The purpose of this study is to seek a direction according to which the existing childcare support system should be complemented and provide essential basic data, by examining childcare teachers' experiences and needs, as the childcare support system for childcare centers is reformed.
To the end, this study raised following questions.
1. What experiences do childcare teachers have after the reformation of the childcare support system for childcare centers?
2. What are the childcare teachers' needs for reforming the childcare support system?
This study collected data by conducting depth interviews with a total of 9 childcare teachers consisting of 5 basic childcare teachers and 4 continuing childcare teachers, from May. 18 to Oct. 13, 2020. After repeatedly reading data from depth interviews, the researcher analyzed the data collected, such as the researcher's note, the journals of the researcher and others participating in this study, and brochures guiding the operation of childcare centers, and then, interpreted them by the questions. In order to enhance the reliability and validity of the data, the researcher presented the data derived from the categorization of depth interviews to preschool education experts and others participating in the study.
The results of this study are summarized in accordance with the research problem as follows:
First, basic childcare teachers could have a substantial benefit by securing extra time for preparing their classes and arranging documents in their own independent spaces and for more easily taking annual paid holidays, as continuing childcare teachers were employed as additional personnel for continuing childcare hours. They, however, have felt anxiety about several possible cases in which infants and toddlers were injured or parents raised complaints, and also experienced difficulty in adequately communicating with continuing childcare teachers. On the other hand, continuing childcare teachers were satisfied with working environments including working hours, wages and tasks, and also could concentrate on infants and toddlers in continuing childcare activities, without the burden of maintaining good relations with parents or processing documents, which were positive experiences for them. They, however, could not spend regular hours in performing their tasks, such as writing childcare journals and cleaning up classrooms and have difficulty in defining their ambiguous roles, because they were not class teachers, nor were they assistant teachers.
Second, the experience of child care teachers following the implementation of the reform of the childcare support system was positive, but there were also calls for improvement for the successful implementation of the reorganized child care support system. According to a survey on the demand for the improvement of the childcare support system, nursery teachers are required to distinguish between the infant and the infant classes when organizing extended child care classes, but sometimes the age equivalent of the infant and infant classes is mixed, making it difficult to care. Therefore, teachers should adjust the teacher-to-child ratio to ensure the safety of child care. It also said that specific measures are needed to ensure that infants and children with extended care can safely attend the House of Representatives. Next, the qualifications for extended childcare are extensive, requiring a process of segmenting and reducing the qualifications, and confusion is given due to the difference in the criteria for starting extended childcare and calculating extended childcare fees, which requires a clear distinction of extended child care operating hours. It also said that as the childcare support system was implemented for the first time, it was necessary to secure sufficient budget for additional extension teachers in the future as they could not support labor costs for additional hiring during the semester due to lack of budget. Finally, nursery teachers said that in order for the childcare support system to be implemented smoothly in daycare centers, the awareness of teachers, parents, and principals should be improved and appropriate education should be provided.
This study wanted to suggest the direction of the childcare support system in the future by looking at the experiences and demands of child care teachers in implementing the reform of the childcare support system. Based on the limitations of this study in the future, follow-up studies in various aspects of the reform of the childcare support system will help us find a practical direction to implement the reform of the childcare support system.
