This research was conducted on ten 1 year old infants from D Day care Center in Gyeonggi-do from September 2 to December 27, 2019. The source of this research data came from a variety of methods, including observation journals, photographs and video recordings, interviews and discussions with fellow teachers, and reflective journals from teachers. The results of this research are as follows. First, three action researches were conducted to promote reading of picture books for 1 year old infants in daycare center. Researcher groups the problems that appear when reading picture books to the class of 1 year old infants. As a result, infant's interest in picture book appearance is low and infants who do not enjoy reading picture books with teachers were observed. To improve the problem situation, the researcher created a physical environment; the researcher provided Toy books of various materials additionally with which infants can touch and manipulate the picture book like a toy and the place for reading picture books has been expanded from the language field to the whole classroom so that infants can frequently touch and touch picture books in various places. In addition, interactive picture book reading activities considering infant development were planned in order for infants to become more interested in picture books so they could search for themselves and the researcher provided a support to make infants' picture book reading more active. Second, through action research to promote reading of picture books for 1 year old infants, infants seemingly recognize the picture book as a toy. And the researcher confirmed that positive changes have been made; infants who have more opportunities to actively seek, infants who have rich verbal and non-verbal responses and remember and imitate the contents of picture books, infants who form a deep attachment by touching the body with the teacher in the process of reading picture books, and Infant who actively participates in picture book-related activities and reads and enjoys picture books by themselves.
