Germany has the working time account system through the collective bargaining agreement between the company and the union, etc. where an adjustment period including the working time credit and debt is established and employees use them for various purposes such as sabbatical leave, education and child rearing. In the United Kingdom, the Employment Rights Act specifies the right to claim flexible working to give employees work flexibility by the law. As for Japan, the government has been trying to expand telework as part of its “Work Style Reform Law.” It is considered that introducing such characteristics and advantages of the systems of the major advanced countries to Korea based on its circumstances can help promote the flexible working hours system. Therefore, this study divides the measures of promoting the Korean flexible working hours system into the national level, the company level and the level of changes in individual awareness. The national level includes the following:ⅰ) the introduction of the right to claim flexible working, ⅱ) the expansion of the governmental support for the widespread of homeworking, ⅲ) the introduction of the working time account system, and ⅳ) the consolidation of the law to promote part-time employment. As for the company-level efforts, the following measures are suggested to improve the organizational culture for the flexible working hours system: ⅰ) the improvement of awareness of CEOs and managers, ⅱ) the establishment of HR systems that employees working flexibly are not given unjustified disadvantages, and ⅲ) continuous training on the flexible working hours system. Lastly, the following measures are suggested for the level of changes in awareness of employees who use the flexible working hours system: ⅰ) communication with co-workers who have not used the flexible working hours system, ⅱ) the improvement of the performance of employees who use the flexible working hours system.
