In this paper, a method to manage digital documents in a trusted way using Consortium Blockchain technology has been proposed to solve the problems of the current records management. In the proposed method, the authorized records management organization can participate in the blockchain network. In addition, the transaction requested by the administrator with the access authority acts as a Smart Contract for the creation, modification, reading, transfer, acquisition, evaluation, preservation, revocation and authenticity verification of the digital documents, thereby composes a block via the transaction approval and verification steps, recording and managing the documents in a distributed ledger. The proposed method was implemented as a prototype to test the functions and security requirements, and the performance was evaluated by comparing any delay in the transaction processing time with the system currently in use. In addition, the safety was analyzed. In this paper, it has been proved that the proposed method provides management transparency during the lifecycle of digital documents and that trusted managing of digital documents is possible through integrity and authenticity verification of digital documents using the distributed ledger.
