They defines types of unusual deaths to be done autopsy, explains the details of the autopsy results and investigation progress to the survivors during the autopsy process, and informs the survivors of the necessity in advance of necessity in order to confirm the relevance of the crime. In order to respect the survivors as much as possible, the existing guidelines have been reviewed and unusual death processing rules was enacted. The NPA has strengthened its expertise by ensuring that the legal proceedings and processes are handled fairly, ensuring legitimacy of legal proceedings and public cooperation, and requiring professional personnel such as forensic experts and death investigators to take charge of the prosecution. Since the enactment of the unusual death processing rules, 22,254 cases of deaths have occurred in Korea from April to September 2019, accounting for 38% of all cases including murder, robbery and theft. Currently, there are 144 medicolegal death investigators belonging to the NPA. However, the number of death investigators who participate in the actual site due to leave of absence is lack than that of the personnel. Due to the lack of manpower, the death investigators' appointment rate was 64% of all cases, and the number of deaths per capita was over 100. In addition, medical examiner at the National Forensic Service(NFS) due to the lack of manpower the ratio of employees gradually decreased, down to 58% in 2019, more than 200 autopsies per person per year. The limitations of the Korean medicolegal death investigation system and effective policies have been steadily raised, but the limits remain. It is urgent to enact laws related to th medicolegal death investigation system and autopsy practice to prepare comprehensive measures to secure experts and strengthen expertise.
