The purpose of this study is to investigate special schools’ curriculum responses to the Fourth Industrial Revolution. The study raised an emerging question to answer, “Are students with special education needs benefited or marginalized in the Fourth Industrial Revolution era characterized by changes in socioeconomic aspects such as globalization, domestic protectionism, and demographics, and rapid changes in technological aspects such as big data, artificial intelligence, and the Internet of things?” For students with special education needs to become beneficiaries of the Fourth Industrial Revolution era, changing the school curriculum must be a starting point. The reason is that school education is provided through a special education curriculum. Recognizing this need, the starting of this study was based on the objectives model suggested by Tyler. That is, the research questions were set based on the principles of curriculum development, which consist of the following four areas: educational goals, educational contents, educational methods, and educational evaluation. The study employed the following methods to address the research questions derived from the above-mentioned curriculum development theory. First, the literature on the history of special education curriculum in South Korea was reviewed. Second, domestic and international academic papers and research reports were examined to understand the characteristics of the industrial revolution. Third, the results obtained from the expert in-depth interview were reflected in drawing conclusions of this study. The conclusions of this study are as follows. The first is the setting of educational goals. The curriculum objectives of special schools in the Fourth Industrial Revolution era should predict social changes and foster talents accordingly. That is, the educational goals should additionally include nurturing talents with affinity and sensitivity to interact with complex and diverse societies like a hyper-connected society. The second is the setting of educational contents. There is a need to offer opportunities to experience various high-tech devices of the Fourth Industrial Revolution era and nurture human sensitivity that is not available from machines. It is foreseeable that students with special education needs will have difficulties in manufacturing and operating state-of-the-art devices. Therefore, the contents of education should be constructed in a contrarian manner from the belief that the devices will be produced because they are advanced rather than the logic that devices will be complex because they are advanced. The third is the setting of education methods. In the Fourth Industrial Revolution era, the curriculum for students with special education must be designed to facilitate teaching and learning activities in which virtual reality and augmented reality technologies are applied for experience-based and activity-oriented local, natural ecosystem learning and mechanical engineering education methods. The fourth is the method of education evaluation. It was very difficult to evaluate the process and results of teaching and learning activities. The methods of portfolio and observation of cumulative records currently utilized in special schools do not meet the evaluation principle in the true sense. In this era of the Fourth Industrial Revolution, the education evaluation must pursue quantification of various data such as teaching and learning processes or the results of teaching and learning activities collected through the development of technologies such as big data, artificial intelligence assistants, high-speed network connections, and the Internet of Things. The fifth is the curriculum model of special schools in the Fourth Industrial Revolution era that was presented to suggest ways to cope with a diversified society. This study suggests follow-up research to help the Fourth Industrial Revolution era’s curriculum to settle down in special schools. The first is the re-consideration of teachers’ roles. Teachers are working in the field under the teacher training system tailored to the existing school environment. A follow-up study is warranted to examine teachers’ roles in responding to changes in a diversified society and school environment in the Fourth industrial revolution era. The second is the enhancement of special education through academic convergence. A teamwork approach is at the base of special education, but this is not the case in reality. Follow-up research on the development of special education through multidisciplinary convergence between adjacent disciplines is warranted. The third is the promotion of distance education such as internet lectures in the Fourth industrial revolution era. The hyper-connected society of the 4th Industrial Revolution era is expected to change the traditional school education system; therefore, it is necessary to explore ways to diversify the curriculum of special schools through further research.
