With the announcement of the Manufacturing Innovation Strategy 3.0 in 2014, the government is expanding and distributing smart factories to manufacturers, and is trying to secure manufacturing competitiveness and enhance national competitiveness by creating a solid economic structure. However, despite the implementation of these policies, the introduction of smart factories in the manufacturing sector is not making good progress. The purpose of this study is to identify the factors that affect the intention of small business managers to introduce smart factories. To this purpose, this study has applied a technology acceptance model based on predecendent researches to build a research model, and established a hypothesis. And a survey and an empirical analysis were conducted for hypothesis verification. The survey was conducted on the managers of 175 SMEs(small and medium-sized enterprises) located in Jeongeup via online and offline. The research model for empirical analysis is as follows. Relative advantages, complexity, compatibility, innovation and IT knowledge affect perceived usefulness. complexity, risk-taking propensity, financial cost, technical capabilities and human resources affect perceived risks. compatibility, competitive pressure, partner pressure and digital environment change affect perceived importance. competitive pressure, partner pressure, digital environment change and government support affect subjective norms. And perceived usefulness, perceived risk, perceived importance, subjective norms affect Intend to adoption, which have been established on research model. Based on these research models, hypotheses have been established and hypothesis test has been performed via PLS-based structural equation modeling. The hypothesis test results are as follows. Relative advantage and compatibility as technical characteristics factors affect perceived usefulness, complexity of technical characteristics factors and financial cost of organization readiness factors affect perceived risks, compatibility as technical characteristics factors and digital environment change as external factor affect Perceived importance, competitive pressure, partner pressure, digital environment change, and government support as external environmental factors affect subjective norms. And perceived importance and subjective norms as a parameter affect acceptance intention. However, it has been identified that managerial characteristics of innovation and IT knowledge do not affect perceived usefulness, technical ability and human resources as the organization's readiness factors do not affect perceived risk, competitive pressure and partner pressure as external environmental factors do not affect perceived importance. And perceived usefulness as a parameter was found to have no affect on acceptance intention. In addition, the hypotheses that the complexity of the technology has a negative affect on perceived usefulness and that the manager's risk-taking propensity does the same on perceived risk have been rejected, but the hypothesis that perceived risks have a negative affect on acceptance intentions have been adopted. Finally, the hypothesis that Perceived usefulness as a parameter would affect acceptance intention has been rejected. Based on the results of the hypothesis verification, the following implications were derived for the introduction of smart factories by SMEs. This study is theoretical in that it demonstrated the impact on the intention of introducing smart factories to local SMEs and that the government's active movement to develop technologies and introduce smart factories was timely. In addition, from a practical point of view, the following implications were presented: First, it proposed to strengthen continuous education programs that can increase competitive pressure, such as introducing smart factories and benchmarking excellent facilities, and disseminating cases of smart factories in businesses. Second, it was suggested that developing and distributing technologies suitable for SMEs to technology developers can recognize the importance of smart factories and increase acceptance of them. Third, SMEs managers are hesitant to introduce smart factories due to financial burden, and suggested that financial support that can ease financial burden and cost burden from operation can increase the introduction rate of SMEs. Fourth, the government should strengthen active administrative and financial support to recognize the importance of rapid adaptation to digital environment changes in manufacturing industries as a trend to survive the intensifying international competition.
