This dissertation is divided into two parts: development of channel estimation scheme to mitigate the time-varying channel effects on the transmitted symbols for IEEE 802.11p-based vehicular communications and distributed congestion control (DCC) algorithm to address channel congestion occurring in dense vehicular environments for cellular-based vehicular communications, referred to as cellular vehicle-to-everything (C-V2X). IEEE 802.11p frame structure, which has a low pilot density, makes it difficult to predict the properties of wireless channels in a vehicular environment with high vehicle speeds; thus, the performance of the system is degraded in realistic vehicular environments. The second part, DCC, improves the system performance by lowering channel congestion in vehicular environments with high vehicle density. The 3rd Generation Partnership Project standard defines the related metrics of channel busy ratio (CBR) and introduces possible rate and power control mechanisms to mitigate channel congestion in C-V2X sidelink. However, the DCC of C-V2X is not sufficiently specified to implement these controls. To resolve these problems, channel estimation techniques are proposed to improve the channel estimation and tracking performance without changing the IEEE 802.11p frame structure. Additionally, the DCC algorithm for C-V2X is proposed to prevent performance degradation in high-density environments due to the heavy message load. In the case of channel estimation, two channel estimation techniques are proposed to improve the performance by appropriately changing the method of channel estimation over an entire SNR range of values. First, packet-level selective (PLS) channel estimation is proposed based on preamble. The proposed PLS scheme selectively uses two channel estimation schemes on a packet-by-packet basis, each with outstanding performance for either high-SNR or low-SNR signals. To implement this, an adaptation algorithm based on a preamble is proposed. The preamble is a signal known to the transmitter-receiver, so that the receiver can obtain channel estimates without demapping errors, evaluating performance of the channel estimation schemes. Second, a symbol-level selective (SLS) channel estimation scheme is proposed to more accurately track channel variations from the beginning to the end of a packet in a vehicular environment, where high mobility produces rapid channel variations within a packet. The proposed SLS channel estimation scheme selectively uses the better scheme between two channel estimation schemes on a symbol-by-symbol basis. To this end, a new selection criterion based on correlation coefficient is presented. In the case of DCC, a deep reinforcement learning (DRL) based DCC algorithm is proposed to improve congestion control performance in C-V2X. Depending on the mechanism of the proposed algorithm, the vehicular user equipments, each acting as an agent, interact with the communication environment, observe current/next state and reward, and learn how to improve DCC by updating DRL-networks using the accumulated experiences. Designing a suitable reward function is critical to elicit desired behaviors in DRL-based systems. To minimize PDR reduction while maintaining the channel utilization within the intended range in high vehicle density environments, in the proposed algorithm, the reward consists of PDR and CBR condition, and the CBR condition makes the utilization rate of the channel to be close to the target CBR. The proposed channel estimation techniques and DRL-based DCC algorithm show an improved performance compared with that of the existing techniques. They are expected to increase the reliability of V2X communications significantly and be utilized in various services such as connected vehicles and intelligent transportation technology.
