In particular, the number of the elderly living alone, the risk group of lonely death (One person household over 65 years old), increased from 118,292 in 2014 to 160,552 in 2019, a 36% increase over the past five years. The rate of the elderly living alone is 27.2% of the elderly population, which is 7.9% higher than the national average, 19.3%. Lonely death of the elderly living alone is usually attributed to poverty, changes in family structure, disconnection of social network and isolation, and poor social safety net. In the case of Busan, it is estimated that 98 people has died by March 2020, since counting lonely deaths in 2017. The characteristic of lonely death in Busan is that the proportion of middle-aged and older (49%) is higher than that of aged 65 and over, and the proportion of males is 82.7%, which is 4.7 times higher than that of females. However, in the case of the elderly aged 65 and over, in spite of support policies for the elderly living alone and the lonely death prevention policy, 32.7% of all lonely deaths occupied, showing that it should be a key target of the for the prevention policy ongoing lonely death. The purpose of this paper is to analyze the problems of prevention policy for the elderly lonely death in terms of social safety net and to suggest improvement plans in order to solve the elderly lonely death due to the rapid aging trend in the city and the increase in the elderly living alone who are socially disconnected. To this end, in this paper, the concepts, characteristics, and causes of the elderly living alone and the elderly lonely death were identified, and examples of domestic and foreign responses to the elderly lonely death were reviewed through examining prior studies related to lonely death. The problems of the social safety net policy for the elderly lonely death are as follows. First, it is a problem of institutional support. There is no unified concept of lonely death, unification of the ordinances of Busan and Gu/Gun, and accurate statistics on lonely death are needed. Second, it is a problem of the support management (delivery) system. There is a limitation to the supply-oriented centralized projects led by the central government, and the organization dedicated to lonely death is absent. In addition, continuity of the lonely death prevention work is required. Third, it is a problem of the lonely death prevention project. There is a limit to the number of people who are at risk for lonely death, and there are limits to those who refuse to investigate. In addition, there is a problem of equity in the lonely death prevention service for each Gu/Gun, and the question of securing effectiveness is raised due to the promotion of event-driven prevention projects focused on suppliers, not demanders. In addition, there is a limitation in sharing information between community centers, police stations, welfare centers, hospitals, and etc. There is also a lack of continuity in the cooperation system with local private organizations and residents. Lastly, a post-management policy is insufficient, such as psychological counseling for the first discoverer, manual for responding to lonely death, psychological counseling and financial support for landlords, and public funeral services etc. In this study, to prevent the elderly lonely death, the following improvement plans are proposed to recover the social safety net. First, it is necessary to improve social awareness of social isolation, and to spread the civil society movement. Second, to prevent the elderly lonely death, it is necessary to strengthen public services such as expansion of services by the central government. Third, the delivery system of the lonely death prevention project should be revised to secure autonomy of local governments. Fourth, it is necessary to change the safety net policy of the community, such as responding to the needs of the elderly, securing expertise, establishing a dedicated team, and sharing roles with specialized organizations. Fifth, the safe and healthy housing policies customized for the elderly living alone are required. Sixth, jobs should be provided that tailored to the age and physical characteristics of the elderly living alone. Lastly, a post-management safety net for lonely death should be established, such as psychological support for the first discoverer, expansion of public funeral services, and economic and psychological support for landlords. Fortunately, in accordance with the ‘Lonely Death Prevention and Control Act,’ which enacted on March 31 and planned to be enforced from April 1, 2021, it is expected that the standards for lonely death will be unified through relevant enforcement regulations. In addition, the recent lonely death is not limited to the elderly, and is occurring more in the middle-aged, so a lot of attention and research on the lonely death of middle-aged people is also required.
