시대가 변화함에 따라 도시의 교통수단도 변화하고 있다. 개인교통수단(PM, Personal mobility)이란 신개념 교통수단으로 전기를 이용하여 1인 또는 2인이 이용하는 교통수단이다. 개인교통수단은 목적지까지 차를 타기에는 너무 가깝고 걷기에는 멀게 느껴지는 애매한 거리를 빠르고 편리하게 이동하는 것을 목적으로 한다. 개인교통수단은 다양한 교통문제를 해결하고 친환경적이고 지속가능한 교통체계를 구현할 수 있어 각광 받고 있으며, 특히 최근에는 전동킥보드 공유서비스가 보편화되면서 시민들에게 큰 호응을 얻고 있다. 그러나 규제를 완화할 법안도, 주행안전기준도 마련되지 않아 이용자들은 물론 거리의 보행자, 도로의 운전자에게도 위험요소로 작용하고 있어 이에 대한 대안 마련이 필요한 상황이다. 이에 본 연구에서는 안전한 퍼스널모빌리티 이용환경 구축 및 개선 방안을 제시하고자 다음과 같이 연구를 진행하였다. 첫째, 공유 전동킥보드 이용자들의 이용실태에 대해 분석하여 개선사항을 도출 하였다. 이용자들은 주로 ‘교통체증을 피하기 위하여’ 공유 전동킥보드를 이용하는 것으로 나타났으며, 공유 전동킥보드는 자가용, 택시와 같이 환경문제를 유발하는 승용차 통행의 대체수단으로 활용될 수 있다는 점을 확인하였다. 또한 이용자들의 이용환경평가 결과 이용도로 질, 편의시설, 접근성에서 개선이 필요한 것으로 나타났다. 새로운 교통수단은 생겨났지만, 관련 법안 및 주행안전기준등이 마련되어 있지 않아 도로교통법의 문제가 있으며, 퍼스널모빌리티의 중요성을 파악하고 환경 친화적이며 안전한 모빌리티 환경구축을 위한 노력이 필요하다. 둘째, 공유 전동킥보드 이용만족도에 미치는 영향요인을 분석하였다. 이용만족도에 영향을 미치는 요인은 개인의 사회적 특성중에서는 성별, 최종 학력, 주관적 건강상태가 통계적으로 유의미하게 나타났으며, 이용환경평가 항목에서는 대여시스템, 접근성, 이용도로 질 순으로 통계적으로 유의미하게 나타났다. 이와 같은 결과는 대여시스템, 접근성, 이용도로 질의 이용환경을 높게 평가할수록 공유 전동킥보드에 대한 이용만족도가 높다는 것을 의미한다. 공유 전동킥보드는 시간에 구애받지 않고 어플리케이션으로 직접 대여‧반납 할 수 있어 편리하며 이동 할 때 자신의 위치에서 가장 가까운 곳에서 대여하고 목적지 앞까지 도달할 수 있다는 점에서 접근성도 굉장히 높은 편이기 때문에, 이와 같은 결과가 도출된 것으로 생각된다. 이용도로 질 중에서도 이용자들이 가장 바라는 것은 안전한 주행 공간 확보이며, 물리적인 환경 조성 및 주행환경의 중요성을 확인하였다. 셋째, 공유 전동킥보드의 이용요금서비스에 대한 이용자들의 지불의사금액(CVM)을 추정하였다. 이용자 이용실태 결과 이용자들은 대여요금 인하를 원하고 있으며, 선행사례 검토 결과 요금체계 다양화가 필요한 것으로 판단된다. 지불의사금액 추정을 위해 1.5양분선택모형과 생존분석을 사용하였으며. 분석결과 ‘월 정액제’ 요금에 대한 WTP에 영향을 미치는 요인으로 성별, 자동차 소유여부, 교통체증 해소를 위해 공유 전동킥보드 이용, 이용횟수가 통계적으로 유의미하게 나타났는데, 이는 자동차를 소유할수록, 교통체증 해소를 위해 공유 전동킥보드를 타는 경우, 월 이용횟수가 많을수록 공유전동킥보드 이용서비스에 대한 지불의사금액이 높다는 것을 의미한다. 이러한 요인들을 중심으로 공유전동킥보드 이용서비스에 대한 월 정액 지불의사금액을 추정한 결과 월 약36,000원으로 분석되었다. 실증조사를 통하여 전동킥보드 이용이 가장 많은 사람을 대상으로 한 달 요금을 추정 해본 결과 한 달에 약 28,600원을 절약 할 수 있었으며, 이용자 본인이 한 달에 약 45회 이상 주행한다면 ‘월 정액제’를 선택하는 것이 효율적이라고 분석되었다. 넷째, 공유 전동킥보드 이용자를 대상으로 GPS 실증조사를 진행한 결과 이용자들에게서 규칙적인 이용 패턴을 발견할 수 있었다. 공유 전동킥보드를 이용하여 출‧퇴근하는 경우 주로 같은 가로를 자주 이용하며, 출‧퇴근 행태가 없는 이용자의 경우 다양한 가로를 이용하고 활동 범위로 넓게 나타났다. 이에 본 연구에서는 공유 전동킥보드 이용행태를 이용목적별로 분류하였고 유형1 출‧퇴근(단일구간형), 출‧퇴근과 함께 개인 여가생활을 즐기는 유형2 출‧퇴근+개인생활형, 비정기적 출‧퇴근 형태 또는 여가생활에 이용하는 유형3 개인생활형으로 구분하였다. 유형1 이용자들의 평균 이동거리는 0.98km, 유형2 이용자들의 평균이동거리는 1.58km, 유형3 이용자들의 평균이동거리는 1.38km로 출‧퇴근+개인생활을 위해 공유 전동킥보드를 이용하는 이용자들이 공유 전동킥보드를 가장 많이 이용하는 것을 확인하였다. 이용자들의 이용행태를 통행목적별, 유형별로 매핑 해보았을 때 출‧퇴근의 경우 활동반경이 좁게 나타났으며 여가생활의 경우 활동반경이 넓게 나타나고, 다양한 가로를 이용하는 것을 알 수 있었다. 또한 공유 전동킥보드는 비 정류소 형태로 인하여 목적지까지 접근성이 좋기 때문에 큰 가로에 위치한 버스 및 지하철 보다는 작은 가로를 많이 이용하고 있음을 확인 할 수 있었다. 그러나 일부 사례에서는 출‧퇴근 시 평소에 조용한 작은 가로를 이용하지만 공유 전동킥보드를 이용할 때 주행 공간부족으로 인해 큰 가로변을 이용하는 것으로 나타났다. 이러한 점들을 고려해 보았을 때, 인적이 드문 가로나 가로활성화가 필요한 거리에 퍼스널모빌리티 전용도로를 개설하고 관련 편의시설 등을 조성해준다면 시민 통행에 방해도 되지 않고 가로활성화도 도모하는 등 여러 긍정적인 효과를 가져 올 수 있을 것이라고 생각한다. 본 연구에서는 이러한 연구결과를 토대로 다음과 같은 정책제언을 제시하고자 한다. 1) 생활권 이면도로 위주의 퍼스널모빌리티 환경 구축 2) 다양한 이용요금서비스 제공 3) 퍼스널 모빌리티 주행가능 공간 확대 및 구간별 속도 제한 4) 서울시의 공유 전동킥보드 업체들의 통합 관리 이러한 제언을 통하여 시민 및 이용자들에게 퍼스널 모빌리티로부터의 안전함과 편리함을 제공하고자 하며, 추후 서울시 공공 도입 또는 관련 실증연구 진행에 기반을 마련하고자 한다.

A shared personal mobility device is a new concept of transportation involving a vehicle powered by electricity and used by one or two people. The aim of personal mobility devices is to be able to travel quickly and conveniently on obscure streets that are too narrow to drive on in cars, etc. for journeys that are too far to walk. Personal mobility devices have been in the spotlight because they can solve various traffic problems and can be implemented as an eco-friendly and sustainable transportation system. Recently, personal mobility devices have gained a positive response from citizens in the form of an electric kickboard sharing service. Shared electric kickboards can be rented and returned directly to the application regardless of the time of day, and they are very accessible because they can be rented from the nearest place and be left at the destination when you have completed your journey. However, not everyone is appreciative of the idea. Since there is no legislation on regulations and driving safety standards for personal mobility devices, they pose a danger to the users themselves, pedestrians, and other road users. As new transportation methods have emerged, there is a problem in that users do not take into account the relevant traffic laws and driving safety standards. However, it is necessary to grasp the importance of personal mobility devices and to establish a friendly and safe environment. Therefore, the following research was conducted to suggest a safe personal mobility device usage environment. First, the improvement of the shared electric kickboards was analyzed. Users mainly adopt electric kickboards to avoid traffic jams and find that sharing them can be an alternative means of transport to cars and taxis. It was found that improvements in quality, convenience, and accessibility in the use environment evaluation category of users were below the average score. Second, we analyzed the influential factors on the satisfaction of using shared electric kickboards. Statistically significant socioeconomic factors affecting user satisfaction were gender, education level, and subjective health status. Other statistically significant factors were in the order of the rental system, accessibility, and quality of use. This means that the higher the quality of the rental system, accessibility, and usage environment, the higher the satisfaction level with shared electric kickboards. In terms of the quality of the road, most users desired a safe driving space and confirmed the importance of good physical and driving environments. Third, the user's willingness to pay for a monthly flat rate system for the shared electric kickboards was analyzed. Users wanted a reduced rental fee for this, and as a result of reviewing precedent cases, it was determined that the fee system needs to be diversified. We used the 1.5 nutrient selection model and a survival analysis. Statistically significant factors affecting the willingness to pay for a monthly fee were gender, car ownership, the number of rides, and the number of times used to avoid traffic jams. People who owned cars were more likely to want to avoid traffic jams, and the more frequently they used their cars, the more important it was to determine the monthly subscription willingness to pay. Based on these factors, the results of applying the LIFEREG procedure in the SAS software package show that the amount users would pay for the introduction of the shared electric kickboard monthly fee system was KRW 36,000. Based on the empirical research, we estimate the monthly fee for those who most frequently use an electric kickboard would save around KRW 28,600 a month. It was analyzed that the choice was efficient. Fourth, a GPS empirical survey was conducted targeting shared electric kickboard users to find regular usage patterns. In the case of commuting to and from work using a shared electric kickboard, streets were frequently used repeatedly. For users who did not commute, a variety of streets were used and ranges of activities were shown. We classified shared electric kickboard usage behavior by purpose of use: type 1 (commuting (single-segment type)), type 2 (commuting), and type 3 (personal or leisure). The average travel distances of type 1, type 2, and type 3 users is 0.98, 1.58, and 1.38 km, respectively. When we mapped usage behavior by traffic purpose and type, the radius of movement was narrow in the case of commuting (types 1 and 2) and was wide for type 3. When road accessibility to the destination was good, it was confirmed that many more smaller roads were used than by public transport vehicles such as buses. However, commuters usually used quiet streets or streets that were wide due to the lack of driving space when using shared electric kickboards. In view of these points, establishing personal mobility device roads or convenient facilities could have a positive effect on establishing personal mobility device use without hindering the existing traffic. Based on these findings, this study proposes the following policy suggestions. 1) Improving and building a personal mobility environment centered on the roadside of living area 2) Provide various fee service 3) Personal mobility driving space expansion and speed limit for each section 4) Integrated management of shared electric kickboard companies in Seoul Through these suggestions, we will provide citizens and users with safety and convenience from personal mobility, and will lay the groundwork for further public introduction or related empirical research in Seoul.
