Recently, fast-growing cities have faced a new crisis that is different from the previous one. If the urban crisis in the 1960s and 1970s resulted from the loss of economic functions, the new urban crisis is even more serious and sweeping. Deepening inequality and rising housing prices are most frequently cited in newly growing cities like New York, London and San Francisco, and declining cities in the Rustbelt region and the sprawling Sunbelt region based on an unsustainable economy led by energy, tourism and real estate are facing new crises (Richard Florida, 2003). Rapid urbanization led to the need for discussions on urban growth, including changes in the urban administrative system. Especially, the majority of our population is over half a million. It is concentrated in 15 major cities (as of 2018), and this trend is expected to accelerate in the future. In other words, the competitiveness of cities is now an important point in view of the competitiveness of the entire nationwide as international competitiveness. Therefore, as large cities are becoming an aspect of national competitiveness, the government should pursue policies to strengthen the competitiveness of each city, and to this end, it should seek ways to enhance the inner competitiveness of cities around each local government rather than government-level efforts. In other words, Korea, whose urbanization rate continues to rise, will have to find ways to meet international trends, diagnose urban problems and empower them accordingly to increase its competitiveness autonomously (Im Seung-bin, Cho Nam-wook, 2020: 3 Recruitment). This study was intended to suggest ways to enhance the competitiveness of Yongin City by addressing the problem that Yongin City is in the form of reckless development in the region, even though it is a large city with more than 1 million people. For this purpose, the continuously raised cases of urban planning and development permits, industrial complexes and logistics warehouse creation policies were analyzed through the ACF (Advocacy Coalition Framework). In particular, the government intended to examine dynamic processes by setting policy beliefs, stakeholders' understanding, competencies, and policy outputs in a range of contents by dividing them into two groups: urban planning and development permit, industrial complex and logistics warehouse policy formation, urban growth advocacy association, and urban semi-growth advocacy association. The time, space and content scope of this study is as follows. The time range was set as analysis period for the 5th to 7th civil elections in Yongin from 2010 to the present, and the analysis period was divided into stable and dynamic factors within the content range. Relevant statutes, academic papers, media coverage materials, public hearing materials, and booklets were used to analyze changes in the legal structure and revision process, changes in the political environment from the 5th to the 7th popular election, and changes in public opinion among environmental groups, civic groups, and residents in Yongin. This study consists of the following. First, prior research on urban growth and capacity building was reviewed for the theoretical basis. In addition, it was intended to view the current status of Yongin City by grasping the policies of large cities in Korea and the status of special city systems. Second, based on ACF, the external variables affecting regional development in Yongin were divided into stable external variables and dynamic external variables. In particular, changes in laws and systems related to urban and regional development are stable external variables. The dynamic external variables were intended to examine conflicts and conflicts between political and growth unions and anti-growth unions. Third, through this, we wanted to discuss the future direction of urban growth in the future. A comprehensive review of Yongin City's policy development process for urban planning and development activities due to changes in the political environment during the 5th and 7th popular election (2010-2020) shows that discussions on approval and permission for urban development activities were mainly held during the 5th and 6th periods, and that the results of the discussion on the approval of urban development activities were not until the 7th civil election, the cancellation of the construction of the Naver data center, and the development standards were calculated. In both cases, pro- and anti-growth unions were at odds, with most of the residents benefiting from the development, including Yongin City, project implementers, related industries, and development, and civic groups, environmental experts, residents in the living area near development or those with children in the anti-growth alliance. Despite the steady voice of the Anti-growth Alliance throughout the 5th and 7th periods of Yongin City, opinions began to be accepted only after the 7th term. The reason for this is that members of the Anti-growth Advocacy Alliance have somewhat less centripetal points than the Affirmative Advocacy Union due to the various interests of each member than the common goal objective, as well as the problem of objectivity and professionalism of the arbitrator. In other words, Yongin City did not notify residents of public hearings or unilaterally carried out policies from the perspective of project implementers rather than acting as mediators. In particular, it is evident that discussions continued despite the residents' opposition to the construction of the Naver Data Center or the residents' opposition to the construction of the Naver Data Center, while holding a briefing session without providing accurate information to the residents at the public hearing to promote the development of Singal CC. Yongin City, whose population concentration has increased with the current 1 million, needs to reinterpret the urban crisis of reckless development in order to promote balanced development. As each region has an unbalanced development form, the competitiveness of cities is relatively weaker than that of other mega cities with a population of more than 500,000 people, so the city should move toward improving its internal capabilities rather than improving its competitiveness by mobilizing external materials, such as attracting industrial complexes, to become a competitive metropolis. In other words, the government should make efforts to establish a direction to enhance the inner capacity of the city by intensively investing in education bases such as schools and educational facilities, and fostering human resources by improving the quality of education, taking advantage of the strength of Yongin City, where learning-based resources stand out more than other large cities with more than 1 million people. In this study, through a series of analysis processes, the role and will of intermediaries in the policy process during the 5th and 7th popular election of Yongin City, resulted in the difference in the outcome of the policy results and collecting opinions from the advocacy or anti-growth advocacy associations. The results of this study are expected to provide useful information as a basis for further research on urban development and growth in other large cities as well as Yongin City.
