According to the results of statistical survey conducted on 2016 related to chemical substances in accordance with the Chemical Substances Control Act, 558.59 million tons and 16,874 types of chemical substances has been distributed in Korea at 21,911 workplaces, which showed an increase of 61.66 million tons (12.4%) from those in 2014. In addition, there were an increase of 54.56 million tons (16.9%) in production rate, 26.03 million tons (8.8%)/ 18.93 million tons (15.5%) in import/export volume respectively and an increase of 42.87 million tons (8.5%) compared with those in 2014 in the distribution volume of toxic chemicals. This study selects 10 chemical substances which have been the main causes of frequent accidents through analysis of domestic chemical accidents in order to suggest points to consider selecting target processes and analyzing risk factors during process design stage, which is considered to be the precautionary stage of disaster management. The main purpose of these survey and study is to touch on the process risk factors for each chemical substance and how to mitigate the risk factors and to propose safety measures for the workplace. For this purpose, the broad literature research has been performed to set up the theoretical background and basis and also, the practical analysis has been performed to find out the causes of the serious and frequent chemical accidents occurred in Korea for six years from 2014 to 2019. In addition, it was realized that there were slight differences in investigation methodology among various ministries involved in the accident investigation, such as the Ministry of Employment and Labor, the Ministry of Environment, the Ministry of Trade, Industry and Energy, and the Ministry of Public Safety and Security those are involved to conduct a chemical accident. To make consistent investigation methodology, the typical format against chemical accident investigation records is to be suggested separately. Through the analysis of the causes and the types of the chemical accidents, it was recommended to categorize the main manufacturing industries and subdivide each manufacturing industry into the several processes involved. And each process is to be subdivided by process facilities. And it was also recommended to prepare the detailed process description for each process facility to be used as a basis how to find and analyze the risk factors during risk assessment. Based on the proposed design document and analysis summary, Process Hazard Analysis Database (PHADB) has been constructed. In this database, 10 chemical substances, known to be the main causes of frequent accidents in domestic chemical accidents are contained. This database can be easily utilized by clicking the name of the chemical substances or unit process listed on the table of contents, This database allows to check the process risk factors, location of an accident occurred and safety management measures. Although there are differences in size within SMEs, most of them have less investment in safety management than large companies do, or there are cases where general manager serves as safety manager work concurrently. In these SMEs case, there may be great possibility not to prevent, control, protect and mitigate against a chemical accident efficiently and this late response can result in the catastrophic accident. In the future, it is recommended to conduct additional research by industries, unit processes or facilities and chemical substances shall be performed continuously, considering changes from various processes, chemical substances and industries with respect to chemical accidents standpoint.
