본 연구의 목적은 노인체육 정책 현황을 분석하여 그 문제점을 파악하고 문제의 개선방향을 탐색하는 데 있다. 연구목적을 달성하기 위해 세 가지 연구문제를 설정하였다. <연구문제1>은 노인체육 정책 현황은 어떠한가, <연구문제2>는 노인체육 정책 문제는 무엇인가, <연구문제3>은 노인체육 정책의 문제를 해결할 수 있는 개선방향은 무엇인가이다. 이를 위해 다양한 공식문서 수집을 통한 문헌분석, 15명의 노인체육 전문가의 인터뷰를 통한 질적내용분석과 델파이분석을 실시하였다. 연구결과는 다음과 같다. 첫째, 노인체육 정책 추진을 위한 직접적인 법적근거로는 국민체육진흥법이 있으며 노인체육과 관련되는 다른 법들의 적용을 통해 노인체육 정책이 추진될 수 있다. 그러나 내용상 노인체육 정책을 구체적으로 규율하기에는 미비하며 노인체육을 협소한 틀로 규정하여 노인의 스포츠 활동에 관한 권리를 보장하는 법적 근거로 적용되기에 한계가 있다. 이 문제를 개선하기 위해, 스포츠기본법의 제정을 통해 노인이 차별 없이 스포츠를 향유할 수 있는 권리를 보장하고 노인복지시설 및 체육시설에 지도자 및 시설 의무화 규정 두어 노인 체육활동을 지원하는 기초체계를 구축할 수 있도록 해야 한다. 둘째, 노인체육 정책 추진체계는 문화체육관광부, 보건복지부, 각 부처의 고유한 기관으로 구성되어 있으나 두 부처의 협력체계는 구성되지 않고 있다. 이에 따라 중복사업이 발생하고 이렇다 할 청사진이 없는 상태에서 행정편의주의적 정책 집행을 통해 기존의 정책이 반복되는 형태가 지속되고 있다. 이 문제를 개선하기 위해, 문화체육관광부와 보건복지부는 역할 및 목표의 명확화를 통해 협력 부재에 따른 중복 문제를 해결해야 하고 중앙 또는 지방을 중심으로 협업체를 구성하거나 연계협력이 가능한 내부 평가 지표를 도입할 수 있도록 해야 한다. 보다 적극적으로 노인체육을 통합적으로 운영할 수 있는 컨트롤 타워 설립의 추진이 요구되는 데, 컨트롤 타워는 부처 간 협력의 문제를 해결 할 뿐만 아니라 현재 노인체육 정책과 관련한 산적한 문제를 해결할 수 있는 가장 효과적 대안으로 볼 수 있다. 셋째, 노인체육 정책 사업은 중장기적 목표에 따라 운영되고 있지 않으며, 사업을 통해 제공되는 프로그램 대부분은 노인 특성에 대한 고려가 반영되지 않은 저강도 신체활동으로 구성되어 있다. 이 문제를 개선하기 위해, 노인체육 정책 사업은 지속적이고 안정적인 장기적 로드맵을 통해 추진되어야 하며, 계획 속에 포함된 사업 및 프로그램은 노인특성을 반드시 고려하여 구성될 수 있도록 해야 한다. 넷째, 노인체육 정책 예산은 증가하고 있으나 그 규모가 적어 효과적인 노인체육 정책을 추진하는 데 한계로 작용한다. 이 문제를 개선하기 위해, 우선적으로 신체기능 및 경제상태 수준이 열악한 노인을 대상으로 공공재원을 투입하여 예산의 효율적 배분을 달성하도록 해야 한다. 다섯째, 노인체육 활동이 가능한 체육시설은 증가하고 있으나 노인의 체육시설 이용률은 높지 않으며, 대부분의 노인체육 정책 사업은 체육프로그램을 제공하기에 협소한 노인여가시설을 중심으로 이루어지고 있다. 이 문제를 개선하기 위해, 공공체육시설의 노인대상 프로그램 의무화 및 회원등록 할당 제도를 통해 노인에게 시설 이용 편의성을 제공하여 시설이용률을 높일 수 있도록 해야 한다. 여섯째, 국가공인 노인스포츠지도사 제도가 정착하여 전문 노인체육 지도자가 배출되고 있으나 노인여가복지 현장에서 운영되는 노인체육 프로그램 지도자 채용제도에서 활발하게 활용되지 못한 문제가 있으며 노인스포츠지도사 자격시험 제도에 효용성 및 활용에 문제가 있다. 이러한 문제를 개선하기 위하여, 노인스포츠지도사 양성체계를 개편하고 유관부서의 홍보 및 협조를 통해 노인스포츠지도사 활용을 제고해야 한다. 일곱째, 델파이 분석 결과 전문가들의 높은 합의를 이룬 개선방향은 ‘관련 부처의 역할 및 목표의 명확화’ 이다. 결론적으로 노인체육 정책의 문제를 해결하고 노인체육 정책의 효과성을 달성하기 위해서는 다양한 개선방향 중 노인체육 정책 관련 부처의 역할 및 목표의 명확화가 우선적으로 고려되어야 하며, 특히 문화체육관광부는 스포츠를 중심으로 노인체육 정책을 개편하는 패러다임 변화가 요구된다.

The purposes of this study were 1) to examine the current sport policy that could influence sports participation in older adults and 2) to determine the problems of those public sport policy, and 3) to elucidate better strategies that can improve the policy to promote participation in sport for older adults. To achieve the aims, this study utilized Delphi analysis based on the critical review of the government documents and agreement from 15 sport professionals for older adults. The analysis reached the following results. First, the direct legal basis for the promotion of the sport policy for older adults is the National Sports Promotion Act, and the sport policy for the older adult can be promoted through the application of other laws related to the sport for older adults. However, the existing laws are not sufficient to specifically regulate the sport policy for the older adults and there are limitations in applying it as a legal basis for guaranteeing the rights of sports activities for older adults. To improve this problem, the rights of the elderly to enjoy sports without discrimination should be guaranteed through the enactment of Sport Basic Law. Also, mandatory regulations such as certified instructors and equipment in sport and welfare facilities for the aged should be established to promote and support sport for older adults. Second, the system for promoting the sport policy for older adults is composed of the Ministry of Culture, Sports and Tourism, the Ministry of Health and Welfare, but the cooperation system between the two ministries is not configured. As a result, duplicate projects have occurred, and existing policies have been repeated through administrative and convenient policy execution. To improve this problem, the Ministry of Culture, Sports and Tourism and the Ministry of Health and Welfare should address duplicates due to the lack of cooperation through the clarity of roles and objectives. It is important to organize collaborations around the center or local area or introduce an internal evaluation index capable of linking cooperation. Also, Promotion of the establishment of a control tower that can actively operate the elderly sports in an integrated manner is required. The control tower is seen as the most effective alternative to not only solve the problem of inter-ministerial cooperation but also to solve the problems associated with current sport policies for the older adults. Third, the most of sport policy projects for older adults were being operated according to short-term goals and the programs provided through the projects did not reflect the elderly characteristics. Therefore, the future sport policy projects for older adults should have continuous and stable long-term plans, and the programs included in the plans should be specific for the elderly. Fourth, although the budget for the sport policy for older adults has been increasing, the amount of the funds is still not sufficient to efficiently implement the policy for older adults. To improve this problem, it is necessary to commit the public financial resources to the elderly with poor levels of physical function and economic conditions to achieve the effective allocation of the budget. Fifth, the number of sports facilities for older adults has been increasing, but the elderly’s use of sports facilities is low and most of the sport policy for older adults projects are based on the elderly leisure facilities which have limited spaces to provide the programs. Therefore, through the mandatory program for elderly in public sports facilities and the allocation system of membership registration, the convenience of using facilities should be provided to the elderly so that the rate of facility use can be increased. Sixth, the certified elderly sports instructor system has been established, but there is a problem in the effectiveness and professionalism as it is not actively utilized in the clinical field. To improve this problem, the training system for elderly sports instructor should be reorganized and the use of certified elderly sports instructors should be enhanced through the promotion and cooperation of the relevant departments. Seventh, the direction of improvement, which has been highly agreed on by all elder sports professionals, is to ‘clarifying the roles and goals of relevant ministries’. In conclusion, in order to solve the problems and achieve the effectiveness of the sport policy for older adults, the clarification of the roles and goals of the departments related to sport policy for older adults should be considered first among various improvement directions. In particular, the Ministry of Culture, Sports and Tourism is required to shift the paradigm of the sport policy for older adults centering on sports.
