The IPCC's special report ‘Global Warming 1.5℃’ and the report by the National Disaster Management Research Institute in 2014 warned of global average temperature rise and Heat wave as disaster. The disaster vulnerability, in particular, were expected to increase further as the number of disaster vulnerable class increases due to aging, etc. in Korea. According to the John, C, Mutter, the damage of disaster is affected by inequality that is weighted against the disaster vulnerable class. The disaster vulnerable class, although, is being considered in the disaster management, there is still being raised a need for improvement. The necessity to prepare measures through regional vulnerability is emerging, in particular, in order to prevent the damage of Heat wave. There are, however, still insufficient studies that consider the actual Heat wave disaster vulnerable class or reflect regional characteristics. Therefore regional vulnerability assessment of Heat wave were enforced reflecting the disaster vulnerable class and the regional characteristics in this thesis. The purposes of this thesis were to confirm the expert’s perceptions of indicators through AHP and were to compare and analyze the results of the regional vulnerability assessment of Heat wave according to the disaster vulnerable class. The indicators of regional vulnerability assessment of Heat wave were selected through the previous studies, and the regional ranking of indicators were compared to the damage of Heat wave. The AHP, in addition, were conducted based on the survey, and results of the regional vulnerability assessment for Heat wave reflecting weight by indicator were compared and analyzed. The distribution of the heat wave victims and deaths were compared with that of indicators of the Heat wave regional vulnerability assessment and most of the indicators of similar rankings by region were analyzed to be different. Therefore it were judged that it is necessary to add various indicators, such as climate or financial ability, including the disaster vulnerable class to determine the regional vulnerability of Heat wave. The results of AHP showed that the relative importance of each indicator were the highest for Exposure, and the composite weight were the highest in order of Heat wave day, Tropical night, Patient, and Financial self-reliance ratio. The Heat wave vulnerability to Farmer and Obesity of Model A were perceived to be higher than that of Foreigner, Female and Multicultural family of Model B, depending on the composite weight of Sensitivity. Comparing the results of the regional vulnerability assessment of Heat wave according to the disaster vulnerable class, it was found that ‘Jeonbuk’ had the highest vulnerability to Heat wave regardless of the disaster vulnerable class. The region which were greatly affected by the disaster vulnerable class that means Sensitivity indicators were analyzed ‘Seoul-Gyeonggi, Chungbuk, Jeonnam’. The indicators that significantly influenced the regional vulnerability ranking were analyzed differently. Therefore it were judged that it is necessary to prepare appropriate measures reflected regional characteristics. The index with the highest explanatory power drew significantly related to the heat wave victims were Model A’s Sensitivity Index(SI, 81.2%), while Model A’s Vulnerability Index(VI, 81.8%) were derived from the heat wave deaths. As a result of comparing the regional vulnerability assessment of Heat wave according to the disaster vulnerable class, most of the index that showed significant relationships showed higher explanatory power in the Heat wave disaster vulnerable class(Model A) than in the Basic disaster vulnerable class(Model B). Therefore it were deemed necessary to classify the disaster vulnerable class reflecting the characteristics of the disaster.
