As construction projects become more complex and larger, the use of Value Engineering(VE) techniques to reduce costs and improve performance is gradually increasing. In Korea, in order to promote the revitalization of VE, Design VE was mandatory for major construction projects worth more than 50 billion won since the 2000s. Since 2006, the scope of the construction for Design VE has been expanded to more than 10 billion won. VE is an effort to create design alternatives through functional analysis of a facility to achieve the best value with the minimum Life Cycle Cost (LCC), which can be defined as a systematic process performed through cooperation in various specialized fields. In the VE process, interim and final report meetings can be considered very important as the VE team reviews the applicability of the VE alternative with the original design team and the client’s decision maker to adopt the final VE proposal. Through these processes, how decision makers, including clients, review the applicability of VE alternatives, will have a significant impact on the final performance of the VE task. Despite this important process, there are difficulties in identifying drawing information, information on quality of the material and checking interference when reviewing the possibility of selecting and adopting alternatives. In addition, lack of understanding of the client, lack of continuity between the VE target and the alternative, and lack of consideration of harmonization with the alternative surroundings are the causes for insufficient communication and information delivery problem among the VE participants. To improve these problems, improvements are needed to effectively exchange alternative-related information among VE participants, while properly examining the applicability of VE alternatives. Meanwhile, as digital transformation has become important in the era of the fourth industrial revolution, the trend of introduction of ICT-related technologies such as BIM and VR is also expanding in the construction industry. However, the current method of visualization using BIM 3D models as general projectors and computer monitors is at simple 3D visualization level, which lacks understanding and immersion of scale, such as actual distance and spatiality felt by people. To solve this problem, VR technologies are required that allow reviewers to implement more realistic simulations about building information in BIM from various angles through various functions and representations, such as physical recognition, away from simple 3D visualization. As such, the use of BIM and VR technologies is necessary to ensure sufficient information exchange and communication between participating entities in the VE performance process. Therefore, this study proposed improvement measures to the VE Alternative Applicability Review using BIM-based VR to review appropriate VE alternatives. The main points of this study are summarized as follows: Firstly, the overall concepts of VE and VR were considered, and the related prior research and literature were reviewed to identify the trends of VE research and confirm the need for BIM-based VR. Secondly, the current status of VR applications in construction and other areas was identified, and problems in reviewing the applicability of VE alternatives were derived through analysis of reasons and prior research of unchosen VE proposals. Thirdly, to improve the problems of reviewing the applicability of previously derived VE alternatives, improvement measures based on the use of BIM-based VR was established so that VE participants could discuss VE alternatives in depth at interim and final reports. Fourthly, based on the improvements established, the process of applying improvement plan focusing on changing the timing of the interim report meeting, developing VR modules, and applying VE practice was presented, and improvement measures to the VE Alternative Applicability Review using BIM-based VR was proposed so that appropriate VE alternatives can be reviewed. Fifthly, case applications and expert interviews validated the feasibility and practicality of the VE Alternative Applicability Review improvement measures proposed in this study. In this study, we proposed improvement measures to facilitate alternative-related information exchange and communication among VE participants at interim and final reporting meetings using BIM-based VR modules. It is expected that this will enable the client to clearly determine the differences and characteristics of the VE existing proposals and improvements, thereby further improving the VE final performance. On the other hand, this study applied the BIM-based VR modules for the first time to the VE process, but the current practice lacks BIM and VR-related experts and technicians, which will require training of relevant technicians and experts. In addition, this study only applied cases to six of one particular VE project, which needs to further enhance the practicality of applying BIM-based VR through case application and validation of multiple VE alternatives in future VE workshops of various VE projects.
