The purpose of this paper is to study comparatively the process of German unification of "pre-integration post-unification" and Yemeni unification of "pre-unification post-integration" from the perspective of the unified theory. The current picture of Germany and Yemen, reunified in 1990, is extremely contrasting. Germany is the most prosperous nation of European Union, with a population of 86 million and a per capita income of $53,000. In contrast, Yemen achieved unification first through political discourse, and attempted to make Yemen's national unity in the South and the North, but it is mired in a civil war so far, due to the political leadership struggle, the failure of military integration, and the corruption and irregularities caused by people's immature sense of capitalism. In particular, Yemen's civil war has expanded into an international proxy war, leading to a mass killing campaign. Integration refers to the process by which two or more different units combine into one, and unification refers to the result of the completion of the integration. Specifically, the unification of the divided countries means political integration, which is not the completion of unity, but the beginning of another integrated phase in which all areas of politics, economy, society and culture of the two sides are chemically combined to be one unity truly. It would be the Eastern policy if it were asked to pick one that played the most key role in Germany's "pre-integration post-unification" strategy adopted in achieving unification. West Germany's "pre-integration post-unification" strategy, which begins with non-political integration first, and ultimately lays the foundation for peace and unification through the formation of a strong regional community, was the basis of its functionalist integration theory. On the basis of economic exchanges, the entire sectors of society were merged with each other, enabling changes within the East German regime to be made with spillover effects, and eventually. Thus, the direction and process of Germany's unification policy was the keynote of a thoroughly "pre-integration post-unification" policy. On the other hand, neo-functionalism, in contrast to functionalism, does not avoid political interference, but selects the most important sectors politically, and creates intentionally political-oriented organizations to promote the integration of units. They believe that securing the political influence of the integration is important because the power and the welfare are inseparable and because its influence of it in non political sectors is minimal and its ripple effect is weak. The two Koreas achieved "first unification" through a summit among political leaders, which has been a political double-edged unification process that they will achieve economic, social and cultural "post-integration" since the "pre-unification." There are similarities and differences in the unifications of Germany and Yemen. First of all, what the two countries have in common is that the unifications of them were a byproduct of international political and environmental changes, the "East and West Detente," which were defined as the reform and opening policies of the Soviet Union and the democratization and the regime change in Eastern European socialist countries." Second, East Germany and South Yemen, which stuck to the socialist system then, gave up the socialist system and switched their socio-economic systems to a democracy and free market economy, which enabled reunification with West Germany and Northern Yemen, respectively. Third, in Germany and Yemen, there was a very strong will for the unification of their political leaders in common. In Germany and Yemen, their reunification was impossible without the ability and leadership of West Germany and North Yemen's political leaders. Fourth, Germany and Yemen were unified into a liberal capitalist system based on multi-party and market economy. Secondly, there were the differences between German's unification and Yemen's one. First, the process of the unification of Germany was "pre-integration post-unification," it of Yemen was in the form of "pre-unification and post-integration." Germany's unification was the method of "pre-integration post-unification" that rose from below through long-term exchanges and cooperation in politics, economy, society and culture, but it of Yemen was "pre-unification post-integration" process that came down through political talks of the political leaders of North Yemen and South Yemen in the absence of various exchanges and cooperation between them. Second, Germany's unification was a merger-typed unification, which incorporated East Germany into West Germany based on its powerful economic power, but Yemen's unification was the type of proportional representation caused by the situation of Northern Yemen which lacked the economic power to drive South Yemen with an under-developed economy. Third, there were differences in the international political dynamics of neighboring countries in the unification environments of Germany and Yemen. Germany, a war criminal nation in world war two, had severe checks on unification by its neighbors, but Yemen was able to achieve unification with the support and cooperation of Arab countries. The factors common to the reunification of Germany and Yemen are the reform policy of soviet unions, the unification environment of neighboring countries, the reunification will of political leaders, economy power, the fever for unification of the nations, and the homogeneity of the people. These factors have had a decisive impact on the policy objectives, policy implementation and policy outcomes of German and Yemeni unification. 'Success and failure' factors of German and Yemeni reunification can be found in the following key words that followed the unification process of the two countries. Key-words appeared in the process of German unification were "pre-integration post-unification", bottom-up unification, matured democratic procedures, non-political exchange and cooperation, economic rationality, international trust and responsibility diplomacy, rational reality recognition of political leaders, practical policies of effectiveness and efficiency, powerful economic power and the continuity of unification policies. In contrast, the key terms appeared in the reunification process of Yemen were "pre-unification post-integration" strategy, political consideration, arabic nationalism, logic of legitimacy, declarative and symbolic policies, expectations of economic prosperity, division and partisan interests by political leaders, and corruptions and irregularities. In conclusion, the example of German successful reunification and the failed unification of Yemen, has a profound meaning for us to overcome national aspirations as the last remaining divided nation on earth.
