Currently, the use of indiscriminate fossil fuels causes a number of abnormal climate changes worldwide. Accordingly, major countries of the world are paying attention to the development and utilization of various alternative energy that can replace the existing fossil energy with the aim of reducing greenhouse gas. One of the most popular alternative energy sources is fuel cells. Fuel cells use hydrogen as fuel and do not undergo energy conversion process through combustion of fuel, and produce electricity directly, and thus generate higher generation efficiency than thermal power generation, and only exhaust water is discharged. With these various advantages, fuel cells are in the spotlight as the next generation of eco-friendly renewable energy technology in line with the present times. Given the global trend, various alternative energy sources are expected to be utilized and developed, Korea needs to present an integrated development strategy based on its technological and economic understanding of the domestic fuel cell industry in order to become a leading fuel cell technology country. Therefore, this study intends to suggest the development strategy of the domestic fuel cell industry by analyzing the market and institution of the domestic fuel cell industry and analyzing the technology level of major countries of the fuel cell world. In this study, three analyzes were performed to compare the technology level of the major countries of fuel cell, and the utilization patents registered with the U.S. Patent Office were used. The countries subject to the patent data were limited to Korea, the U.S., Japan and Europe, and only selected patents from those countries. A total of 4,470 patents were finally used in the analysis after the patent collection and refining process. The first analysis looked at the trends in patent data collected by basic trend analysis by year, country, and type. Analysis shows that trend of registration of fuel cell patents per year has rapidly grown from 2014 to 2015 before decreasing since then. The analysis of national registration trends showed that the U.S. and Japan have been on a downward trend since 2014-2015, but Korea and Europe have continued to rise or maintain, although not a sharp upward trend. The second analysis, the index analysis, uses the patent Activity Index (AI), Patent Family Size index (PFS), Cites Per Patents index (CPP), Patent Impact Index (PII), and Technology Strength index (TS) to assess the technology level of fuel cells in major countries. Comparative analysis was conducted by countries by country, by section and by types. An index analysis by country showed that South Korea ranks the highest in the fuel cell patent activity index and is considerably higher than other major economies, but the lowest in the other remaining index. The U.S. ranked the highest in both the index measuring the remaining quality levels besides market confidence, showing that U.S. is a leading country in fuel cell technology. Analysis of the change in the index by section showed that Korea was the only major country in the Patent Impact Index and Technology Strength index to have improved compared to the first section, and that Korea's fuel cell technology is currently on the rise. According to the index analysis by type, Korea had the highest patent activity in PEMFC and PAFC fields, while Korea also had the highest technology level in PEMFC fields. Next, through QS MATRIX, the third analysis, the distribution of patent applications in major countries of fuel cell was verified in quadrants and strategies were presented accordingly. South Korea is found to be heavily distributed in the Unified Technology quadrant. The preceded analyses show that Korea is in the stage of fuel cell industrial generators, starting with R&D, which is somewhat later than other major countries, and that the technology gap exists. However, Korea's fuel cell technology is now showing signs of improving, and the government's policy is also showing a trend to nurture the fuel cell industry. Thus, the development strategy of the domestic fuel cell industry was proposed in order to become a leading country in fuel cell technology by combining market and institutional aspects and analysis results of this study.
