2016년 개최된 세계경제포럼에서 4차 산업혁명이라는 용어는 Klaus Schuwab의 언급으로 세계적인 이슈로 대두되었다. 4차 산업혁명의 도래로 세계경제포럼에서는 교육 분야를 가장 빠르게 변화할 것으로 전망하였다. 이에 따라 교육환경뿐만 아니라 교육 체계 변화의 필요성으로 새로운 지식 창출의 원천인 대학의 역할이 더욱더 강조되고 있는 실정이다. 대학 교육에서도 온라인 교육 활성화 및 스마트 교육 등 다양한 융복합 기술을 활용한 교육의 패러다임 전환을 위해 꾸준히 노력하고 있다. 새로운 학습 시스템 설계와 구현을 통해 미래형 교육기반 구축 환경을 위한 강의 및 새로운 서비스 구상과 다양한 콘텐츠 및 시스템 변화에 대비하기 위해 4차 산업혁명의 핵심 기술인 클라우드 컴퓨팅 시스템 구축의 필요성이 더욱 커지고 있는 실정이다. 정보통신기술의 발달로 시간과 장소에 구애받지 않는 온라인 교육은 원하는 지식을 학습할 수 있도록 교육환경의 구현에 크게 기여하고 있다. 이러한 움직임으로 2001년 9개 사이버대학이 개교하여 현재 21개의 사이버대학이 온라인 기반의 학습을 중심으로 활발하게 운영 중에 있다. 클라우드의 근간인 데스크톱 가상화는 2009년 이후부터 국내 공급의 시작으로 공공 교육기관에 도입되기 시작되었지만 다양한 구축사례의 미흡함과 여러 가지 제약사항으로 확산이 늦어지고 있는 실정이다. 정부에서도 클라우드 산업 육성과 확산을 위한 지원 근거 마련을 위해 클라우드 관련 산업발전을 저해하는 기존 규제 개선과 서비스를 안전하게 이용할 수 있도록 “클라우드 발전법” 제정에 꾸준히 노력하고 있다. 고등교육법 하위 행정규칙에 속하는 사이버대학은「원격교육 설비 기준 고시」에 정해진 설비기준을 준수해야 한다. 「원격교육 설비 기준 고시」 개정으로 2016년 7월 클라우드 이용이 가능해졌지만 클라우드 컴퓨팅 시스템 구축은 미흡한 실정이고 공공정보시스템의 민간 클라우드 관련 연구 또한 저조한 실정이다. 본 연구에서는 규모 및 업무 특성을 구분하여 고등교육기관인 “한국 사이버대학교 클라우드 컴퓨팅 시스템 구축” 성공을 위한 중요 요인을 조직과 개인의 차원을 고려하여 클라우드 컴퓨팅 시스템 도입과 운영의 관점에 접근하여 요인의 중요도 우선순위를 도출하여 분석하고자 한다. 기존의 선행연구에서 제시하고 있는 구축 성공 요인 및 도입 효과 요인들을 체계적으로 고찰하여 클라우드 컴퓨팅 시스템 구축 성공요인의 주요 요인들을 도출하고 전문가 및 실무자 의견을 수렴하여 40개의 클라우드 컴퓨팅 시스템 구축 성공 요인들 중 14개 요인을 최종적으로 도출하였다. 도출된 주요 요인들을 중심으로 계층적 분석에 적용될 “한국 사이버대학교 클라우드 컴퓨팅 시스템 구축” 성공 요인의 상대적 중요도 평가를 위해 AHP 모형을 정의하였다. 21개 사이버대학교 정보화운영위원회 대학별 실무담당자를 대상으로 평가 요인의 상대적 중요도에 대한 평가 실시와 연구모형을 분석하였다. 클라우드 컴퓨팅 시스템 구축 성공을 위한 많은 교육기관에서 빠르게 변화하는 IT 환경의 대응을 위해 노력을 경주하고 있으나 도입비용, 유지비용, 관련 법률 등으로 구축 성공사례가 미흡한 실정으로 클라우드 컴퓨팅 서비스의 자원과 비용에 대한 성공적인 구축을 위한 전략 수립에 많은 어려움을 가지고 있다. 본 연구를 통해 제시된 성공 요인은 고등 교육기관 클라우드 컴퓨팅 시스템 구축 성공을 위한 요인을 도출하는데 목적을 두고 체계적인 전략 수립의 기반 자료 활용을 기대한다.

As a result, nine on-line universities were founded in 2001 and at the present time, 21 on-line universities are actively operating focusing on on-line learning. The desktop virtualization, which is the foundation of the cloud, was introduced to public education institutions with the start of domestic supply since 2009. However, due to the various inadequate construction cases and numerous constraints, the expansion has been delayed. To prepare the base of support for the industrial fostering and expansion of the cloud service, government is also working on establishing a ‘act on the development of cloud’ to improve existing regulations that hinder cloud-related industrial developments and to make the service safe. As belonging to the administrative rule under the higher education act, on-line universities must obey the equipment standards set in the ‘equipment standards for remote education bulletin.’ Although the usage of cloud has been made possible with the amendment of the ‘equipment standards for remote education bulletin’ in July 2016, the construction of cloud computing systems is still inadequate and the private cloud related researches of public information systems is also inactive. The purpose of this research is to derive important factors for the success of the “Korean Cyber University Cloud Computing System Construction”, and to draw analyze the priority of factors. By systematically examining the factors of success presented by precedent researches, the key factors of success factors in constructing the cloud computing systems were drawn and opinions were collected from experts and hands-on workers. Total of 14 factors were drawn from the 40 success factors in construction of the cloud computing systems. Focusing on the derived key factors, the AHP model was defined to evaluate the relative importance of success factors for “Korea Cyber University Cloud Computing System Construction” that would be applied to the hierarchical analysis. Assessment of research model for the relative importance of evaluating factors were analyzed on 21 persons who were in charge of each university at the informatization operation committee of on-line universities. For successful construction of the cloud computing system, many education institutions have devoted efforts to respond the rapidly changing IT environment. However, with the inadequate number of success cases in construction due to installation costs, maintenance costs and related laws, there were many difficulties in establishing strategies for successful construction of cloud computing systems. The success factors presented by this research is anticipated to be used as base for establishing systematic strategies for successful cloud computing systems of higher education institutions.
