The concept of social economy appeared to overcome various social problems such as high unemployment rate and deepening of economic and social polarization in the world economic crisis in 1970. It began with the development of social economic and economic organizations that provide social job creation and welfare services.
The social economy has been used in areas such as France and Belgium, and has gradually spread to Europe and has expanded into a comprehensive concept that refers to similar organizational forms.
The social economy is a concept that has been used for a long time since the Industrial Revolution. In the European Union, the privatization and welfare reduction strategies have spread rapidly due to the crisis of the welfare state that started in the 1970s.
In order to solve problems such as the employment problems of vulnerable groups and the increase in desire for social services caused by the reduction of the welfare system, European countries became interested in social economy.
The concept of social economy came into Korea in the early 2000s in order to solve the mass unemployment and poverty problems that occurred after the IMF economic crisis. In 2007, discussions spread with the enactment of the "Social Enterprise Promotion Act". Korea's social economy has emerged as a new developmental alternative to the market economy to overcome the vulnerability of the capitalist economy. However, unlike Europe, the government-led quantitative expansion policy has the side effect of inducing
indiscriminate establishment of companies in the social economy.
Since 2007, before the support of the central government, Suncheon City has been interested in social economy such as community business projects and started to improve the quality of life and income gap of vulnerable groups. In October 2015, the City established the 'Suncheon City Social Economic Activation Ordinance' and established a comprehensive institutional framework
for social economic organization. In addition, the City has conducted a social economy academy since 2015. Also, in order to promote consulting and secure competitiveness in 2016, we developed a co-brand called 'Suncheon Dream'. In addition, the city has established a social economy team (6th grade team leader), and has been training social economic entrepreneurs.
The classification of social economic organization in Korea can be divided into social enterprise, self - help enterprise, cooperative association, and village enterprise. This social economic organization plays a kind of social welfare function as a role to complement the problems of the market economy. Some scholars argue that the social economy is a strategy to control economic power, a better quality welfare service supply strategy, a job creation strategy, and a strategy to reform local politics with grassroots democracy.
However, in order for social economic enterprises to grow and develop successfully as a stable and stable company, the performance of these companies should be grasped precisely. And it is necessary to have an in-depth reflection on what factors play an important role in the performance.
Therefore, this study defined the concept of social economy through the policy theory of social economy, literature survey and data analysis, and examined characteristics of social economic organization by type. In addition, by analyzing the opinions of the field, experts, and public officials, we analyzed the actual situation and conditions of the social economy in Suncheon City, and drawn up problems and policy issues. In addition, the implications were derived based on the results of the survey,
analysis and opinion gathering during the period, and the development plan of the social economic organization in Suncheon was suggested by dividing it into institutional and organizational aspects and non – institutional aspects.
First, in order to develop institutional and organizational aspects, it is necessary to build infrastructures based on social economic zones, to foster and support social economic organizations, to activate social economic markets and support market, to foster social and economic human resources, and to strengthen public-private partnership and governance. As for the
development of the non - institutional aspects, it is suggested that a modeling process is needed to develop the social economy awareness proliferation movement and foster local specialization projects.
The major limitations of this study are as follows: First, there are many theoretical studies focusing on foreign cases. Secondly, the history of social economic organization in Korea is not only short but also domestic examples are based on regional and specificity. In the case of Suncheon City, it is also a limitation that we have proposed the development plan based on the results of this short-term status and performance analysis.
In future studies, we need to continue research for further refinement through continuous monitoring of the problems mentioned above. The scope of the research is also expected to be able to present social economic enterprises as an alternative model leading local innovation and local economy, with an in - depth study on the overall social economic organization of Korea as well as the case of Suncheon City.
