Education is an essential tool for individuals and society to resolve the challenge they are currently facing and explore opportunities in the future. However, the existing offline educations show the limitation of either having an unsatisfactory level of support system from an educational institution or consequentially allowing only a limited number of people at once. To overcome these limitations, based on the technologies of the fourth industrial revolution, the online type of contactless education that enables anyone to approach high-quality learning materials for free is widely introduced. This can also be seen as a change in the flow of the current time period that responded to COVID-19. The open and free learning activity can fulfill the needs of organizations, teachers, and learners. The online environment that responded to the demand of the time led to the opening and sharing of materials, and this is evident from the open learning movement that has been coming up after 2010. The open learning movement is an innovation that appeared in the education and learning fields along with the development of the internet and smart technology, which focuses on resolving the inequality of the learning opportunity in the area of nonprofit · international development of public interest. In other words, it is the field of education innovation movement that has been executed by the world’s major universities that adopted the changes in the opening of education, lifelong education, and remote education. The open educational resources (OER) have developed by expanding its concept to reuse, revise, remix, and redistribution of learning materials. Learners are able to search for information and materials according to one’s interest and concern and are also able to develop a new network by sharing data. Teachers can also find a new way to promote and give advice on the things that students have learned and connect through or create a community to share information and idea with other users. OER can mix, disassemble and share these learning materials once again while allowing a new approach. In other words, anyone can come into contact with a studying community whenever and wherever they want and will be granted a user authority that enables free provision and modification to the learning materials. The transition of the education paradigm caused by the open sharing of materials is inevitable in the museum, which is the representative cultural organization and social education institution, upon the era of open learning. Utilizing OER in museum education is an unprecedented challenge in many directions that has been caused by the social blockade and is also an innovative educational strategy as well as a new attempt, of which the necessity is being emphasized. Museum education not only digitalizes an interesting objet that does not exist in schools but also enables the selection of free educational experience and communication with experts in many fields, such as art, history, culture, and more. Museum online platform that has its basis in this excellent infrastructure can provide accessibility, self-learning ability, interactive communication to students without the limitation of time and space. Therefore, it implies that museums can make a transition into OER, where anyone can open and share the resources of the museum for expansion of the range of museum space and activation of education. By changing the museum objet to OER based on the tendency of open learning movement, which seems to be the social · cultural trend of today, the study anticipates the opportunity of learning participation, solution for inequality in education, decrease in education expenses, interaction, and community activity support through other students, overcoming copyright issues, etc. and seeks to find ways of utilization that learners and teachers from the museum, school, home can provide various benefits. The study has secured the validity of the details by conducting an in-depth interview with six experts who are based on domestic and international literature analysis and field experience. Based on the result of the analysis, the study aims to investigate plans of education that utilized OER by types, including museum, school, and home that used online museum platform, and present an essential direction for museum education. Under the changes of the learning environment encountered in the open learning era, the transition in museum education based on OER is not simply complementary and temporary. The central point of education will be about how to establish and utilize the directionality so that the abundant resources provided by museums become a public asset rather than a simple web-based medium. The study aims to present that the utilization of OER not only serves a role of educational value that reflected the current period in online museum platform but also is a practical direction for the museum to establish a leading educational space and learning ecology for future education.
