Research shows that the government has undertaken EFA on the basis of “industrial agriculture” with the main focus being farm income and stabilized management and concentrating on productivity and competitiveness, expanding support for certification and the use of permitted inputs for quantitative development. In 2001, a standardized certification system for EFA was introduced by the government and this was also the start of the decline in the basic values of EFA including its emphasis on the nature-ecology cycles, the circulation of local materials, and the value of relationships. It can be noticed that EFA was like conventional agriculture on the heavy reliance on the use of environmentally friendly external inputs. Furthermore, a survey undertaken revealed that the quantity of external inputs and costs increased more for farmers practicing EFA with decreases in production due to the stringent certification system and regulations. Many expressed the need for a transformation from results-oriented to a process-oriented system, even reflecting an urgent need for the introduction of the participatory guarantee system (PGS). Likewise, the farmers practicing EFA took note of the value of environmental preservation in EFA and the fact that the increase in the use of agricultural byproducts is a clear indication that EFA is an alternative to conventional agriculture which was showing serious gaps within the production process.
