The Seoul Metropolitan Government designated 26 new towns, 148 districts, and 3.28 million pyeong in 3nd newtown for five years, starting with the first three Newtown test districts in 2002, Eunpyeong, Gileum and Wangsimni. However, as a result of pursuing large-scale New Town projects in a short period of time without being able to pass the verification process through the pilot project, it caused problems such as stagnation of project or increase in project expenses to be included the ineffectiveness of the redevelopment union with no expertise and the absurdity surrounding the conflicts with the union members due to the promotion of unilateral project. This study identifies priorities in the implementation process of the union through the analysis of the relative importance of union recognition on the role of the housing redevelopment union and, the purpose of this study is to utilize the results of the comparison of the perception of the members according to the residence and the period of the membership as basic data for improving the union management method. In this study, the role of redevelopment union expected by Hannam 4 redevelopment district members is divided into 12 sub - elements based on the four key elements such as transparency, initiative, professionality, and participation and based on this, AHP analysis is used the results are as follows. First, the role of redevelopment unions expected by union members was in the order of initiative, professionality, transparency, participation and, the union members were aware of the importance of the initiative that influences the speed in the redevelopment project, and they were concerned to be inferior in the professionality of the redevelopment union, such as the ability to project management. Second, among the role of the redevelopment union that the union members expects according to the residence, the residents are aware of importance in order of transparency, professionality, initiative and participation however, non-residents overwhelmingly chose the initiative as the top priority, followed by professionality, transparency, and participation. In addition, as a result of the comprehensive evaluation analysis, the residents were asked to 'conduct transparent project and legitimate budget execution' but, the non-residents evaluated the 'speed up of project by speeding up work' as the most important factor. As a result, most of the inhabitants are indigenous people who have lived in the redevelopment area for a long time thus, they think residence are prior to redevelopment gains so, they are aware of importance of reducing an additional cost by enhancing transparency of project cost, more. However, since non-residents have a certain amount of investment purpose, it seems that they are seeking to move quickly by increasing the speed of project with strong initiative. Therefore, it is expected that the redevelopment union will help the successful redevelopment project by improving the satisfaction of the union and minimizing the conflict with the union members, if they communicate with union members, in project implementation process, effectively, by understanding the tendency of the redevelopment union characteristics such as residence, in advance.
