조사 시간과 조사 면적을 토대로 산출한 멸종위기 야생식물의 조사수행률은 평균 6.64%로 파악되었는데, 이 조사수행률은 식물상 조사 면적이 증가할수록 감소하는 경향을 보였다. 즉 식물상 조사 면적 500,000㎡ 를 경계점으로 조사수행률이 10% 이하로 파악되어, 500,000㎡ 를 경계로 이 보다 작은 면적의 조사대상지와 넓은 조사대상지를 구분하여 서로 다른 조사 방법이 도입되어야 할 것으로 사료되었다. 또한 멸종위기 야생식물을 발견하는데 도움이 되는 개화시기 등 적절한 시기에 식물상 조사가 이루어지 않을 경우, 멸종위기 야생식물을 거의 발견할 수 없는 것으로 조사되어, 환경영향평가를 수행할 때, 지역별로 분포하는 멸종위기 야생식물에 대한 정보를 사전에 수집, 분석해야만 하는 것으로 파악되었다.
멸종위기 야생식물을 야외에서 발견할 수 있는 조사 대안 방법으로 평행 횡단 조사와 격자 기반 조사 방법을 제시했다. 평행 횡단 조사는 조사대상지가 500,000㎡ 이하일 경우에 적용하는 조사 방법으로 제시했는데, 조사대상지를 일정한 구간을 두고 나란히 조사하는 방법이다. 그리고 격자 조사는 조사대상지가 500,000㎡ 이상일 경우 평행 횡단 조사로는 너무나 많은 시간이 소요되므로, 조사대상지를 일정한 격자로 구분한 다음 격자선이 겹치는 지역만 조사하며, 격자선이 겹치는 지역에 멸종위기 야생식물이 발견될 경우, 이 격자 크기를 미세하게 조절하여 발견된 지역을 상세히 조사하는 방법이다.

South Korea has been preserving the natural environment, especially biodiversity, by evaluating the current natural ecosystem before carrying out various development projects based on the Environmental Impact Assessment Act. As it is difficult to quantify and measure natural ecology compared to other environmental fields, however, it is inevitable that subjective factors play a role. In addition, no investigation methodology has been established, producing social conflicts, including insufficiency and falsehood, due to differences in professional opinions of each investigator. Accordingly, research has been performed to understand the current flora and fauna, to predict and improve damage caused by development, and to increase the investigation time and improve literature research methods. However, little research has been conducted on methods or alternatives for studying endangered plants, which is one of the most serious elements of social conflict.
Against the backdrop, this study aimed to 1) investigate the problems of the laws and systems related to the research of endangered plants; 2) analyze environmental impact assessment, which had been evaluated and completed, to review the results and problems of research on endangered plants; and 3) explore measures to solve the problems. As for alternatives, it 1) provided appropriate information and 2) suggested guidelines for targeting and investigating endangered plants in order to identify them during environmental impact assessment.
To this end, this study 1) reviewed the legal provisions related to the research of flora, including endangered plants, for environmental impact assessment; 2) analyzed 2,498 environmental impact assessments that were completed between 2006 and 2020 to explore problems of studies on flora and endangered plants; 3) analyzed 20 environmental impact assessments in 2020, which had relatively clear and sufficient research time, to estimate the research rate based on the study time and area; 4) reviewed the qualifications for flora researchers stipulated in the Environmental Impact Assessment Act; 5) examined alternatives to solve the problems identified in the such research; and finally 6) analyzed and organized endangered plants by species so that they could be studied in advance for environmental impact assessment based on detailed information, such as publications of public institutions, various types of reports, papers, records on the Internet, samples, and field research experience.
Research on endangered plants for environmental impact assessment is based on Article 6, Section 4 of the Regulations on the Preparation of Environmental Impact Assessment, Etc. (Notification No. 2020-289 of the Ministry of Environment) that the environmental impact assessment must include “the status of endangered species and protected wildlife habitats.” In addition, Article 7 specifies that both field and literature surveys must be performed for the investigation of the environmental status. However, it does not describe the investigation of endangered plants in detail and specifies to refer to research results within the past five years for literature review. This has resulted in low efficiency and false-negative results of the research of endangered plants for environmental impact assessment. That is, in some cases, it was reported that there was no endangered species even when there were. Additionally, the investigation of endangered plants requires some professional knowledge; however, general flora researchers conducted some research, leading to misidentification or nonidentification of endangered plants.
As a result of analyzing previously completed environmental impact assessment, only 1.76% of the cases identified endangered plants. Among them, in particular, only 0.84% found endangered plants while conducting field research without acquiring any information in advance. Except for those that have recently been uncategorized from endangered species, only 0.56% found endangered plants. Since there seems little possibility of identifying endangered plants in the research area through general flora surveys while carrying out environmental impact assessment, it is necessary to develop a new guideline for investigating endangered plants.
In addition, the research rate of endangered plants estimated based on the research time and area was 6.64% on average, which had a negative correlation with the research area of the flora. In other words, the research rate was less than 10% with the boundary point of the research area of 500,000㎡; this indicates that different survey methods should be introduced for research areas larger or smaller than 500,000㎡. Furthermore, it was found that endangered plants could be hardly found if the flora survey was not conducted at a proper time to find them, such as the flowering time, suggesting that information on endangered plants by region should be collected and analyzed in advance for environmental impact assessment.
As an alternative method for identifying endangered plants outdoors, parallel traverses and grid-based systematic survey methods were suggested. Applied to study sites smaller than 500,000㎡, the parallel traverses survey is dividing the site into sections and studying them side by side. Since this method takes too much time for study sites larger than 500,000㎡, the grid-based systematic survey involves dividing the target area into grids and studying only the areas where the grid lines overlap; if endangered plants are found in the overlapping areas, the size of the grid is finely adjusted to investigate the discovered area in detail. Lastly, information on the designated 88 endangered plants was extracted, including the growth period, distribution areas by city, county, and administrative district, habitat characteristics, and the status of retention in preservation institutions other than the habitat. In addition, cities and counties near the cities and counties where the habitat of endangered plants had been confirmed were classified into areas with possible habitat sites and displayed on the map. Such information is expected to be an important resource in determining the direction and method of research when planning environmental impact assessment.
