This study examines the development of a smart village process model. It deals with the effects of both the priority of technology needs and the types of community activities on technology needs, by researching the smart technology needs by the types of community activities. Then, it provided a systematic process for definitely understanding residents' needs and drawing up a plan, by applying a creatively problem-solving methodology to the existing rural village development process. Although the existing rural village development process can draw a village's visions or projects by collecting residents' opinions, it's disadvantage is that it has no adequate steps in which how the projects can be optimized and managed is discussed. This study, therefore, attempted to overcome the limit of the existing rural village development process, by developing the smart village process model, and also conducted an experiment to discover whether the problem-solving methodology can be actually applied, for the differentiation of this study. First, it divided the types of rural village communities by their activities into urban-rural exchange, income/production, municipality and life base, and abstracted data from questionnaires administered to 389 leaders in 49 villages which achieved good performance in the 'Happy Village Contest'. The questionnaire consisted of items on the general characteristics of village communities, the current conditions of each activity by villages' information competency and the types of communities, and technology needs. Second, it conducted frequency and reliability analysis on the findings and tested them with regression analysis, to examine the general characteristics of 49 villages, the tendency and distribution of communities' responses to technology needs, priority, and a causal relationship between communities' digital competency and technology needs by each field, based on the results of the questionnaire survey, by using SPSS 24.0. As a result, it understood the priority of technology needs by each community activity and verified that two types of technology needs, urban-rural exchange and income/production are modified by communities' digital competency. Third, it defined the Korean-style smart village as 'ICT technology-based better community and sustainable rural village' by analyzing technology needs, and therefore, offered a strategy for it. In addition, it offered to introduce the smart village by dividing it into 'general village' to which plain infrastructures such as hardware required to enhance basic livelihood service are applied and 'special village' desiring the creation of added value by using local resources, in extending the smart village into a project. Fourth, it provided the smart village process model consisting of three steps, 'design, plan and implementation', under the definition, 'ICT technology-based better community and sustainable rural village': the existing rural village development project was reorganized based on a field forum at the design step; a creative problem-solving methodology was introduced to discover problems by collecting residents' opinions and establish a systematic plan for suggesting solutions at the plan step; finally, performance monitoring index and data were built through sustainable project management, at the implementation step, an extension step for securing, implementing and managing the project, after the planning step. Fifth, it conducted the experiment by selection two villages located at Yesan-gun, Chungnam, to determine whether it is possible to provide solutions, by actually applying a creative problem-solving methodology, recognizing the problems of communities and villages, and logically figuring out the problems. It thus drew contradiction in problems by understanding the problems reported by communities and using TRIZ, and provided a technology service combined with smart technology as the solution. The smart village process developed by this study can be applied when smart technology is actually provided to rural villages. Moreover, it is determined to be able to systematically arrange problems and provide solutions, if residents' opinions are collected and the problems of villages are clearly identified by the developed process. The limits of this study can be found from the subjects, methods and design. First, the generalization of the findings is difficult due to the limited subjects. The subjects selected were limited to the residents in villages which participated in and achieved good performance in the 'Happy Village Contest', by implementing rural village development projects and only the leaders of communities were included in the sample, so only certain groups were analyzed. It would be, therefore, necessary to conduct a further study by selecting more subjects. Second, the design also has a limit. This study does not adequately consider smart technology services influencing residents' subjective welfare. A further study thus would need to extend its design to include a variety of welfare. In spite of such limits, this study demonstrated that communities should be media for the use of technology and sustainable operation and management, in providing ICT technology for solving problems, and proved the relation between the types of community activities and communities' digital competency, when communities-centered technology is provided. This study is valuable, in that it drew the conclusion that communities' digital competency influences technology needs, for those doing the urban-rural exchange and income/production activity. In addition, the application of the creative problem-solving methodology to the rural village development projects makes a significant contribution to extending the research area and diversity. The findings are thus expected to minimize the collection of residents' opinions and the problem, in implementing smart village projects in the future.
