯째, 공공공간의 물리적 환경이 상권 활성화에 미치는 영향을 분석하였다. 측정 데이터를 대상으로 단순 회귀분석을 한 결과 공공공간의 물리적 환경 수준이 높을수록 상권 활성화가 이루어지는 것으로 분석되었다. 또한 이용자 만족도 분석결과에서도 공공공간의 물리적 환경에 대한 전반적인 만족도가 높으면 상권 이용에 대한 만족도도 높은 것으로 분석되었다. 이러한 결과를 통해 상권 활성화를 위해 공공공간의 물리적 환경을 개선하고 공공공간의 물리적 환경에 대한 이용자들의 만족도를 높일 수 있는 방안이 필요하다고 제안할 수 있다. 여섯째, 공공공간의 물리적 환경 특성 5가지가 상권 활성화에 미치는 영향을 분석하였다. 측정 데이터를 대상으로 다중 회귀분석을 한 결과, 상권 활성화에 영향을 미치는 특성은 ‘접근성, 쾌적성’으로 분석되었다. 또한 상권 활성화 요소 중에서 매출액에 영향을 미치는 특성은 ‘쾌적성, 접근성, 편의성’이며, 유동인구에 영향을 미치는 특성은 ‘접근성, 쾌적성’으로 도출되었다. 이를 통해 상권 활성화를 위해서 사람들을 결집할 수 있는 공원 및 광장, 목적 보행을 유발하는 대중교통과 관련된 공공공간의 물리적 환경 특성을 개선하는 것이 중요하다고 제안할 수 있다. 이용자 만족도 분석결과에서는 공공공간의 물리적 환경 특성 5가지 모두 상권 이용 만족도에 긍정적인 영향을 미치는 것으로 분석되었으며, 표준화 계수를 통해 ‘편의성, 개방성, 접근성, 심미성, 쾌적성’ 순으로 영향을 미치는 것으로 밝혀졌다. 이를 통해 이용 빈도가 높은 공공공간의 물리적 환경 특성이 상권 이용 만족도에 큰 영향을 미친다고 볼 수 있다. 따라서 상권 활성화를 위해서는 공공공간의 물리적 환경의 양적인 측면의 개선과 함께 이용자들이 잘 인지하고 사용할 수 있도록 질적인 측면도 개선할 필요가 있다고 제안할 수 있다. 이상의 연구 결과를 바탕으로 본 연구의 의의는 다음과 같다. 첫째, 최근 시행한 상업가로의 물리적 환경 개선사업의 효과를 분석함으로써, 향후 이와 관련한 정책 및 사업의 타당성을 제공하는데 기여하였다. 둘째, 정량적·정성적 측면의 다양한 연구방법을 통해 공공공간의 물리적 환경과 상권 활성화 관계를 분석하였으며, 체계적이고 종합적인 관점에서 상권 활성화를 위한 공공공간의 물리적 환경의 개선방안을 제시하였다. 셋째, 연구의 분석단위를 블록 단위로 구축하고 4개 가로에 대한 비교분석을 실시함으로써, 공공공간과 상권 활성화 관계를 micro하고 macro한 측면의 다양한 관점에서 분석하였다. 넷째, 본 연구에서 도출한 공공공간의 요소 및 특성은 향후 중심시가지 상권 내 공공공간의 물리적 환경 개선사업을 위한 대상지 현황 파악 및 평가 시, 유용한 지표로 활용할 수 있을 것이다.

The inner-cities are the core region where the local commercial and business functions have condensed for a long time, contributing to the socio-economic value of the city(Jeong and Choi 2015). Therefore, the developed countries such as USA, UK, and Japan have implemented various policies and projects to revitalize the inner-city since the 1980s. Recently, in order to revitalize the commercial district in the inner-city that has a ripple effect on the socio-economic aspects of whole city, Korea also began to actively implement the policies and projects related to the physical environment of the public space such as 'Making the Want-to-walk Street, the Specialized Street, and Cultural Street'(J. H. Choi and Yoon 2007). However, it has been pointed out that these projects have become a means of capital inducement and investment to survive in competition with other cities, and failed to realize various functions and values of the public space due to their supplier-oriented operation rather than the user-oriented one(Lim and Ko 2009; Park et al 2010; Schmidt and Németh 2010; Y.S Jeong and Choi 2015). Therefore, it seemed necessary to conduct an objective and comprehensive research to verify the practical effects of the public space improvement projects conducted to revitalize the commercial district of inner-city streets and to suggest the ways to improve the physical environment of the public space for commercial district revitalization. In this study, four streets of Yonsei Street, Myeongmul Street, Sinchon Station Street and Ewha Womans University Street in Sinchon-dong Seodaemun-gu, Seoul, where the street environment improvement projects and the urban regeneration projects have been differently carried out in response to the commercial decline of the inner-city since the 2000s, were selected as the research areas. The main purpose of this study was to analyze the ‘relationship between public space and commercial district revitalization of the inner-city’ and to find the improvement method for the commercial district revitalization. For this purpose, the measured data for the physical aspects of the public space and the satisfaction data reflecting the subjective views of the users were analyzed. By comparing the results of the two analyses, the method to revitalize the commercial district in the inner-city was suggested. The main contents and analysis results of this study are as follows: First, the elements and characteristics to measure the physical environment of the public space and the revitalization of the commercial district were derived. For this, the literature review and the experts interview were conducted in this study. Finally, the researcher selected them in consideration of the features of the research area as a commercial district in inner-city. As a result, Eighteen physical environment elements of the public space were selected including the 'sidewalk width, open space area, distance from the subway station, and rest facility'; the 'sales' and the 'pedestrian volume' were selected as the commercial district revitalization elements. Second, the ‘physical environment characteristics of public space’ were derived through the factor analysis with 18 physical environment elements of public space. As a result, the factors of "amenity, openness, aesthetics, convenience and accessibility" were derived. The concept of each characteristic is as follows: The 'amenity' is related to the space and facilities where users can relax or make various activities and the natural elements with which users can feel the seasonal feeling. It includes the open space area, rest facilities, trash cans, existence of transit mall, decorative flower pots and street trees. The ‘openness’ refers to various visual and physical openness factors between the store and the public space, such as the commercial use rate of the storefront space, the number of entrances on the lower floor, the existence of vehicle entrance, the complexity of the lower floor business types, and the front transparency ratio index. The ‘aesthetics’ is a visual design element enhancing the street landscape, including the existence of guide signs and maps, the existence of public art(artwork), or the street light. The ‘convenience’ includes the street vendors and the sidewalk width, which are related to the ease of walking and access to commercial facilities in the street. The ‘accessibility’ is a characteristic related with the accessibility to the public transportation. It includes the existence of bus stop and the distance from subway station. Third, the differences in the physical environment of public space and the differences in commercial district revitalization were analyzed for the streets where the street improvement projects had been differently carried out. For this reason, the Kruskal-Wallis H test was performed with the measured data on the four streets of the research areas, and the ANOVA analysis was performed with the users’ satisfaction analysis results. From the analyses, it was confirmed that the street environment improvement project and the urban regeneration project conducted in 4 streets affected the physical environment of the public space and the revitalization of commercial district. Therefore, it can be suggested that the physical environment of the public space needs to be improved in order to revitalize the commercial district in the inner-city. Fourth, the differences in physical environment characteristics of public spaces among the streets and the reason why people are satisfied or dissatisfied with the use of commercial district were analyzed. As a result of analyzing the differences in the physical environment characteristics of the public space, it was analyzed that the measured data showed the statistically significant differences in the 'comfort, openness, and accessibility' among the five characteristics. In the analysis of users’ satisfaction, all the characteristics had the statistically significant differences in the streets. And the reasons of users’ satisfaction/dissatisfaction with the use of commercial district also showed the differences in the four streets. These results suggest that it is necessary to select different priorities of the projects according to the current status and characteristics of the target sites when implementing the projects for promoting the commercial district revitalization. Fifth, the effect of the physical environment of the public space on the commercial district revitalization was analyzed. As a result of simple regression analysis with the measured data, it was analyzed that, the higher the physical environment level of the public space, the higher the commercial district revitalization. And in the results of the users’ satisfaction analysis, it turned out that, the higher the overall satisfaction with the physical environment of public space, the higher the satisfaction with the use of commercial district, too. These results suggest that it is necessary to find ways to improve the physical environment of the public space and increase the users' satisfaction with the physical environment of the public space for the commercial district revitalization. Sixth, the effects of physical environment characteristics of public space on the commercial district revitalization were analyzed. As a result of the multiple regression analysis with the measured data, the characteristics influencing the commercial district revitalization were analyzed as the 'accessibility’ and the ‘comfort’. In addition, the characteristics influencing the sales among the commercial district revitalization elements were the ‘amenity, accessibility and convenience,’ and the characteristics influencing the pedestrian volume were the ‘accessibility and amenity’. Through such a result, in order to revitalize the commercial district, it can be suggested that it is critical to improve the physical and environmental characteristics of public spaces such as parks and squares that can collect people and public transportation inducing the purposed walking. According to the results of the users’ satisfaction analysis, all the five physical environment characteristics of the public space had a positive effect on the satisfaction with the use of commercial district. And, with the standardization coefficients, it turned out that the 'convenience, openness, accessibility, aesthetics, and amenity' had the effects in this order. With this, it can be said that the frequently used physical environment characteristics of the public space have a greater influence on the satisfaction with the use of the commercial district. Therefore, it seems necessary to improve not only the quantitative aspect of the physical environment but also its qualitative aspect in order to make users well aware of and well use them. Based on the above results, this study can have the significance as follows: First, by analyzing the effects of the recent physical environment improvement projects, it contributed to the validity of policies and projects related to them in the future. Second, it analyzed the relationship between the physical environment of public space and the revitalization of the commercial district through various research methods in terms of quantitative and qualitative aspects, and suggested the ways to improve the physical environment of public space for the revitalization of commercial district from a systematic and comprehensive point of view. Third, the analysis unit of the study was constructed in blocks and the comparative analysis of the four streets was carried out to find out the relationship between public space and commercial district revitalization in the microscopic and macroscopic aspects. Fourth, the elements and characteristics of the public space derived from this study can be used as a useful index for the identification and evaluation of the research areas when the public space improvement projects are established to revitalize the commercial district of the inner-city streets in the future.
The inner-cities are the core region where the local commercial and business functions have condensed for a long time, contributing to the socio-economic value of the city(Jeong and Choi 2015). Therefore, the developed countries such as USA, UK, and Japan have implemented various policies and projects to revitalize the inner-city since the 1980s. Recently, in order to revitalize the commercial district in the inner-city that has a ripple effect on the socio-economic aspects of whole city, Korea also began to actively implement the policies and projects related to the physical environment of the public space such as 'Making the Want-to-walk Street, the Specialized Street, and Cultural Street'(J. H. Choi and Yoon 2007). However, it has been pointed out that these projects have become a means of capital inducement and investment to survive in competition with other cities, and failed to realize various functions and values of the public space due to their supplier-oriented operation rather than the user-oriented one(Lim and Ko 2009; Park et al 2010; Schmidt and Németh 2010; Y.S Jeong and Choi 2015). Therefore, it seemed necessary to conduct an objective and comprehensive research to verify the practical effects of the public space improvement projects conducted to revitalize the commercial district of inner-city streets and to suggest the ways to improve the physical environment of the public space for commercial district revitalization. In this study, four streets of Yonsei Street, Myeongmul Street, Sinchon Station Street and Ewha Womans University Street in Sinchon-dong Seodaemun-gu, Seoul, where the street environment improvement projects and the urban regeneration projects have been differently carried out in response to the commercial decline of the inner-city since the 2000s, were selected as the research areas. The main purpose of this study was to analyze the ‘relationship between public space and commercial district revitalization of the inner-city’ and to find the improvement method for the commercial district revitalization. For this purpose, the measured data for the physical aspects of the public space and the satisfaction data reflecting the subjective views of the users were analyzed. By comparing the results of the two analyses, the method to revitalize the commercial district in the inner-city was suggested. The main contents and analysis results of this study are as follows: First, the elements and characteristics to measure the physical environment of the public space and the revitalization of the commercial district were derived. For this, the literature review and the experts interview were conducted in this study. Finally, the researcher selected them in consideration of the features of the research area as a commercial district in inner-city. As a result, Eighteen physical environment elements of the public space were selected including the 'sidewalk width, open space area, distance from the subway station, and rest facility'; the 'sales' and the 'pedestrian volume' were selected as the commercial district revitalization elements. Second, the ‘physical environment characteristics of public space’ were derived through the factor analysis with 18 physical environment elements of public space. As a result, the factors of "amenity, openness, aesthetics, convenience and accessibility" were derived. The concept of each characteristic is as follows: The 'amenity' is related to the space and facilities where users can relax or make various activities and the natural elements with which users can feel the seasonal feeling. It includes the open space area, rest facilities, trash cans, existence of transit mall, decorative flower pots and street trees. The ‘openness’ refers to various visual and physical openness factors between the store and the public space, such as the commercial use rate of the storefront space, the number of entrances on the lower floor, the existence of vehicle entrance, the complexity of the lower floor business types, and the front transparency ratio index. The ‘aesthetics’ is a visual design element enhancing the street landscape, including the existence of guide signs and maps, the existence of public art(artwork), or the street light. The ‘convenience’ includes the street vendors and the sidewalk width, which are related to the ease of walking and access to commercial facilities in the street. The ‘accessibility’ is a characteristic related with the accessibility to the public transportation. It includes the existence of bus stop and the distance from subway station. Third, the differences in the physical environment of public space and the differences in commercial district revitalization were analyzed for the streets where the street improvement projects had been differently carried out. For this reason, the Kruskal-Wallis H test was performed with the measured data on the four streets of the research areas, and the ANOVA analysis was performed with the users’ satisfaction analysis results. From the analyses, it was confirmed that the street environment improvement project and the urban regeneration project conducted in 4 streets affected the physical environment of the public space and the revitalization of commercial district. Therefore, it can be suggested that the physical environment of the public space needs to be improved in order to revitalize the commercial district in the inner-city. Fourth, the differences in physical environment characteristics of public spaces among the streets and the reason why people are satisfied or dissatisfied with the use of commercial district were analyzed. As a result of analyzing the differences in the physical environment characteristics of the public space, it was analyzed that the measured data showed the statistically significant differences in the 'comfort, openness, and accessibility' among the five characteristics. In the analysis of users’ satisfaction, all the characteristics had the statistically significant differences in the streets. And the reasons of users’ satisfaction/dissatisfaction with the use of commercial district also showed the differences in the four streets. These results suggest that it is necessary to select different priorities of the projects according to the current status and characteristics of the target sites when implementing the projects for promoting the commercial district revitalization. Fifth, the effect of the physical environment of the public space on the commercial district revitalization was analyzed. As a result of simple regression analysis with the measured data, it was analyzed that, the higher the physical environment level of the public space, the higher the commercial district revitalization. And in the results of the users’ satisfaction analysis, it turned out that, the higher the overall satisfaction with the physical environment of public space, the higher the satisfaction with the use of commercial district, too. These results suggest that it is necessary to find ways to improve the physical environment of the public space and increase the users' satisfaction with the physical environment of the public space for the commercial district revitalization.
