(Abstract) The discounted prices and free same-day delivery of online bookstores that emerged in the early 2000s made offline bookstores suffer. As a result, bookstores throughout the nation, including local ones representing each region, for example Gwangju and Daejeon, went out of business one after another, resulting in 50% of them shutting shop. This is when independent publishing emerged, attempting diverse content and publication methods that break away from the conventional publishing and distribution system, thus giving rise to independent bookstores selling independent publications in the late 2000s. An independent bookstore usually refers to a specialty bookstore handling independent publications, but in many of them, the owner also sells select regular books. Curation, which is selecting and recommending books from specific topics and materials, as well as various cultural activities held in the bookstore such as performances, exhibitions and book readings, are, in addition to independent publications, what differentiate independent bookstores from others. Independent bookstores are becoming increasingly popular with curation, interior decorations, and cultural activities that convey the owner’s individuality. However, there is insufficient research compared to their quantitative growth. Accordingly, this study selects 13 independent bookstores in Gwangju Metropolitan City (Gwangju), examined the organizations formed by each bookstore and owner through a literature review and in-depth interviews, and determined the common features and limitations found in the bookstores. After this, revitalization plans for independent bookstores in Gwangju are suggested based on the results. The common features of independent bookstores in Gwangju are as follows: first, they are operated in various forms such as a traditional market, café, and studio; second, in addition to independent publications, they sell other books curated by the owner from different fields and on diverse topics; third, they also carry out cultural activities such as book clubs, study groups, and performances along with book sales; fourth, sales of most of them are poor, and thus, they are maintained through other measures; and fifth, new bookstores continued to emerge between 2015 and 2019. There are also limitations in local independent bookstores. Gwangju citizens still lack awareness of such bookstores, and the cultural programs held by the bookstores tend to be similar and thus seem somewhat standardized. Other issues include the low rate of return (below 30%), discrimination compared with large bookstores, delivery of books to government offices that can be bid on by even phantom (nonexistent) bookstores and general commercial stores, insufficient policies and related laws to protect small bookstores, and institutional loopholes such as limitations in tax evidence on independent publications without ISBN registration. These bookstores also face lack of continuous support from the government and organizations, impact of gentrification, and lack of regional content. This study determined the characteristics and limitations of independent bookstores in Gwangju and suggested plans to revitalize them. For the private sector, it is claimed necessary to develop regional content, promote intimacy with consumers, and increase loyal customers by utilizing the space with a taste-oriented salon culture, minimize trial and error involved after opening the bookstore by using a systematic independent bookstore incubation program, form a community with book clubs and other reading clubs in Gwangju, and implement support policies that the bookstores can actively use. The public sector is divided into the local government of Gwangju and the central government. The local government of Gwangju must comprehensively amend the regional ordinance and include in it laws on the local bookstore certification system and preferential purchasing of local bookstores. The central government must lower the discount rates by implementing a fixed book price system, and build a database of the books being sold. It must also create legal guidelines on the supply ratio of publishers, book displays, and giant secondhand bookstore chains. Finally, this study suggests the need for long-term support from the government and local organizations as well as an integrated connection of independent bookstores, book-related private organizations, and local and state institutions.
