NFDS의 2007-2012년의 화재데이터를 대상으로 최적의 사고예측 하였다. Raw data에서 화재피해관련 데이터만 추출하여 비전문가 기준, 전문가 기준, 기계학습 기법을 이용한 화재피해 등급 분류를 진행한다. 분류된 화재사고의 주기성을 분석하고 extreme events을 갖는 동적확률시스템을 탐색한 결과 화재사고에서 extreme events로 분류된 초대형 화재사고가 자기상관관계가 있음을 확인하며, 예측이 가능할 것이라 판단하였다. 따라서 인공신경망 기법을 이용한 동적확률시스템 예측 모델을 설계하였고, 이를 화재사고 중심으로 예측하였다. 인공신경망 기법은 가장 단순한 구조를 가진 순방향신경망과 시계열 데이터에 높은 정확도를 보이는 순환신경망을 사용하였다. 구축된 인공신경망의 정확성을 검증하기위해 정밀도와 재현율을 이용한 정확도를 측정하였으며, 그 결과 가장 최적화된 순방향신경망 예측모델이 2010년을 예측하였을 때는 정확도 72.7%, 2011년을 예측하였을 때는 정확도가 78.5%를 나타내며 초대형 화재사고 발생 예측의 제안된 시스템 유용성을 보였다. 본 논문 통해 기계학습 기반의 동적확률시스템 예측 모델을 설계하고 일정한 정확도를 보이며 초대형 화재사고의 예측 가능성을 확인하였다. 제안된 동적확률시스템 예측 모델링 기법은 다양한 종류의 사고에 적용할 수 있으며, 대형사고를 예측하여 동역학적 위험을 선제적으로 대응해 사회 전반의 안전성을 증가시킬 것으로 기대된다.

In Korea, due to the high population density, major accidents in urban areas and industrial complexes contain quite large damage and are easily exposed to secondary accidents that spread to surrounding areas. In case of fire, the damage caused by fires in Korea increased from 2,024 casualties and 420 billion won in property damage in 2016 to 2,594 casualties and 550 billion won in property damage in 2018. Also, 15 large-scale fire accidents account for 12.22 percent and 15.73 percent of total damage with 317 casualties and 88 billion won in property damage. In order to minimize the big portion of damages caused by such a few major accidents, it is necessary to find innovative ways to deal with major accidents. In addition to high-performance and high-capacity computers worldwide, various data are collected and accumulated as DB. The United States collects over one million cases of fire data every year and stores them in the National Fire Incident Reporting System (NFIRS). Korea also operates the National Fire Data System (NFDS), accumulating about 40,000 cases of fire data per year since 2007. However, research on utilizing big chunks of incident data has been active only in recent years. In particular, with the emergence of big data era, the development of artificial intelligence has enabled the pattern analysis of complex and massive data, enabling predictive modeling of complex data of past incidents. There is still a lack of research in forecasting major (most disastrous) accidents, due to the limited research focused on predictive modeling of the number of expected accidents or application to specific areas such as building fires. If major accidents can be forecasted in advance with certain accuracy through predictive modeling of inherent dynamic stochastic systems, it becomes possible to effectively reduce damage with proactive responses. In this research, machine learning application to accident forecasting is designed to solve a challenging problem of predictive modeling of dynamic stochastic occurrences of fire incidents. Optimal accident forecasting is made based on national fire data during years 2007-2012. After extracting data related to fire losses from the raw data, the fire damage classification models are constructed and compared by using various ways based on non-expert standard, expert standard, and machine learning techniques. The periodicity of classified fire accidents is analyzed, and dynamic stochastic systems are explored with extreme events. Finally, predictive modeling of dynamic stochastic occurrences of fire incidents based on artificial neural network and accident forecasting system are designed. The artificial neural network method adopts and compares Feed-forward Neural Network (FNN) with the most simple structure and Recurrent Neural Network (RNN) showing high performance in the prediction model of time series data. To verify the developed artificial neural network, the accuracy is measured using precision and recall, and the forward-facing neural network forecast model shows 72.7% accuracy when predicting for the year 2010 and 78.5% accuracy when predicting for the year 2011, indicating the usefulness of the proposed system in forecasting critical fire accidents. Through this research, the predictability of the expected time of the occurrence of critical fire accidents is confirmed within a certain accuracy, through a predictive modeling based on machine learning. The proposed scheme of predictive modeling of dynamic stochastic systems can be further applied to various kind of accidents, and it is expected to increase the total safety by forecasting critical accidents and responding to dynamic risks proactively and preemptively.
