This study investigated the process in which spaces have been newly planned and reorganized since the introduction of modern urban planning in the capital of North Korea, Pyongyang, in the discussion of the continuation and severance of history. Along with this, criteria for evaluating performance were set, and it would draw the maximum of the people’s labor power by strongly criticizing ‘shortfall’ and presenting the commendation of ‘model’ for ‘over completion.’ This was also associated with ideological struggle, so it was settled as one system. This pressure coming down from the state showed the outcome of ‘Pyongyang speed,’ but soon, it led to the quality improvement issue.
