Besides a sidewalk, parking lot, and reduction in green area for expanding SOC(Social Overhead Capital) with priority given to rapid economic growth and the center of the town, the increase of high imperviousness rates of soil surface for the purpose of developing land for an industrial complex and housing lots causes increment of initial surface runoff during rainfall event. Furthermore, it became key drivers for increasing of pollutant loadings by localized torrential rainfall or guerilla rainstorm which is based on abnormal climate changes as well as global warming. Especially, the increase of high imperviousness of soil surface in the center of the town causes sudden flushing of non-point pollutants such as deposited dust on the road including worn out vehicle’s tire dust and decrepit cars’ oil stain during dry season. These non-point sources’ loading dose of pollution which exceeds its self-cleansing property brings out water quality degradation in a river. That is why an efficient treatment way is urgently needed. This study was conducted to investigate water treatment system which has a carrier shape to treat effectively non-point sources of pollution including N(Nitrogen) and P(Phosphorus), etc. which are of them all mentioned above continuously leading causes of eutrophication in a river of downtown area. For this, a variety of tests using various shapes of calibration chambers were implemented to analyze the optimum mix proportions of media filters and to inquire about the efficiency of the treatment. In addition, for an estimation on the field applicability, the development of natural mineral carrier was performed to use in water treatment system by suing media filters such as wasted oyster shells as industrial by-products, Illite, Zeolite, and Losses, etc. based on the results of established research. First of all, this study confirms the possibility of treating the sources’ loading dose of pollution in initial rainfall through experimental investigations. Next, this study sets out the possibility of utilizing as initial rainfall water system targeting the center of the town by making use of the result of full scale and field tests. The course of this study can be summed up as followings. The first step is to evaluate the capacity of treating water quality by using wasted oyster shells and Illite balls as a basic ingredient. pH, BOD, COD, TN, TP, SS, and Total Coliform Group Counts are analyzed by comparing polluted water taken from intake holes of rainwater of bus stops in the center of the town to runoff through water treatment system set up in this study. The second step is to evaluate the field applicability for the first step’s same entries by using full scale and field test. The third step is to develop the carrier which could be adjusted for the mix proportions of media filters and especially replaced quickly and reusable after washing by customizing as a type of tray for maintenance from results of the first and second steps. The fourth step is to find the optimum mix proportions of media filters. pH, BOD, TN, TP, SS are analyzed. As a result, the efficiency of reducing BOD, TN, TP, SS was outstanding most of all when the mix proportions of Zeolite, wasted oyster shell, and Illite is 6.0 : 2.0 : 2.0. Lastly, the scaled up test was implemented to evaluate the field applicability by scaling up the size of carriers based on the fourth step’s results. As a result of water quality analysis, when Zeolite, wasted oyster shell, and Illite are mixed in the proportion of 6.0 : 2.0 : 2.0, the reduction rates of BOD, TN, TP, SS showed 95.9%, 98.1%, 81.8%, 91.2% respectively in primary test, 98.4%, 99.7%, 87.6%, 90.8% respectively in secondary test, 96.9%, 99.7%, 69.9%, 74.2% respectively in tertiary test. The study verified the effect of a variety of the mix proportions for Zeolite, Illite, wasted oyster shell to improve the efficiency of water treatment, and also deduced noteworthy results of the possibility as the first flush treatment system using Illite and wasted oyster shell. In addition, carriers as a tray shape make it possible to be economical and maintainable effectively. Accordingly, utilizing the carrier which is produced by mixing optimum proportions of media filters as being deduced from the study can be applied to street trees, flower beds, etc. and expected to be utilized in the center of the town for filtering out polluted water primarily as the first flush treatment.
