본 연구는 19세기 말 시행되었던 네 차례 의제개혁(衣制改革)과 각 시기별 국내 직물산업 변화의 연관성에 대해 고찰하였다. 해당 시기 의제개혁과 직물산업의 변화는 국가의 근대화정책에 의해 나타난 공통적인 결과였음에도 불구하고 국내 근대사를 다루었던 선행연구에서는 복식사, 직물사, 경제사 등 각 분야에서 분리되어 연구되었다. 본 연구에서는 19세기 말 시행되었던 네 차례 의제개혁의 시대적 배경과 각 의제개혁의 내용과 특징, 해당 시기 직물산업의 현황과 변화에 대해 살펴봄으로써 19세기 말 의제개혁에 따른 직물산업 변화에 관하여 고찰하고자 하였다. 본 연구는 의제개혁에 관한 공식 기록이 수록된 문헌자료와 의제개혁과 연관된 직물산업 관련 기록 자료들을 중심으로 살펴보았다. 19세기 말은 영국과 프랑스 등 유럽국가 중심의 산업혁명으로 직물산업이 발달하였던 시기로 산업혁명을 이루었던 자본주의 국가는 원료공급지와 판매시장 확대를 위해 아시아로 진출하였다. 조선은 국내외적으로 이러한 영향을 받으며 개항하게 되었다. 개항 이후 조선 내에서는 국제정세의 변화, 각국의 이해관계 등의 영향 아래 정치, 경제, 사회, 문화 등 여러 방면에서 다양한 사건이 발생하였고 격변의 시간을 겪었다. 그중 일찍이 근대문물을 접하였던 개화파에 의해 의제개혁을 골자(骨子)로 국가근대화 정책이 시행되었다. 갑신의제개혁(甲申衣制改革)에서는 임오군란으로 청의 영향이 확장됨에 따라 군복(軍服)이 청군화(淸軍化)되었고 청군의 의제를 모방한 군복제도에서는 모직물을 군복의 주소재로 사용하여 모직물 수입 증가에 영향을 준 것으로 추론된다. 관복(官服)은 흑단령(黑團領)으로 통일하되 흉배(胸背)로 문무관(文武官)을 구별하였고 소재도 유문흑사(有紋黑紗)와 무문흑주(無紋黑紬)로 통일하는 등 관복을 간소화하였으며 사복(私服)도 포류(袍類)를 간소화하여 주의(周衣)를 입도록 하였다. 관복의 주소재는 견직물이 사용되었고 사복의 주소재는 견직물과 면직물이 사용되었다. 이러한 관복과 사복의 간소화는 국내산 견직물 수요의 증가로 인해 견직물 수출이 감소하였고 수입 면직물과 견직물도 소재로 사용되어 면직물, 견직물 수입 증가에 영향을 주었다. 당시 시행되었던 잠업진흥정책(蠶業振興政策)도 견직물 수출에 일부 영향을 준 것으로 나타났다. 또한 관복과 사복의 간소화는 의복 소재에 대한 사치풍조를 발생시키면서 수입 견직물 사용의 증가로 견직물 수입 증가에도 영향을 준 것으로 유추된다. 갑오의제개혁(甲午衣制改革)에서는 청일전쟁 이후 승리한 일본의 영향으로 갑오개혁이 시행되면서 ...

This study was designed to review Joseon’s four reforms of clothing regulation in the late 19th century, and investigate how each reform and textile industry developments of the country were correlated to each other. Those reforms and developments were inseparably simultaneous as outcomes from national modernization that Joseon pursued. Nevertheless, prior research in modern aspects of Korean history treated the outcomes separately in the subject of costume history, textile history, and the history of economy. This research was to determine the effects that Joseon’s reforms of clothing regulation in the late 19th century had on fabric industry of the country. For the determination, the study examined the backgrounds, content and characteristics of the dress code innovations. It also investigated the situations and changes of that industry for each innovation. In conducting these moves, this study looked deeply into public literature regarding the above reforms of Joseon in the late 19th and records of the country’s textile industry associated with clothing reforms. The late 19th century was a period when the Industrial Revolution led to the growth of textile industry in Western countries, especially European ones like the U.K and France. Spontaneously, those nations were heading to the Asian region to find the raw fabric materials and develop new markets. These circumstances affected Joseon to turn open the ports to outside via Japan. Since the opening, Joseon had been affected by changing domestic situations and international interests, and come through a variety of turbulences in terms of politics, economy, society, and culture. In association, the enlightenment party which was one of the political powers in Joseon and earlier encountered modern civilization, actively began to take and implement national modernization policies, a visible part of which was about the reforms of clothing regulation. In the Gapsin(甲申) reforms of clothing regulation, military uniforms of Joseon(軍服) imitated those of Qing(淸軍化), for the Chinese nation had an extensive influence on Joseon after the Imogunran incident. The imitations used woolen fabrics as their main material, presumedly bringing in more imports of the material. As another part of the reforms, Heukdanryeong(黑團領) became only official uniform worn by governmental officials under the condition that Hyungbae(胸背) varies depending on whether those officials are military or administrative(文武官). The materials of Heukdanryeong were simply reduced and restricted to patterned black silk threads or Yumun Heuksa(有紋黑紗) and non-patterned ones or Mumun Heukju(無紋黑紬). When it comes to plain clothes(私服), governmental officials were only required to wear Jueui(周衣). This was an effort to simplify Po and the likes(袍類). Official uniforms were mainly made of silk fabrics and plain clothes silk and cotton fabrics. The simplification of both official uniforms and plain clothes led to an increasing demand for locally produced silk fabrics which in turn were less exported. Imported cotton and silk fabrics were allowed for those two types of clothing, positively affecting rise in the imports of both the fabrics. Additionally, the Sericulture Promotion Policy(蠶業振興政策) at the time had a partial impact on silk fabrics exports. By the way, the simplification as mentioned above provoked a tendency of extravagant spending(奢侈風潮) on clothing materials, presumedly increasing the imports and use of foreign-made silk fabrics. In the Gabo(甲午) reforms of clothing regulation, a simplification of official and plain clothes, which had been suspended due to the Gapsin coup, was resumed under the influence of Japan that won the Sino-Japanese War. During the reforms, a new ritual costume system was introduced. Accordingly, Heukdanryeong was supposed to be worn as Daeryebok(大禮服) and Jueui and Dapho(褡𧞤), which were made of locally produced silk fabrics, as clothes for common rites(通常禮服). As a consequence, domestic demand for local silk fabrics increased, contributed to decline in exports of the materials. In the next innovation or Eulmi(乙未) reforms of clothing regulation, police officer uniforms of Western style, consisting of cap(帽), upper garment(上衣), trousers(袴) and coat(外套), were introduced as Gyeongmucheong(警務廳) was founded. This was also the case for military uniforms. Western-style military uniforms were mainly made of Heukyung(黑絨) and Heuknasa(黑羅紗). Police officer uniforms of the same style used Nonggamyung(濃紺絨) as its main material. At the time, Daeryebok(大禮服) was officially required to be comprised of Heukdanryeong, Samo(紗帽), Dae(帶) and Hwa(靴) and Soryebok(小禮服) of Heukbanryeong(黑盤領), Chaksupo(窄袖袍), Samo, Dae and Hwa. Usual clothes for governmental officials(通常服色) was supposed to consist of Jueui, Dapho and Sadae(絲帶). By the way, Jeui was allowed to be worn by any people, whether officials or civilians, and just simplified with black tints(黑色類). Meanwhile, the Ordinance prohibiting topknots(斷髮令) was proclaimed, binding the general masses who were then permitted to wear Western clothes. Modernization of official uniforms, Westernization of military and police officer uniforms, proclamation of the above ordinance, allowance of Western clothes to the general public are all presumed to bring increase in the imports of cotton, silk and woolen fabrics. This study was designed to review Joseon’s four reforms of clothing regulation in the late 19th century, and investigate how each reform and textile industry developments of the country were correlated to each other. Those reforms and developments were inseparably simultaneous as outcomes from national modernization that Joseon pursued. Nevertheless, prior research in modern aspects of Korean history treated the outcomes separately in the subject of costume history, textile history, and the history of economy. This research was to determine the effects that Joseon’s reforms of clothing regulation in the late 19th century had on fabric industry of the country. For the determination, the study examined the backgrounds, content and characteristics of the dress code innovations. It also investigated the situations and changes of that industry for each innovation.
