The purpose of this study is to draw implications to revitalize of cultural properties return by analyzing the cases of overseas Korean cultural property return based on the components of new governance and through conducting FGI (Focus Group Interview) survey. Through new governance, civil society overcomes the limitations of the government structure and emerged as a novel negotiator. This allowed a new round of discussion on the revitalization of cultural properties return from a new perspective. For discussion, through analyzing the concept and characteristics of existing new governance, the author extracted from them as four common components of autonomy, professionality, participation, and network. Basing on these components as a direction, the author established a framework of analysis for FGI survey. Autonomy was evaluated whether it is possible to secure funds through legal protection and support devices while voluntarily organizing and operating itself. Professionality was based on the abilities of professional knowledge production, policy development, and project implement. Participation was viewed as the active intervention by various actors, and looked at the actor’s influence in the policy process due to the increase of participation. Network was examined whether the vitalization of bridging social capital network as an exchange of human information among actors. The study was conducted as an excellent example for analyzing the components related to new governance in that the return of the books kept in the Japan Imperial Household Agency was a case of public-private cooperation. The return of books kept in the Japan Imperial Household Agency was earnestly pushed forward from 2006 after the fact of keeping the books of the Joseon Dynasty was first made public in 1965. However it was delayed till 2010 due to variables such as historical background and political situation, and finally it was achieved in 2011. In terms of new governance, the FGI survey identified the progress of the return of the books kept in the Japan Imperial Household Agency and confirmed the case of the return of overseas Korean cultural properties affected by the components of autonomy, professionality, participation, and network. The implications for the establishment of new governance to revitalize cultural properties return revealed after analyzing the opinions of a civic organization and Korean Cultural Heritage Administration based on the results of FGI survey regarding the case are as follows. First, the Overseas Korean Cultural Heritage Foundation should not continue to get formal and one-sided supports, but should play as a mediator between the government and civic organizations and aim to construct a mutually cooperative partnership. The presence of civic organizations is positive since they secured information autonomy and financial independence. This paper also suggested a change in the support system since civic society can grow when there are legal protection and support mechanisms with the institutional connection to the government. Second, exchanges such as academic conferences should be more active to strengthen the capacity of civic organizations in terms of expertise. In the governance system, professional knowledge and information of various actors are essential for solving social problems. For this reason, the presence of actors who can provide professional knowledge and information is a prerequisite for governance success. It may be difficult to establish a trust or build confidence because of the people who think there is a lack of expertise within civic organizations. This problem should be solved, so this paper suggested activating academic exchanges as an alternative. Third, stakeholders’ participation should be ensured to resolve the problem of redeeming cultural heritage. Participation is an important factor because various actors' professional knowledge and information are essential for solving social problems. In particular, as interest in unification grows, consistent research on how to build up a network by attracting North Korea’s participation is needed. Fourth, it is necessary to expand the cooperation of industry and academic research institutes to supplement the strengthened capacity of civic organizations. In other words, it is necessary to build a mutual cooperation network to increase the diversity of the alternatives. The attitude just only relying on passive redemption of cultural properties and not trying to actively redeem them should be aware of. In order to cope with this problem, it is necessary to not setting any restriction regarding the participating in the cultural properties redemption policy and trying to cooperate with related companies and international organizations. Finally, policy implications are as follows. Creating a minimum guideline based on the database regarding activities of cultural properties return and training professional international negotiators professionals can be good solutions. When manual to cope with flown out cultural properties is prepared, a quick cooperation network can be established. Also, it is important to represent the national voice to the international community by training professional international negotiators.
